Kravchuk: Constitutional reform to become agreement between people and government

Constitutional reform should be an agreement between the people and the government, the first President of Ukraine, chairman of the Constitutional Assembly Leonid Kravchuk said during a public discussion: “The strategy of competition policy in Ukraine and a review of international experience”, ForUm correspondent reports.
“We need to modernize the Constitution. It should be an agreement between the people and the government,” Kravchuk said.
In his opinion, the Constitutional Assembly should move in the direction of openness and democracy.
“The Ukrainian government, which is being criticized, opens the door to opportunities. Those, who can realize these opportunities, use them and those, who cannot, continue criticizing,” Kravchuk summed up.

Azarov to up light industry by drastic measures

Cabinet is ready to take drastic measures to improve the light industry of Ukraine,
Prime Minister Mykola Azarov during the session of the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine, ForUm correspondent reports.

“Our market is full of imported goods. In my opinion, we should take drastic measures. The representatives of the Ukrainian Association of Employers of Light Industry, the Council of Entrepreneurs, the Economy Ministry, the Finance Ministry, the Incomes and Fees Ministry should develop common proposals. We have already reached rock bottom.
 
Why does a country with a population of 45 million people produce nothing in light industry? We all have imported suits, shirts, shoes. It is the time to take drastic measures,” the Prime Minister said.

According to the head of the government, the domestic production of light industry takes only 1% of the consumer market of Ukraine. Back in 2010 it was decided to release this branch of industry from income tax. However, there have been no “leap up” in the industry.

“To address the problem, we need also check the quality of the imported goods and not let import low-quality consumer goods in Ukraine,” Azarov summed up.

Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak believes that the Kyiv mayor election should be held simultaneously with the city council election.

According to him, it is necessary to “hold both the elections simultaneously.” “I think the Parliament will take such decision,” he said in interview with the Rada Parliament’s TV channel.

Court rejects Melnychenko’s recordings as evidence

Kyiv’s Pechersky District Court decided that testimony of the former major of the State Security Department Major Mykola Melnychenko and his recordings, made in the President’s office, can not be evidence in case of murder of journalist Georgiy Gongadze.
This is stated in the verdict of the Kyiv’s Pechersky District Court, which reads out the sentence to former chief of the external surveillance department of the Ukrainian Interior Ministry, Oleksiy Pukach, accused of abuse of power and murder of journalist Gongadze.
Kyiv’s Pechersky District Court decided that testimony of Melnychenko and his recordings can not be proof in Pukach’s case as Melnychenko is not an employee, whose duties include operational and technical measures.

Kozhara to visit Brussels

Foreign minister of Ukraine Leonid Kozhara is going to visit Brussels on January 30-31, the Foreign Ministry spokesman Yevhen Perebyinis told a briefing, ForUm correspondent reports.
“Within the framework of visit to the EU headquarters, Leonid Kozhara will meet with the EU High Representative for Common Foreign and Security Policy Catherine Ashton and Commissioner for Enlargement and European Neighbourhood Policy Štefan Füle. Kozhara will also meet with the EU member states foreign ministers in the format of “Ukraine + Group of Friends of Ukraine in the EU” and will hold a number of meetings with the heads of committees and political groups in the European Parliament,” he said.
According to the Foreign Ministry representative, the issues of preparation for the Ukraine – EU Summit are expected to be discussed during the visit. “Special attention will be paid to strengthening cooperation between Ukraine, as the country chairing the OSCE, and the European Union,” Perebyinis said.

Speaker of the Verkhovna Rada of Ukraine Volodymyr Rybak stated there are no reasons to call a special session of Verkhovna Rada, and he will not sign documents on holding of this session, he said in an interview with Rada TV channel.
“There are no reasons to call a special session of Verkhovna Rada. I will not violate the Rules and will not sign any documents to hold the session. Everyone must comply with the Rules. Moreover, the regular session of the Parliament will be held on February 5,” Rybak said.
Rybak also said he intends to convene a conciliation board on February 1 for the heads of the factions to speak and discuss all the issues.

Cabinet develops program of economy activation

The government is developing a national program of economy activation 2013-2014, Prime Minister Mykola Azarov during the session of the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine, ForUm correspondent reports.

“Last year was a difficult one, but it laid the foundation for further development of our economy. In particular, it concerns the continuation of the reforms, which were carried out in the country, creating a favorable climate for the economy,” he said.

Prime Minister recalled that since January 1, income tax has been decreased by 2% and now the government is working on a program of development and stimulation of domestic production and import substitution program. “For the first year, the program includes a real source of funding, bank loans, state guarantees and budget direct investments,” Azarov said.

According to him, the draft program is being developed now, and it is most likely to be approved in the near future.
