Stavytsky: Talks with Russia on GTS consortium continue

Energy and coal industry minister of Ukraine Eduard Stavytsky denies suspension of talks with Russia on creating a consortium to manage the Ukrainian gas transport system.

According to him, Ukraine is considering all options for the format of a consortium to manage the Ukrainian GTS.

“The Russian party sees the situation bilaterally. We are engaged in broader consultations – with Russian and European colleagues,” he said.
Answering the question whether Ukraine considers the option to create a bilateral consortium, the minister said that all options are considered.

“We are considering all options,” he said.

According to Stavytsky, the final decision on the format of the consortium has not been made yet, but he promised that it will be done openly and publicly.

Earlier media reports that Russia initiated suspension of talks on setting up a consortium to manage the Ukrainian GTS.

Azarov on flood: Everything under control

Ukrainian Prime Minister Mykola Azarov has personally tested the readiness of local authorities for the spring floods.

As the Cabinet’s press office informs, the Prime Minister today visited the Zhytomyr region on a working visit, during which checked the readiness of local authorities for work to prevent emergency situations, which may arise in connection with the spring flood.
 

The meeting was attended by representatives of Zhytomyr, Rivne regional state administrations, the leadership of the State Emergency Service, the State Water Resources Agency, district state administrations.

“Situation is completely under control due to systematic work of the government to prepare for the flood. The most important thing is not to heroically eliminate the consequences of emergency, but to take all necessary measures to prevent such a situation. We have enough financial, material, technical resources in order to prevent disaster,” Azarov said.

Spring field works shifted for two-three weeks

Spring field work will begin 2-3 weeks later than usual due to weather conditions, Prime Minister of Ukraine Mykola Azarov said during a working visit to Zhytomyr region, the Cabinet’s press office informs.

“Unfortunately, timing of spring field works will be shifted for two-three weeks at least. That will create some problems for our farmers. Therefore, these activities should be carried out as soon as possible,” Azarov said.

Poland against construction of new gas pipeline, bypassing Ukraine

Polish government does not support the idea of building another pipeline bypassing Ukraine, which could pass through the territory of Poland within the Yamal-Europe-2 project, head of the Polish government Donald Tusk said on Friday.

According to Tusk, a coordinated policy in this issue also applies to “expectations or views of Russians, who expect to negotiate with Poland on building a pipeline, bypassing Ukraine”.

“Poland will not take part in such political contexts. For us, gas is not a political tool, and we want, according to the European legislation, the gas issues to be free from politics,” Tusk said.

He also noted that the Polish government is implementing a number of projects to diversify gas supplies to Poland in order to reduce dependence on the main gas supplier – Russia. “Strategically, we don’t want to increase the share of Russian gas,” Tusk said.

Three errors in a passenger’s name will be allowed in the personalized train ticket, deputy head of the “Ukrzaliznytsia” State Administration of Railway Transport of Ukraine passenger department Ihor Breus told a briefing, ForUm correspondent reports.

“Errors are allowed to commit in no more than three letters. However, a passenger is required to check the spelling after naming the last name,” he said.

In addition, Breus noted that passengers with non-personalized tickets, issued prior to April 6, will be allowed to board train without a personal identification document.

Healthcare reform implementation lacks funds, minister says

The healthcare minister Rayisa Bohatyriova explained what hampers the implementation of healthcare reform in pilot regions during the extended meeting of the Healthcare Ministry board, ForUm correspondent reports.

“We failed to reach all the targets. For example, we couldn’t fully finalize legal status of all primary healthcare facilities in the pilot regions. City of Kyiv, Donetsk and Dnipropetrovsk regions lag behind.

The minister added that it is not always enough funds for the medical reform. Providing pilot regions with ambulances would be faster, if the government could provide funding on time, Bohatyriova said.

However, the minister is sure that all the planned activities in four pilot regions will be performed in 2013. “In 2012, when we started work, there was no experience. Now we can achieve a better result,” the minister highlighted.

She added that the preparatory work for the adoption of law on compulsory medical insurance is being conducted now.

According to the minister, it is necessary to calculate the available human, material and technical resources of health facilities, to make the state register of patients, pass the regulations for the economic calculations for each type of medical care.

Having seen that the majority may hold plenary session without them, the opposition demonstrated utter confusion, leader of the Party of Regions faction Oleksandr Yefremov told a briefing, ForUm correspondent reports.

“Yesterday, I saw the utter confusion among members of opposition factions and leaders of the opposition movement, perfect illogic of their actions, both yesterday and today,” he said.

Yefremov is also surprised by the fact that yesterday opposition called the majority to return to the hall, and today they continued blocking. “Yesterday, the leader of the opposition, Mr. Yatseniuk, urged Parliament’s speaker Volodymyr Rybak to return to hall and work. Today we went back to the hall and saw the blocked Parliament. We got no response about reason for blocking,” the MP said.

Yefremov noted that when the majority was absent the hall, the opposition started to sort things out among themselves. He added that many members of the opposition do not want to work in this situation. The MP reminded that yesterday four MPs from the Batkivshchyna faction withdrew.

Yanukovych names condition for partial joining CU

Ukraine will start to consider accession to certain provisions of the Customs Union of Russia, Belarus and Kazakhstan on receiving the observer status in this organization, President of Ukraine Viktor Yanukovych said at the meeting with the Prime Minister of Kazakhstan Serik Akhmetov.
” Ukraine, on receiving the status of an observer, might get access to the documents of the Customs Union, and will start considering them. We can work with our colleagues from the Customs Union to look for options of joining to a particular provision. Naturally, we will seek to join the provisions, which would be in line with our laws, our international obligations, in order to create parity relations,” Viktor Yanukovych said.
According to the President, the process of normalization of relations with the Customs Union is of particular concern for Kyiv. “We do not want the process of trade confrontation,” he added.
