MPs approach Ukraine to Association with EU

The adoption of the next legislative package by the Verkhovna Rada brings Ukraine closer to the EU and the Association Agreement, secretary of the National Security and Defense Council of Ukraine Andriy Kliuyev stated, ForUm learned from the NSDC press office.

According to him, on Tuesday, the Parliament passed several laws, the adoption of which is provided for by a set of agreements between Ukraine and the European Union, and in particular, by the action plan for the liberalization of the EU visa regime for Ukraine.

Kliuyev stressed that one of the most important documents, in finalization of which efforts of the authorities and the opposition were combined, was the bill on improvement of anti-corruption policy.

MPs also passed a law on improving the system of protection of personal data. In addition, the Parliament finally adopted the law on amendments to the Criminal Code of Ukraine concerning the accession of our country to the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, which supplements the UN Convention against Transnational Organized Crime, the secretary of the NSDC said.

“All branches of the Ukrainian authorities are working to bring closer the possibility of signing the EU-Ukraine Association Agreement. I am glad that the power and the opposition find a common language in this matter,” Kliuyev added.

Kliuyev: Anti-corruption law to eliminate gaps in legislation

New anti-corruption law, passed by the Verkhovna Rada today, is aimed at eliminating a number of gaps in the Ukrainian legislation and improving the effectiveness of anti-corruption measures in Ukraine. This was stated by secretary of the National Security and Defense Council of Ukraine Andriy Kliuyev, commenting on the law on amendments to certain legislative acts of Ukraine on implementation of the state anti-corruption policy, the press service of the NSDC informs.

In his opinion, this is one of the most important bills, which were to be taken on the way to the signing of the EU-Ukraine Association Agreement. Kliuyev recalled that the adoption of this document is also provided for by the action plan for liberalization of the EU visa regime for Ukraine.

NSDC secretary mentioned as important innovation the creation of a monitoring mechanism of financial declarations of officials. However, he said, quality work of this mechanism still needs practicing in implementation, which may require additional legislative improvements.

Secretary of the National Security Council said that the law is the result of cooperation between the authorities and the opposition, and along with several other laws enacted in April, is expected to significantly strengthen the anti-corruption legislation.

Korolevska: Pension Fund has enough means to pay pensions

Since the beginning of 2013, own revenues of the Pension Fund of Ukraine have amounted to 53 billion UAH, social policy minister of Ukraine Natalia Korolevska said during a conference call, ForUm correspondent reports.

“This is one of the best indicators. It exceeds revenue of the previous year by 4 billion 600 million UAH, and is nearly 8% higher than planned. This allows pay pensions timely now and till the end of the year,” the minister said.

At the same time, she stressed that the problem of debt to the Pension Fund remains challenging one. “As of May 1, the current debt is 8 billion UAH,” Korolevska noted.

She added that in May pension were paid fully. “All the social services and the Pension Fund comply with the obligations in full and paid 10 billion pensions,” the minister said.
She also stressed that one-time assistance to veterans of the war in the amount of nearly 817 million UAH was also paid timely.

Cabinet to support developers of socially important Internet projects

Prime Minister of Ukraine Mykola Azarov assured that the government will support developers of socially important Internet projects and expressed hope that ever more people will be attracted to this work.
The Head of government has said about this during a meeting with winners of the all-Ukrainian hackathon of socially important Internet projects.
“I took an interest in your projects, related to the use of open government data. Those projects, made by you, first, speak about your good level, second, that the hackathon movement develops in Ukraine. Therefore, I invited you to discuss how to do so that not the very few, but hundreds and thousands people were attracted to this work. How to use all modern possibilities, in particular, Internet resources, for the people to be informed,” Azarov said. At the same time, the Prime Minister reminded that a law on the access to public information has been adopted in Ukraine, according to which citizens can receive an access to open information sources within five days.
“Access to public information is also very important in the political sense, because it is a sign of an open democratic society,” Azarov noted.
Attending the meeting with the Prime Minister were authors of Internet projects such as Criminal Map of Ukraine, the author of the service project for planning the public transport routes and the author of the project of the open ranking of general educational schools of Ukraine according to external independent testing. By results of the meeting, the Premier instructed head of the State Agency for Science, Innovation and Informatization of Ukraine Volodymyr Semynozhenko to continue cooperation with winners of a competition of socially important Internet projects.

