UK wants see Ukraine part of European family

Ukraine and the United Kingdom expressed willingness to enhance cooperation in political and economic areas. This was discussed during a meeting of Prime Minister of Ukraine Mykola Azarov with the chairman of the British-Ukrainian community Lord Rizbi and British Ambassador to Ukraine Simon Smith, the Cabinet’s press service informs.

During the meeting, the parties noted the need to deepen bilateral cooperation at a high level, in particular, the official visits of relevant ministers and subsequently Prime Ministers. It has been informed about the preparation of the meeting of foreign ministers in the UK in May this year.
The parties also discussed the integration of Ukraine into the European Union. Azarov notes Ukraine’s implementation of the action plan adopted in preparation for the signing of the Association Agreement and the adoption of appropriate legislation in Parliament by the summit of “Eastern Partnership”, which will be held in November in Vilnius.

In response, the chairman of the British-Ukrainian community noted the support of Ukraine’s European aspirations on the part of the United Kingdom. “We understand that Ukraine is an integral part of the European family – the European states. We hope to see you as part of the family. I want to assure you once again that it is the only position of the Great Britain,” Rizbi told Azarov.

Analysts note strengthening of Ukraine’s energy security

In 2012, Ukraine made significant progress in strengthening of its energy security, vice President of the Gorshenin Institute Oleksiy Leshchenko said during a roundtable on topic “Will Ukraine become a nonvolatile state,” ForUm correspondent reports.
According to the expert, we can recall the improvement of energy efficiency, plans on unconventional gas and LNG terminal, reduction in gas imports from Russia and, finally, the growth of domestic production. 
“Our European colleagues confirm the progress of our country on the way to energy security, noting also improvements in the legislative branch. Kyiv is becoming more predictable energy partner,” the analyst stressed.
At the same time, the country continues to suffer from high energy intensity of the economy, expert complains. The energy costs amount to 400 USD per each one thousand USD of GDP, despite the fact that 60% of these resources have to be imported.
In turn, director of the energy programs of the Razumkov Center Volodymyr Omelchenko said that Ukraine is not fully energy independent.
“For example, Japan or South Korea import all natural energy, but they have efficient economies. The main thing is to improve the effectiveness of fuel and energy companies for consumers to receive gas and other resources at an affordable price,” the expert said.

Car imports makes up quarter of all imports to Ukraine

In the first quarter of 2013, imports of cars, vehicles and equipment amounted to 25% of all imports to Ukraine, the press service of the customs department of the Incomes and Fees Ministry of Ukraine informed.

It also reported that fuel and energy materials accounted for 28% in total imports in the first quarter of the current year.

Among the leaders of imports this year there are products of chemical industry – 16%, foodstuffs and agricultural products – 12%, and metals and products thereof – 6%.
The total share of these items in the structure of imports made up 87%. In the first quarter of this year, exports of metal and its products accounted for 27% of total exports of Ukraine.

A high demand for Ukrainian food and agricultural products is observed, providing for 26% of exports. Among the commodity groups leading export operations this year is machinery and equipment – 17%, chemical industry – 9%, mineral products – 6% and fuel-energy materials – 6%.

These products are the foundation of the structure of export trade of Ukraine in the first quarter of 2013, their share is 92% of total exports.

Local self-government reform to strengthen democracy institutions, minister says

Ukrainian President Viktor Yanukovych insists on that the reform of local self-government should be based on the principle of decentralization of power, the consolidation of resource support and strategic planning of local communities’ development.

This was announced today in Dnepropetrovsk by regional development, construction, housing and communal services minister of Ukraine Hennady Temnyk during the public discussion of the draft concept of reforming local self-government and territorial organization of the government, the Ministry’s press service informs.

“The reform should contribute of provision of quality and affordable public services, strengthen democratic institutions, protect the interests of citizens in all spheres of life,” Temnyk said.

According to him, during 2011-2012, the Ministry received a lot of requests from local authorities and Ukrainian associations of local governments with proposals to improve local government through decentralization and deconcentration of power.

