Damages for economic crimes are refunded more frequently

For the past three years the compensation for damages for economic crimes, including tax evasion, has increased threefold, up to 620 million hryvnias, head of the investigative department  of the Ministry for income and fees Anatoly Yakovinets told  roundtable “Financial police: timely formation in Ukraine”.

He reminded that decriminalization of economic crimes means that investigators no longer can detain offenders. “But if an offender fails to pay a bail, set by court, he can be arrested. On one hand, there is business that earns money and pays taxes, and on the other hand, there is the state budget, which must be fulfilled. It means necessity of balance,” Yakovinets underlined.   

According to him, in 2012 there were ten economic crimes considered by court, and this year there are already four cases so far. “Thus, in Crimea, there was a case against a processing plant, which had inflicted damage at the amount of 600 million hryvnias. In Kyiv, similar plant inflicted damage for UAH 500 million. In general, the tax police used to investigate about 3000 crimes annually, and a half of them ended up in court,” the official informed.

“We do have economic crimes, and we need a relevant body to investigate them. You can call it anything you want – a financial police, a financial investigation service, etc. The more important is its powers,” he added.

Yanukovych: Export stimulates Ukrainian economy

Export needs to be developed to activate the Ukrainian economy, President Viktor Yanukovych said during the meeting of the Committee on Economic Reforms, ForUm correspondent reports.

“Frankly, we hoped that the economy will look much better in Europe and in the whole world. We see that the forecast of the World Bank has worsened since the beginning of the year and economic growth for this year is predicted at level of 3.4%, while economic growth in Europe is reduced by 0.5%. Of course, Ukraine’s dependence on foreign markets is the main problem, which does not allow us to significantly increase exports,” he said.

However, the President stressed that export enhances the development of the domestic economy.

“Since the demand in the domestic market has never been excessive, although for the second consecutive year we increase turnover due to increase in consumption by the population,” the President stressed.

Yanukovych urged the foreign minister of Ukraine Leonid Kozhara to pay more attention to the economization of foreign policy and hold international economic exhibitions.

According to him, the Ukrainian regions are now ready to present themselves at such events.

“I am often asked why the governors often go abroad? I tell you that it is good if they would organize the work together with the Economy Ministry and the Foreign Ministry,” Yanukovych said.

MPs refuse appoint Kyiv elections on June 2

The Verkhovna Rada of Ukraine failed to appoint the election of the Kyiv City Council members and the mayor of Kyiv on June 2, ForUm correspondent reports.
In particular, when the speaker Volodymyr Rybak put a resolution on the appointment of date of elections in Kyiv to vote in the second reading, only 209 MPs supported the draft. In particular, the Party of Regions gave three votes, the Batkivshchyna faction – 91 votes, the UDAR Party faction – 41 votes, the Svoboda faction – 36 votes, the CPU faction – 21 votes, individual MPs – 17 votes.
After that, at the request of the opposition, Rybak adjourned the Parliament’s sitting for 30 minutes.

Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak opened the evening sitting of the Parliament, ForUm correspondent reports.

365 MPs are registered in the session hall.

Rybak put a draft resolution on the appointment of the next elections of the Kyiv City Council members and the mayor of Kyiv on June 2 for consideration in the second reading.

Azarov wants pump gas from Kazakhstan

The resumption of direct supplies of hydrocarbons from Kazakhstan to Ukraine corresponds to interest of both countries, Prime Minister of Ukraine Mykola Azarov said today during the meeting with first vice Prime Minister of the Republic of Kazakhstan Bakitzhan Sagintayev, the Cabinet’s press office informs.

Azarov noted that the creation of a FTA within the Commonwealth of Independent States provides for the conclusion of the Agreement on free access to pipeline transportation of the CIS countries, and creates opportunities for direct supplies of Kazakh oil and gas in Ukraine: “We are set to increase cooperation in transportation, in particular pipelines. I think that this is also an interesting prospect to Kazakhstan, as it has sufficient reserves of gas and oil, and might trade with us not only through the Russian Federation, but also directly, as it was before 2005. This will benefit Kazakhstan and Ukraine”.
The Prime Minister added that the establishment of the Customs Union (which includes Russia, Belarus and Kazakhstan – Ed.) has complicated the economic and trade relations within the CIS, and therefore now it is necessary to improve cooperation mechanisms.