Rada allows import, sale of aviation fuel

The Verkhovna Rada of Ukraine has allowed import and sale of leaded petrol in Ukraine and lead additives to it in the amount of one thousand tons per year, ForUm correspondent reports.
290 deputies voted in favor of the draft law amending the law of Ukraine “On prohibition of import and sale of leaded petrol and lead additives to gasoline on the territory of Ukraine ” regarding aviation fuel. The law was adopted as a basis and as a whole.
Speaker and head of the State Aviation Administration Anatoliy Kolesnyk said that the bill provides to import leaded gasoline to Ukraine in the amount of one thousand tons per year. It is necessary for fueling aircrafts with piston engines.

MPs change rules of indexation of pensions

MPs change rules of indexation of pensions

The Verkhovna Rada of Ukraine changed the rules of indexation of pensions.
As ForUm correspondent reports, the government’s draft law, providing for amendments to some laws of Ukraine on appointment and indexation of pensions, was passed as a basis and as a whole.
350 MPs voted for the document.
The draft law provides for annual indexation of pensions with an index of at least 20% of increase in the average wage in the country for the previous year. This ratio should not be less than the growth rate of inflation.
In addition, the amendments provide for including period of maternity leave in the pensionable service, as well as a number of other issues related to the appointment and indexation of pensions in Ukraine.

Social Policy Ministry instructs to verify recalculation of salaries to state employees

May salaries must be paid to public sector employees in accordance with the wage grade established on January 1, 2013, social policy minister of Ukraine Natalia Korolevska said during a selector meeting, ForUm correspondent reports.
“On March 27, the government made a decision on application of a new tariff category (852 UAH) on the initiative of the Social Policy Ministry. According to the Ministry, many employees of the public sector did not receive their salaries. In this regard, we put the task to take into account all recalculations from January 1 during the payment of May salaries,” Korolevska said and added that it concerns 3.5 million public sector employees.
The minister stressed that the results of these payments should be summed up by the end of May, and the Ministry has to hear reports on this matter before June 10.
In addition, she said that the State Inspectorate of Labor was instructed to check the implementation of this task.

Korolevska dissatisfied with pace of wage arrears servicing

Wage arrears before July 1, 2013 throughout the country should not exceed 613 million UAH, social policy minister of Ukraine Natalia Korolevska said during a conference call, ForUm correspondent reports.

“On April 1, wage arrears decreased by only 33 million UAH (3%). According to the operative data, as of May 13 the debt was 1 billion 145 million UAH, and according to the schedules (which were approved in April – Ed.), they had to make up 812 million,” she said.
According to the minister, to date, only four regions perform wage arrears repayment schedule: Dnipropetrovsk, Poltava, Cherkasy and Chernivtsi regions.

Korolevska also pointed out that in the structure of the arrears, debt of economically active enterprises makes up 565 million UAH, debt of economically inactive ones – 507 million UAH, debt of bankrupt companies – 424 million UAH. In addition, 450 million UAH (43% of the total debt in the country) are the debts of public enterprises.

Talking about the regional context of debt, Korolevska noted that top-five does not change.
“Wage arrears in Donetsk region is 217 million, Kyiv region – 127 million, Kharkiv region – 89 million, Kyiv – 71million and Lviv region – 57 million UAH,” the minister explained.

She stressed that by July 1, 2013, the amount owed must fully comply with schedules submitted from the regions and approved by the Ministry, and make up 613 million UAH.