“Particularly noteworthy are proposals of the Association of Ukrainian Cities, the Association of District and Regional Councils, the Vinnytsia Regional Council. They are embodied in the draft concept of reform of local self-government,” Temnyk noted.

He informed that on the initiative of local authorities and pursuant to the instructions of the President of Ukraine on the results of the international municipal hearings “Development of good governance at the local and regional levels,” the government established a working group on improving the territorial organization and local authorities. Working group prepared the draft unified concept. It was submitted for a broad public discussion only after the finalization of the document by the Coordination Council for the Development of Civil Society under the President of Ukraine with the participation of Russian and European experts, representatives of local governments and their associations, academics and practitioners in the field of local government and public administration.

First production aircraft AN-158 delivered to Cuba

Prime Minister of Ukraine Mykola Azarov has visited on Thursday the aircraft engineering enterprise Antonov and participated in the ceremony of transferring to the Republic of Cuba the first production aircraft An-158, Ukrinform reports.
“I am very pleased that we are launching serial production of An-158. This means that the aircraft industry in Ukraine revived. I am confident that we will reach mass production of this wonderful aircraft,” the press-service of the Cabinet of Ministers quoted Azarov as saying.
The prime minister also noted that just few countries in the world can produce their own aircraft.
“We have finally stepped on solid ground. Despite the global crisis and economic difficulties, Ukraine has taken the path of sustainable development, and I congratulate you on this occasion. This aircraft is the first step on this difficult path, but I am convinced that the plant has a great perspective,” the head of government said.
Participating in the ceremony were also Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba in Ukraine Ernesto Antonio Senti Darias, General Designer of SE Antonov Dmytro Kiva, and General Director of Ilyushin Finance Co. Alexander Rubtsov.
The contract between SE Antonov and OJSC Ilyushin Finance Co. (Russia) for the supply of 10 production aircraft An-158 to the Republic of Cuba was signed in 2010. The second and third aircraft will be delivered to the customer in June and July this year. The next three will be manufactured before the end of 2013. Four more aircraft must be produced and supplied in 2014.
An-158 is the only passenger plane that can land on ground and low runways and take off from them. Batch manufacture of the aircraft proceeds at the production plant Antonov. The corporation for the production of An-158 involves more than 200 companies from 15 countries.

Finance Ministry to extend repayment period of state debt

The Finance Ministry of Ukraine intends to increase the average repayment period of state debt up to five or six years, director of the debt and international financial policy department of the Finance Ministry Halyna Pakhachuk informed.
“Last year, the average repayment period of our debt was 4.1 years. We ended 2012 with index of 5.1 years. This year we plan to extend the period for another couple of months, and keep the average repayment period somewhere in the range of five to six years,” she said during IX Ukrainian Bond Congress in Kyiv on Thursday.

Judge of Kyiv Commercial Court appointed

Parliament appointed Viktoria Dzharty as the judge of the Kyiv Commercial Court for indefinite term.
232 MP voted in favor of the decision, ForUm correspondent reports.
Dzharty is the daughter of a famous politician, representative of the Party of Regions, the former chairman of the Council of Ministers of the Autonomous Republic of Crimea Vasyl Dzharty, who died in August 2011.

Expert: Russia will build South Stream pipeline

New South Stream pipeline will be built, co-chair of the Energy Strategy Fund Dmytro Marunych said during a roundtable of the Gorshenin Institute on topic “Will Ukraine become a nonvolatile state,” ForUm correspondent reports.
According to the expert, this project will be implemented, because Russia has a clear plan on construction of bypass pipeline routes and creation of some excess capacity for transit.
The analyst specified that the launch of the South Stream with annual transfer capability of 63 billion cubic meter of gas will become a tough blow to the gas transportation system (GTS) of Ukraine and will lead to a significant reduction in transit – by 35-40 billion cubic meters.
He noted that a “zero” option for the Russian gas transportation is possible in the future, when Moscow completely refuses to transit gas through domestic GTS using bypass routes.
