Russian FM: Nobody forces Ukraine into CU

Foreign Ministry of Russia declares that nobody forces Ukraine into the Customs Union using economic leverages.

First deputy FM of Russia Andrey Denisov said Wednesday that joining or not joining is country’s choice, and Russia does not force Ukraine using gas as an economic leverage. He also underlined that CU members have a right to provide preferences and concessions to stimulate mutual goods turnover.

According to him, Ukraine’s authorities must answer the question why Ukraine does not decide to join the Customs Union while there is obvious economic advantage.

Denisov pointed out that Ukraine is a country of Europe and has powerful economy, but it also needs market outlets.

According to the official, Customs Union is open for new members and is now holding talks with Kirgizia and Tajikistan.

At the same time, Denisov noted that EuroAsian union could be effective also without Ukraine. “It will do well with or without Ukraine. The point is that the bigger the market and economic potential of the country-members, the better for the integration process,” Russian official summed up.

Experts consider a ban of the National Bank for investors to enter cash foreign currency to investment accounts to be reasonable.
“This decree does not deter foreign investors, as the civilized countries are used to work with non-cash transactions, and they understand that this document is struggling with a massive turnover of cash,” managing partner of BDO company Serhiy Balchenko declared.
President of the Ukrainian Analytical Center Oleksandr Okhrymenko agrees that this regulation of the NBU is aimed at eliminating of illegal incomes.
In turn, Pavlo Ilyashenko, analyst at investment company Astrum Investment Management, believes that this provision has a technical nature and does not agree that this ban can affect the investment attractiveness of Ukraine.

NBU improved a number of norms of currency regulations

Board of directors of the National Bank of Ukraine has introduced a number of amendments to the legal acts to improve currency regulations.

In particular, the resolution provides for reduction of use of currency as payment means on the territory of Ukraine, allows residents to present e-documents (only hard copies of contract documents were allowed before) and limits use of foreign currency in cash for investment operations.

From now on investors will be able to credit their accounts only by cashless transfers.

According to NBU, such limitations have been introduced to prevent usage of financial schemes, used for money laundering under the guise of ‘foreign investments’. NBU also notes that given amendments do not complicate the activity of honest investors and meet the latest world tendencies on minimization of cash payments.

The Ukrainian Foreign Ministry has confirmed that the European integration remains the first priority for Kyiv, whereas the search for a format of cooperation with the Customs Union continues.
“Please, do not create unnecessary intrigue around the statements of Ukrainian Ambassador to Russia Volodymyr Yelchenko, who is an experienced diplomat, not accustomed to giving unambiguous simple answers to complex issues,” Director of the Foreign Ministry’s Information Policy Department Oleh Voloshyn said in an interview with Interfax-Ukraine Wednesday commenting on the Ukrainian diplomat’s statement about the possible accession of Ukraine to the Customs Union.
Voloshyn said that the Ukrainian legislation gives priority to the European integration, which reflects the will of the majority of Ukrainians.
“At present, the issue of accession to the Customs Union is not on the agenda of the Ukrainian foreign policy. At the moment, we do not consider it appropriate to talk about what will happen in the long term,” the Foreign Ministry’s spokesman said.
