MPs extend moratorium on agricultural land sale

The Verkhovna Rada of Ukraine has extended the moratorium on sale of agricultural land until January 1, 2016.
As ForUm correspondent reports, 269 MPs have voted in favor of the bill on amendments to the Land Code of Ukraine concerning the turnover of agricultural land.
The Parliament’s speaker Volodymyr Lytvyn said that the document comprises the norm on banning sale of agricultural land until January 1, 2016. The Cabinet of Ministers has been instructed to work out a bill on sale of agricultural land and submit it to the Parliament.

CEC registered 102 MPs

The Central Election Commission has registered 56 MPs more, including 44 deputies from the Party of Regions. The relevant decisions have been taken at the CEC meeting today.
Thus, as of November 20, the CEC registered 102 out of 450 MPs.
In particular, the CEC registered 23 MPs elected on the party lists from the Party of Regions and 21 MPs, who ran from this political force in single-member constituencies.
In accordance with the decision of the CEC, all registered MPs will receive temporary licenses. They will get permanent licenses of MP after taking the oath in the Verkhovna Rada of Ukraine.

MPs change rates of some taxes and fees

The Parliament reduced the amount of taxes and lifted the restrictions on the use of employees for businessmen of 5th 6th groups (STS tax payers).
As ForUm correspondent reports, the Parliament has passed in the second reading the draft law on amendments to the Tax Code of Ukraine (regarding changes to rates of some taxes and fees). 234 MPs voted in favor of the law.
As the head of the relevant committee on finance, banking, tax and customs policy, MP from the Party of Regions Vitaly Homutynnik said, “the Parliament has amended the Tax Code, having reduced the size of the single tax for entrepreneurs of the 5th and 6th groups from 7% to 5 % and from 10% to 7% respectively, by removing restrictions on the use of employees for the taxpayers of these groups”.
He explained that the draft law also allows the STS tax payers of the 2nd group to submit tax report not every quarter but once a year.
“Entrepreneurs are also entitled to apply for a transfer to the simplified system in electronic form,” he said and added that the amendment to the Tax Code provides the STS taxpayers with additional opportunities to create new jobs.
In addition, tax reporting is simplified and circulation is increased.
“It will certainly help create civilized conditions of doing business in our country,” the MP concluded.
In addition, the bill provides for the indexation of excise tax.

Ukraine-EU summit will be held when the new Ukrainian Parliament and Cabinet of Ministers are formed, the Foreign Ministry spokesman Oleg Voloshyn told a briefing, ForUm correspondent reports.

“This year, we technically do not have time to hold a summit. European party wants to hold it when the Ukrainian parliament is already formed. They want to understand who they will deal with. Moreover, there is information about changes in composition of the Cabinet,” he said.
According to him, it makes no sense to hold the summit under such circumstances.
“When our Parliament is formed, Europe will celebrate Christmas. A summit is automatically delayed. But no one ever in the EU says that there will be no summit. It is a dialogue. The dialogue will continue. It is turn of the EU to hold a summit. They have to assume the date,” he said

FFU to appoint national team coach before yearend

Football Federation of Ukraine plans to appoint the new coach of the national team before the yearend, head of the FFU committee on national teams Mykhailo Fomenko told “Komersant-Ukraine”.

According to Fomenko, after Andriy Shevchenko’s refusal to train the team, FFU returned to the consideration of candidates for this position. The list of candidates was proposed by the council of coaches and includes Fomenko himself, Oleksanr Zavarov, Aleksiy Mykhailychenko, Mykola Pavlov, Pavlo Yakovlev and Leonid Buryak.

The FFU authorities do not rule out that they may invite a foreign coach to train the national football team. However, according to Fomenko, “FFU does not have a list of potential candidates among foreign specialists.”

About 300 Ukrainians want to leave Gaza Strip

About 300 Ukrainians expressed their desire to leave the Gaza Strip in case of the military operation, director of the press service of the Foreign Ministry of Ukraine Oleh Voloshyn told a briefing, ForUm correspondent reports.
“About 300 Ukrainians expressed their desire to leave the conflict territory in case of the military operation. But this does not mean that they stand in line waiting for the evacuation near the Embassy. But the military operation may not begin,” Voloshyn said.
Meanwhile, he reminded that Ukrainians did not want to evacuate during the emergency situation in Libya and Syria.
However, Voloshyn noted that there were no acts of violence against the Ukrainians even by the radical Hamas units. According to him, the fact that most evacuees were women helped in this situation. And the attitude to Ukrainian women is positive there.

Ukraine calls on Israel not to escalate conflict

Ukraine condemns attacks on Israel by Palestinian militants, the Foreign Ministry spokesman Oleg Voloshyn told a briefing, ForUm correspondent reports.

“We strongly condemn the Israeli missiles attacks on the Palestinians. Such attacks are not allowed. Truce cannot be reached without their termination. Palestine should prevent such acts in the future and we hope that Israel will also resist the escalation of the conflict,” he said.
In addition, Voloshyn said that the issue of evacuation of Ukrainians from the territory of Israel has not been raised, it is planned to conduct evacuation of Ukrainian citizens from the Gaza Strip. Voloshyn said that, according to law enforcement authorities of Palestine, there are about one thousand Ukrainians.

“We hope that we won’t have to think about the evacuation of Ukrainians from Israel. The people, who went there for permanent residence, knew perfectly well where they were going. Regular flights from Israel are daily, no one bothers them go,” he said.

Alternative evacuation route for Ukrainians from Middle East prepared

The Foreign Ministry of Ukraine develops an alternative evacuation route for Ukrainians from Israel and the Gaza Strip, the Foreign Ministry spokesman Oleg Voloshyn told a briefing, ForUm correspondent reports.
“We are working on an alternative escape route to the Israeli-Palestinian border through Jordan,” he said. According to him, if the border with Egypt is closed during the beginning of the military operation, Ukrainians will be evacuated through this route.
“Most of the citizens of Ukraine in these areas are the women married to the Palestinians. Their husbands do not have Ukrainian citizenship, but they have property and housing there. Therefore, most of them do not want to evacuate. It is their right to wait out the conflict, but we will help anyone who wants to evacuate,” Voloshyn said.He also said that this will be the sixth FM operation to evacuate Ukrainians over the past 2.5 years. Foreign Ministry spokesman reminded of similar operations in Egypt, Tunisia, Libya, Syria, Yemen and Japan following the accident at the “Fukushima-1”.
“We have started to send trained people. After the “Arab Spring”, we have prepared the entire embassy to work in extreme conditions and possible evacuation in the Middle East,” he informed.
