Prasolov: Rate in exchange offices to be fixed with flexibility

Chairman of the National Bank of Ukraine Board Ihor Prasolov does not support the introduction of exchange rate band and floating exchange rate in Ukraine, he said during a round table “Ukraine’s banking system 2013”, ForUm correspondent reports.
“I am totally against the currency band. I believe that the NBU will make a flexible exchange rate, the task of the NBU is that people get used to the fact that the exchange rate in exchange offices will be moving due to the economic situation, balance of payments, liquidity, level of savings and so on,” he said.
The economist also declared that the floating exchange rate can lead to a chaos in the economy, as it happened in some African countries.
In Ukraine will have a flexible course, but not floating. “The recommendations of the IMF and the National Bank of Ukraine say about a flexible exchange rate. The NBU will conduct the flexible course,” he said adding that Ukraine will have a fixed rate with flexibility.

E-payment may bring economy out of shadows

The future of the banking system is the development of e-payment and e-banking in general, analyst of the Independent Association of Ukrainian Banks, director of the Ukrainian credit rating agency methodology development department Diliara Mustafayeva said during the round table “Ukraine’s banking system 2013”, ForUm correspondent reports.

“It is clear that lending occupies a special place, but, in principle, now when there are not enough resources for the full credit, insufficient effective demand, service for individual customers should be developed and improved,” she said.
According to the analyst, most Ukrainian banks are intensively developing e-banking. It not only enhances the level of service, convenience for customers, but also minimizes expenses on staff, bank branches, etc.

The Independent Association of Ukrainian Banks representative stressed that by developing of e-banking and e-payments, Ukrainian financial institutions stimulates not only the development of the service, but also bring economy out of the shadows.

European Commissioner for Enlargement and European Neighborhood Policy Štefan Füle believes that an Association Agreement with Ukraine can be signed in November of 2013, he said at the Civil Society and Eastern Partnership Forum in Stockholm.
“However, the strong commitment of the EU to continue a political association and economic integration with Ukraine should be reflected in certain actions of the Ukrainian government and the new Parliament under well-known and repeatedly expressed concerns,” Füle added.

CEC registers 20 MPs more

The Central Election Commission has registered other 20 MPs, including 12 members deputies elected on party lists and 8 in single-mandate constituencies. The relevant decisions have been taken at the CEC meeting.

In particular, the CEC has registered one deputy on the electoral list of the All-Ukrainian Union “Freedom” (Svoboda) and eleven from the Communist Party of Ukraine.

The CEC has also registered eight deputies elected in single-member constituencies, including six from the Party of Regions, one from the All-Ukrainian Union “Freedom” (Svoboda), and one self-nominated candidate.

Thus, as of November 29, the CEC registered 429 out of 445 MPs elected in the parliamentary elections on October 28.

The National Bank of Ukraine has no doubt about stability of the national, director of the NBU methodology of banking regulation and supervision department Natalia Ivanenko said during the round table “Ukraine’s banking system 2013”, ForUm correspondent reports.
“If we talk about the stability of the banking system, the figures speak for themselves,” the banker said and added that the banking system increases the active and passive operations and lending.
According to her, the absolute increase in loans for the year 2012 has made up 25 billion UAH, the structure of the loan portfolio has improved as well.
As of November 1, 2012, the adversely classified loans – bad and doubtful – fell by 12 billion UAH,” she said.
She reminded that individual deposits are actively attracted in the banking system in – 45 billion hryvnia from the beginning of the year. Population demonstrates the confidence in the banking system.
Moreover, commission income increased, and if its component in the structure of income at the beginning of the year was 13%, now it is 14%.
Costs in the banking system decreased, transfers to reserves were reduced. All these factors allowed banks to profit 3.8 billion hryvnia, despite the difficulties in the domestic and foreign markets.
“The banking system is sufficiently capitalized. The banking system continues capitalizing, increasing share capital and profit,” the banker concluded.

Ukraine is recommended taking better care of patient’s protection

Focusing on protection and security of patients brings Ukraine closer to European standards, Mykola Khobzey, director of the development and reforms of medical assistance department of healthcare Ministry of Ukraine, told the press conference within the First National Congress on patients’ security, ForUm correspondent reports.

“Holding the First National Congress on patients’ security we take first steps, which will bring us closer to the European standards and to the formation of civil society in Ukraine,” he said.
According to the official, the healthcare system must focus on patient’s security and solve his problems timely.

In her turn, Mohruba Gaffar-zede, head of the medical programs of Council of Europe department on human rights, also pointed out the importance of such congress. “Holding such event in Kyiv proves success not only at the national level, but at the international one as well,” she said.

Viktor Serdiuk, president of the Patient’s Rights and Security Council declared that their organization receives daily one or two calls from patients complaining about medical workers and doctors. He specified that in 20% of cases the complaints concern tragic events, including death.

The specialist also added that Ukraine should follow the example of Poland, which adopted last year a law on medical harm insurance.

Yanukovych signed law on biometric passports

Ukrainian President Viktor Yanukovych has signed a law “On the Unified State Register of demographics and documents confirming the citizenship of Ukraine, proving his identity or special status”, the press service of the head of state reports.
The law provides that Ukrainian passport is an identity document and proof of citizenship of Ukraine. A passport of citizen of Ukraine is made for all individuals from birth, regardless of age, and revised for every ten years. The Ukrainian passport is produced in the form of a card containing a contactless electronic media. Ukrainian passport include the following information: name of the state, the name of the document; surname, name of the person, sex, nationality, date of birth, a unique entry number in the registry, document number, date of expiry of the document, the date of issuance of the document, the authorized entity that issued the document, place of birth, a digitized image of the person and digitized signature.

Hryvnia to be stable in 2013, NBU assures

In 2013, there will be no fluctuations of the hryvnia against the dollar in negative direction, head of the National Bank of Ukraine committee for combating unfair currency transactions Yuri Horshkov said during hot line with the readers of the Komsomolskaya Pravda in Ukraine newspaper, ForUm correspondent reports.

“There will be no fluctuations in negative direction in the next year,” he said.
According to him, there will be no jumps before the New Year as well. “There are reasons for the rate growth in autumn as the energy is paid for. Before the New Year, only some people make foreign exchange transactions for travelling abroad. Majority of people sell dollars to lay the table,” the NBU representative said.
Horshkov reminded that in late 2011, the media spread false information that the dollar will rise to 15-20 UAH per dollar. “During 2012, the rate has been 8 UAH / USD with minor fluctuations, and there are no reasons to say the rate will be bad in 2013,” he concluded.