“Within negotiations with the Customs Union, we want to develop a format for the relationship, for the benefits of a FTA within the CIS, which we have prepared for almost 20 years, to be filled with real content, and for the framework of the Customs Union not to prevent the implementation of provisions on the free trade area,” Azarov concluded.

Yanukovych urges to minimize unscheduled checks of entrepreneurs

Ukrainian President Viktor Yanukovych insists on the need to minimize unscheduled inspections of entrepreneurs.

“Right to stop the work of enterprises should be reduced to a minimum. We see how unscheduled inspections affect solution of our problems. Pressure on the business should also be removed by duplicating the functions of supervising bodies, when there is a single inspection by several authorities on the same issues,” President said during the meeting of the Committee on Economic Reforms, ForUm correspondent reports.

“I will give an example: there is a situation with the State Agriculture Inspectorate, which finds the time and energy to carry out checks of fire, technological and environmental safety.

Yanukovych appealed to the agrarian policy and food minister Mykola Prysiazhniuk with a request to solve the problem.

“What kind of inspection is that? The commission is engaged even in radiation control,” President outraged.

The Head of State expressed confidence that unscheduled checks should not be conducted in Ukraine, except of appropriate court rulings.

Number of HIV-positive people decreases in Ukraine

The first signs of stabilization of the HIV epidemic were registered in Ukraine in 2013.
Vice Prime Minister Kostiantyn Hryshchenko wrote this in his blog at the UKRINFORM website after participating on Tuesday in a conference summarizing the 6th-round grant under the program of support for HIV and AIDS prevention, treatment and care for the most vulnerable populations in Ukraine, backed by the Global Fund to Fight AIDS, Tuberculosis and Malaria.
“Already this year we notice the first signs of stabilization of the HIV epidemic in Ukraine. The number of new HIV cases decreased by 1.6%, the trend is observed towards a reduction in the proportion of new HIV cases among young people, and the intensity of the epidemic process of HIV infection is reducing,” Hryshchenko said.
According to him, over the past five years, antiretroviral therapy in Ukraine involved more than 11 thousand HIV-positive people, prevention services were provided to more than 700 thousand people at increased risk relative to HIV infection. About 41% of HIV-infected individuals under medical supervision received care and support services in health centers.
As Hryshchenko noted, all HIV-infected patients receiving treatment at the Global Fund’s cost have been transferred to treatment at the state budget cost. To ensure continuity of prevention programs, the Government of Ukraine signed an agreement with the Global Fund to provide funding for the 10th round program in the amount of $301.7 million.
“Ukraine has managed to break the negative trend of HIV/AIDS spread through a combination of public leadership and public sector resources. We should make every effort to further strengthen and develop this model,” the deputy prime minister said.

Flooding situation in Kyiv is stable, Popov says

The situation with flooding in Kyiv is stable on the whole, head of the Kyiv City State Administration Oleksandr Popov said during a visit to the Bortnychi aeration station, the press service of the city administration informs.

“The peak load on rainwater drainage and sewer facilities is withstood. The Bortnychi aeration station is operating normally. The situation of flooding in the city is stable on the whole,” he said.

However, according to Popov, the operational headquarters for elimination of consequences of emergencies continues working. “Kyiv residents call to headquarters and warned of possible flooding in certain places of the city, and this helps to avoid the negative effects of snowmelt. It is important that the public utilities of the city promptly and effectively respond to these messages of people,” Popov said.

According to the KCSA head, the private sector of Zhulyany district remains a troubled section, where now professionals complete works on the elimination of flooding of the private estate.

In addition, today divers have started exploring underwater communication of the capital, Popov added.

In turn, chairman of the board of the PJSC Kyivvodocanal Kyiv water supply company Valery Chenchevoy reported that on April 1, the Bortnychi aeration station received a record number of flood runoff – 1 million 80 thousand cubic meters. In normal operation, the station usually gets 800 thousand cubic meters of waste water during a day.
