Yanukovych approves visa facilitation agreement with EU

The President of Ukraine Viktor Yanukovych signed the law of Ukraine on ratification of the Agreement between Ukraine and the European Union to amend the Agreement between Ukraine and the European Community on visa facilitation.

The relevant law 157-VII was signed on Monday, the President’s press service informs.

According to the adviser to the President – Head of the Main Department of International Relations at the Administration of the President of Ukraine Andriy Honcharuk, Ukrainian party expects early completion of all necessary procedures for its entry into force by the European institutions.

Kulbida: Spring flood not threatens Kyiv

Ukrainian Hydrometeorological Center has raised the forecast regarding the maximum level of spring flooding in Kyiv, but these processes should not cause the damage to the city, director of the Ukrainian Hydrometeorological Center Mykola Kulbida told a briefing, ForUm correspondent reports.
“We have reviewed the forecast regarding the maximum level of spring flooding in Kyiv. We raise the maximum level in Kyiv up to 730 – maximum 740 cm above the conventional zero, despite the fact that the average level over a period of years is 715 cm,” Kulbida said.
According to the forecaster, the flooding threatens islands on the Dnieper River and some garden plots.

President instructs to prepare for Ukraine’s Independence Day

President of Ukraine Viktor Yanukovych signed a decree on celebration of the 22nd anniversary of Ukraine’s Independence, the President’s press office informs, Ukrinform reports.
According to the document, the government has to create an Organizational Committee on preparation and celebration of this holiday.
 “Co-chairmen of the Organizational Committee are the Prime Minister and the Head of the Presidential Administration. The Cabinet was tasked to develop and to approve within the two-month period a plan of measures on preparation and celebration of the 22nd anniversary of Ukraine’s independence,” the press service statement reads.
According to the decree, a plan of measures should envisage holding of celebrations on the occasion of the Day of State Flag of Ukraine on August 23, 2013, and celebrations on the occasion of the 22nd anniversary of Ukraine’s Independence in the whole state with participation of representatives of state authorities and the public.
A special attention in the document is paid to the cultural-art events, dedicated to the 22nd anniversary of Ukraine’s independence, in particular, holding of thematic scientific conferences and round tables, exhibitions of archive documents and photomaterials, competitions, shows at national and regional channels of television documentary and feature films, dedicated to the history of the Ukrainian state formation.
The President instructed to ensure holding of holiday fireworks on August 24, 2013, on the occasion of the 22nd anniversary of Ukraine’s Independence in Kyiv, Kerch, Odesa, Sevastopol and republican (the Crimean Autonomous Republic) and regional cities.
The Foreign Ministry should ensure organization of events to celebrate this holiday by diplomatic establishments of Ukraine abroad.

Ecology Ministry to receive almost four billion from Japan

Ukraine actively cooperates with Japan and Spain under the Kyoto Protocol to implement innovative projects in the country, ecology and natural resources minister of Ukraine Oleh Proskuriakov told a press conference, ForUm correspondent reports. 
According to the official, this happens by selling quotas for greenhouse gas emissions with subsequent use of received funds to purchase modern energy efficient technologies and equipment. Thus, as of April 1, 536 projects on targeted “green” investments in 24 regions of Ukraine for a total amount of 3813.5 billion UAH were agreed with Japan. The expected effect from implementation of these projects is the annual reduction in greenhouse gas emissions by 116.9 thousand tons in CO2 equivalent.
Most projects relate to the social sector and are aimed to reduce the consumption of fuel and energy resources and to improve the social and living conditions of the population, the minister specified.

Ukrainian President Viktor Yanukovych appointed first vice Prime Minister Serhiy Arbuzov as the national coordinator of Ukraine on cooperation in the framework of the Commonwealth of Independent States.
The corresponding decree was published on the website of the President.
Earlier, Valery Khoroshkovsky was the coordinator of Ukraine on cooperation within the CIS.
Arbuzov was also appointed as the representative of Ukraine in the Economic Council of the Commonwealth of Independent States.

The number of orphans reduces annually in Ukraine, President’s Commissioner for Children’s Rights Yuri Pavlenko told a briefing, ForUm correspondent reports.
“About 50% of American families want to adopt a child under 6 years old, and there are around 3% of such children today. About 50% of children, who are subject to international adoption, are children under 12 years old. Only one in ten foreign adoptive family wants to take a child over 12 years. The proportion is constantly changing: number of small children decreases, and the percentage of adult children increases. A number of orphans in Ukraine decreases every year,” he said.
Pavlenko reminded that in Ukraine, children under 5 years of age can be adopted only by Ukrainian family. According to him, this restriction was imposed, as 1.5 thousand families want to adopt a baby in Ukraine every year. “Last year, Ukrainians adopted 2.016 children and foreigners – 807. 3.407 children were adopted in the family-type children’s homes. A large number was taken into custody. Thus, about 82% of orphaned children are raised in families of Ukrainian citizens in the follow-up of 2012,” Pavlenko said.

President’s Commissioner for Children’s Rights added that 26 thousand children, who are registered in the Ukrainian database, can be adopted, and of these, about 12 million can be adopted by foreigners.

Foreigners adopt Ukrainian children not actively

The number of Ukrainian orphans adopted by citizens of foreign countries, despite predictions, has not increased after Russia adopted a law banning international adoption, President’s Commissioner for Children’s Rights Yuri Pavlenko told a briefing.
“Despite a large number of statements that certain processes in Russia will influence an increase in the number of adoptions in Ukraine, as we predicted at the end of last year, this did not happen and is not happening,” Pavlenko said.
According to him, in the first quarter of 2013 foreigners adopted almost as many children as in the same period in 2012. In particular, the figure in 2013 was 167 children, compared to 201 children in 2012.
However, Pavlenko said that the number of children adopted by Ukrainians and accommodated in family-type homes had increased in Ukraine. “A total of 518 children were accommodated in foster families and family-type homes in the first quarter [in 2013], compared to 450 children last year. Ukrainian citizens adopted 397 children, which was slightly less than last year,” he said.

Former British Prime Minister Mrs. Margaret Thatcher died of stroke, her spokesman informed.
“It is with great sadness that Mark and Carol Thatcher announced that their mother Baroness Thatcher died peacefully following a stroke this morning,” Lord Timothy Bell said today. “A further statement will be made later,” BBC informs.
Baroness Margaret Thatcher was Prime Minister of Great Britain in 1979-1990. She was the first woman to hold the post.
