MPs send Ukrainian peacekeepers to Cote d’Ivoire

Verkhovna Rada of Ukraine supported the proposal of President of Ukraine Viktor Yanukovych to send 130 Ukrainian peacekeepers to Cote d’Ivoire.

266 MPs voted in favor of the bill on approval of the decision of President of Ukraine on sending the national contingent for the participation of Ukraine in the United Nations Operation in Côte d’Ivoire within the cooperation between the United Nations Mission in Liberia and the United Nations Operation in Côte d’Ivoire.
The bill was supported by MPs from the Party of regions faction, the Communist Party faction and the All-Ukrainian Union Freedom (Svoboda) faction.

MPs again failed to deprive economic development and trade minister Ihor Prasolov of parliamentary powers.

The relevant decision was supported by only 224 members of Parliament.
After the vote, speaker of the Verkhovna Rada Volodymyr Rybak, speaking to MPs, said that “it is a violation of the Constitution”.

MPs fail to fire Arbuzov from NBU governor post

Verkhovna Rada failed to fire Serhiy Arbuzov from the post of governor of the National Bank of Ukraine. He was appointed as first vice Prime Minister which by the President of Ukraine Viktor Yanukovych at the end of December 2012.
As ForUm correspondent reports, 217 MPs voted in favor of the decision.
 
The decision was supported by 179 MPs from the Party of Regions, 30 MPs from the Communist Party and 8 independent deputies. Other factions did not participate in the vote.
221 MP of 225 required voted in favor of the proposal to go back to the issue.

Opposition’s demands to be considered tomorrow

MPs have agreed to postpone consideration of the opposition’s demands till tomorrow, January 11, ForUm correspondent reports.
In particular, head of the All-Ukrainian Union Batkivshchyna faction Arseniy Yatsenyuk, said that the leaders of the parliamentary factions agreed that decision on Ukraine’s European integration, decriminalization of articles 365 and 366 of the Penal Code and the law on amnesty “should be considered on Friday”.
Speaker Volodymyr Rybak also said that MPs will consider early termination of powers of MPs, staff issue and to include 12 bills in the agenda on today’s evening sitting.

National police to be formed in Ukraine

The Interior Ministry plans to form the National Police and the State Bureau of Investigation in its composition, first deputy interior minister Serhiy Chernykh said at the meeting of the Parliament’s committee on legislative support of law enforcement agencies.
Chernykh said that they will be the central executive authorities, coordinated by the Cabinet through the Interior Minister.
Chernykh noted that the formation of the national police will require amending the existing law on the police or to pass the police bill.
First deputy minister said that the national police of Ukraine will ensure implementation of the basic law enforcement functions: public safety, crime prevention, protection of the rights and freedoms of citizens, crime investigations, road safety guaranteeing.
The national police are also expected to incorporate the financial police, which will counteract the economic crime.
Chernych concluded that the national police shall include the criminal police, public security police, financial police, traffic police and special police.
In the next stage of the Interior Ministry reforming, it is planned to establish the State Bureau of Investigation. Chernych said it would be an independent anti-corruption body with functions of the investigation of all types of crimes committed by senior officials, law enforcement officers and judges. Chernych added that such a structure will conform to the international standards and norms of the new Code of Criminal Procedure.

Opposition unblocked rostrum of the Verkhovna Rada and speaker Volodymyr Rybak was able to open the evening sitting of the Parliament.
As ForUm correspondent reports, Rybak announced that the three MPs, Yuri Polyachenko, Oleksandr Zats and Yuri Blahodyr, already taken the oath, have entered the Party of Regions faction.

Real estate tax may be paid in installments

Real estate tax shall be paid by physical and legal entities, director of the Incomes and Fees Ministry physical entities taxation department Vyacheslav Busarev told a press conference, ForUm correspondent reports.

“The tax deals with housing, including houses, premises to them, mansions, cottages, apartments, rooms in multi-family apartments. A number of benefits is provided for the individuals: the new tax will not cover apartments and houses with the area, less than 120 square meters and 250 square meters respectively. However, if a person has several residential properties, the rebate will apply to only to one of them,” the official said.
According to him, the tax shall be paid once a year. Prior to July 1, 2013, individuals-payers will receive tax notices, decisions on the amount of tax and payment information. In case of disagreement with the tax calculation, a payer has the right to apply for verification.
“Tax shall be paid on a quarterly basis by the 30th of the first month of the following quarter. Legal persons will assess the amount of tax as of January 1 of the year on their own and submit a declaration to tax authorities before February 1,” the expert concluded.
In addition, the real estate tax can be paid in installments.

As a reminder, since January 1, 2012, real estate tax has come into force.

Azarov thinks how to implement state budget

The government is developing programs on the implementation of macroeconomic indicators taken into account while forming the budget-2013.
“We adopted the budget for 2013. Now we are actively developing the programs that will implement the macroeconomic indicators incorporated in the state budget, that is the percentage of economic growth,” the Prime Minister explained.
According to him, the main task is a development of the domestic market of Ukraine. “We also are focused on the replacement of certain share of imports by domestic production, which will allow us to stabilize our balance of payments,” he said.
Azarov considers that Ukraine has all objective possibilities for this.
