OSCE appreciates Ukrainian judiciary reform

OSCE PA Acting President Wolfgang Grossruck appreciates work of the Ukrainian government to reform the prison system and judiciary branch of power.

“The Ukrainian government now pays a lot of attention and is extremely active in working to reform the penitentiary service and judiciary to remove from the agenda the issue of imprisoned politicians. We look forward to the positive signals in this regard,” he told reporters at the Foreign Ministry of Ukraine, ForUm correspondent reports.

Grossruck also expressed hope that the EU-Ukraine Association Agreement will be signed by the end of this year.

OSCE PA Acting President noted that he is the MEP from Austria and his country would support the text of the Agreement. “This is important not only for Ukraine, but also for Europe. Ukraine is a European state,” he said and added that the talks between Ukraine and the EU are at a good level.

“I am confident that the Ukraine’s chairmanship in the OSCE indicates that the country respects all the values of the organization. And I’m here not even with the mission of the OSCE president, but with the mission of just a friend, who is trying to support Ukraine to reach the same goals. We have to respect the history of Ukraine and other countries of the former Soviet Union. The process must go step by step. I see a lot of success and it is the only right way,” Grossruck summed up.

Justice Ministry awaits conclusions of European experts on re-elections

The Justice Ministry will present its proposals on resolving the issue of the repeated elections of people’s deputies in five troubled constituencies upon receiving the conclusions of the European experts, minister Oleksandr Lavrynovych told a news conference.

“The Justice Ministry prepared such proposals, and they are now studied by the Venice Commission, the OSCE, the experts of the European Union, as well as the leaders of all parliamentary groups for them to express their views on the proposed project. It can not be a change in the existing laws (on parliamentary elections – Ed.),” justice minister said.

The minister did not name the date when these findings can be obtained, but noted that they are very important for Ukraine.

However Lavrynovych believes that the key to solving the issue of the repeated elections in the troubled constituencies is a consensus on this issue among Ukrainian political forces.

Ukraine, Faroes to sign FTA

Within the context of preparation for signing of the Association Agreement and FTA with the European Union, Ukraine plans to sign a free trade agreement with the autonomous region of Denmark – the Faroe Islands.
According to the Economic Development and Trade Ministry of Ukraine, signing of the document was initiated by Denmark in connection with the fact that the Faroe Islands pursue independent economic policies and will not be subject to the agreement between Ukraine and the EU.
The Ministry press service noted that the free trade agreement with the Faroe Islands, which is under negotiation, provides for cancellation of all duties in mutual trade.
The Faroe Islands are autonomous region of the Kingdom of Denmark, which independently solve all state issues, except defense and foreign policy, since 1948.

Kozhara earned 197 thousand UAH last year

Ukrainian foreign minister Leonid Kozhara has declared 197.243 UAH as his gross income received in 2012, according to his income declaration published in the government’s Uriadovy Kurier newspaper.
“The gross income of Kozhara obtained from sources in Ukraine amounted to 197.243 UAH. This amount consists of the salary, other payments and bonuses that were accrued under the terms of the labor or civil contract,” the declaration reads, KRINFORM reports.
Kozhara owns or rents a land plot with a total area of 990 square meters and a 127-square-meter apartment. Spending on the purchase of a residential building with a total area of 248 square meters amounted to 120 thousand UAH. The amount of money on accounts in banks and other financial institutions minister was 6.700 UAH.
Kozhara owns a 2007 Volvo XC 90 and a 2007 Renault Coupe, whereas his financial liabilities and expense related to voluntary insurance amounted to 15.480 UAH.

Deputy energy and coal industry minister Volodymyr Makukha and director of the National Energy Company “Ukrenergo” Anatoliy Khodakovsky have submitted their resignation, head of the Energy and Coal Industry Ministry Eduard Stavytsky stated.
At the same time, he has not named candidates for these posts. 
“The decision on new director of the Ukrenergo Company has not been taken yet. The President of Ukraine will do it. I have not submitted any candidates on consideration,” Stavytsky said.

Association with EU to open new chapter in history of Ukraine

Signing of the Association Agreement with the European Union will open a new chapter in the history of Ukraine, former President of Poland Aleksander Kwasniewski said during the meeting with chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak, the press service of the Ukrainian parliament informs.

“We’re talking not just about the signing of the Agreement, but also about a very long-term cooperation between Ukraine and the EU. Association with the EU is a strategy for Ukraine,” Kwasniewski noted.
He also stated the importance of well-coordinated work of the Verkhovna Rada until the summit of “Eastern Partnership” in Vilnius. “It is very important how the Verkhovna Rada will work on the way towards signing the Association Agreement. Image of working, not blocked, Parliament is important for Ukraine,” the former president of Poland said.

In turn, present at the meeting, former European Parliament President Pat Cox said that Ukraine and the EU together are “on the way to Vilnius.” As he said, “a lot of steps have been done, and many remains to be done”.

“We are pleased with the decision on humanization of criminal legislation and pardon of Lutsenko and Filipchuk. This is a very important sign of good serious intentions, and it is appreciated in Brussels,” the politician said.

He also noted that the President and the leaders of political factions of the European Parliament called on all political forces, represented in the Verkhovna Rada, to work together on important issues such as the reform of electoral law, judiciary and prosecution system. “We need to develop the capacity for mutual respect,” Cox concluded.

Penitentiary Service gets ready for Tymoshenko transfer

Former Ukrainian Prime Minister Yulia Tymoshenko refuses to answer about her participation or non-participation in the hearing of the case on UESU, scheduled for 10.00 on April 23, press service of the State Penitentiary Service of Ukraine informs.

“The convict has already been informed about the call to participate in the hearing on the UESU case. Tymoshenko refused to answer questions about the prison officials of his possible participation in the meeting and transfer,” the statement reads.

The colony management asked the convict in writing to express her position on the willingness or unwillingness to be escorted in accordance with the applicable legislation.
So far no statement has been received from her.

The State Penitentiary Service reported that all the preparations for transfer of the convict are implemented.

Azarov asks continue estate maintenance till May holidays

On April 20, Ukrainians took part in the all-Ukrainian clean-up event in an organized manner, but the pace of diligence and zeal should be maintained in the future as well, Prime Minister Mykola Azarov said during a meeting of the Cabinet of Ministers, the press service of the Cabinet reports.
In turn, deputy Prime Minister Oleksandr Vilkul noted that the clean-up event had a unifying sense for all Ukrainians.
“The clean-up event joined a large number of concerned citizens to bring order in all cities and villages. This was a demonstration of true patriotism and responsibility for the country,” he said.
However, the Prime Minister stressed that the perfect order was not established everywhere. Therefore, the estate maintenance should be continued at least until the May holidays.
