FM: Sentence to Ukrainians in Libya should be commuted

Ukrainian Foreign Ministry states that the verdict to Ukrainians sentenced to 10 years imprisonment in Libya is to be revised individually for each prisoner, the Foreign Ministry spokesman Oleh Voloshyn told a briefing, ForUm correspondent reports.
“We are working to expedite the appeal, filed in summer, but still have not been considered by the Libyan party. There must be a serious analysis and serious study of what each of them did there. We believe that the sentence should be commuted at least for part of the convicts. After all, a situation where 19 people received the same duration of sentence, gives the right to assume that the investigation was conducted not deeply enough. It can not be the same degree of guilt, starting from a driver and finishing with an engineer,” the Foreign Ministry spokesman said.
He added that Ukrainian diplomats regularly visit prisoners and say that their living conditions are the same, not have worsened, as some media wrote.

President insists on full funding of healthcare programs

Ukrainian President Viktor Yanukovych insists on the need to fully fund programs for the treatment of HIV / AIDS, tuberculosis and hepatitis patients, as well as the infectious diseases prevention programs, ForUm learned from the President’s press service.
“With the objective to prevent the spread of infectious diseases and to provide citizens with affordable health care, all patients should receive assistance in a timely manner. The authorities should take measures to prevent the interruption of treatment,” he stressed.
Yanukovych said that government efforts should be focused on the implementation of key reforms, including healthcare reform, an important task of which is not only treatment but also prevention and early detection of diseases.

FM not says what Syria demands for release of Ukrainian journalist

The Ukrainian Foreign Ministry continue holding negotiations on the release of Ukrainian journalist Anhar Kochneva, kidnapped in Syria, the Foreign Ministry spokesman Oleh Voloshyn told a briefing, ForUm correspondent informs.
“The negotiations are now ongoing, and it’s inexpedient to disclose their details in the interests of the Ukrainian citizen. The Syrian party had made certain demands and we are now trying to find an opportunity to satisfy them,” he said.
Speaking about a video address with the Ukrainian detained journalist, Voloshyn noted it can be seen as an attempt to put additional pressure on Ukraine by those who are holding the journalists.

NBU names main risks to Ukraine’s economy

The National Bank of Ukraine has named the main global and domestic risks to the economy of Ukraine, director of the NBU Department of Analysis and Forecasting of monetary market Serhiy Korablin has told the conference today.
Among the global risks, he has named a decrease in demand for domestic exports and increasing complexity for borrowing to enter foreign markets. High energy prices have been also named among the risk factors to the Ukrainian economy. The main domestic risk, according to Korablin, is associated with insufficient pace of structural reforms.
The NBU representative also believes that maintaining macroeconomic and monetary stability depends on the same structural reforms.
In addition, Korablin has said: “We urgently need a realistic budget with low deficits”.
The regulator also understands the need for the active development of the financial market, the stock one above all. “The banking system does not have enough liquid collateral instruments,” Korablin concluded.

State bodies to conduct single policy

Head of the State Commission for Regulation of Financial Services Markets (SCRFSM) Andriy Stasevskyi addressed chairman of the State Tax Service (STS) Oleksandr Klymenko with a proposal to conclude an agreement on information cooperation between the SCRFSM and the STS.
Information cooperation between the State Commission for Regulation of Financial Services Markets and the State Tax Service is essential for effective state regulation and supervision of financial services and compliance with the law in this area; for prevention and ceasing violations on financial services markets and implementation of a unified state policy in the sphere of tax issues, mandatory payments; for strengthening control over compliance with tax laws by participants of financial services markets.
 
The agreement will allow optimizing information relations arising in practical activity of both agencies upon receipt, use and storage of the information received, as well as regarding organization and conduct of joint inspections of participants of financial services markets.
Stasevsky stressed that information cooperation between the state services will improve the investment climate and create equal competitive conditions, economic growth, and hence government revenues. Impartial, fair application of the existing legislation, limiting the possibility of corruption, transparency in the work of the regulator will help maintain interests of government and financial institutions.

Ukraine, Russia prepare provisional vehicle armistice

Ukraine and Russia are preparing a provisional agreement for six months on mutual non-collection of vehicle recycling tax.
According to the Economic Development and Trade Ministry of Ukraine press service, this issue was discussed by heads of economic ministries of Ukraine and Russia, Petro Poroshenko and Andrei Belousov during phone conversation.
“It was agreed to prepare provisional agreement on the mutual non-collection of vehicle recycling tax for a period of six months,” the press service informs.
The parties also agreed on the usefulness of the meeting of the Committee on Economic Cooperation of the Ukrainian-Russian interstate commission in December and outlined ways of liberalizing access of sensitive products in mutual trade.

Demarcation of border with Russia could bring Ukraine closer to the liberalization of the visa regime with the EU, the Foreign Ministry spokesman Oleh Voloshyn told a briefing, ForUm correspondent informs.

“The demarcation of border with the Russian Federation is a direct step towards the liberalization of the visa regime with the EU. We believe that this step shows that the success of European integration is not possible without constructive and cooperative partnership with Russia. That is, Europe does not want a country in a bad relationship with Russia, as without cooperation with Russia we can not resolve the issues that are directly related to our tasks in European integration,” he said.
The demarcation of the Ukrainian-Russian border is not just lines drawn on maps. It should be a guarantee of our sovereignty and reliable barrier to cross-border crime, drug trafficking and illegal migration.

FM sees prerequisites to unblock negotiations on Association Agreement

The Ukraine-EU summit will take place after the formation of the new Parliament, director of the FM press service Oleh Voloshyn told a briefing, ForUm correspondent reports.
“We want to hold the Ukraine-EU summit after the formation of the new Parliament, including committees,” he said.
In addition, Voloshyn added that the European side has the same position. According to him, the European colleagues want to hold this summit when they know who they are dealing with and who is the second side of the conversation.
“The ambiguous and critical conclusions regarding the parliamentary elections show that Ukraine has a struggle of political forces, and two new political forces have just entered the Parliament. And it proves that Ukraine has a workable democracy, and citizens can influence the situation and change the configuration of government,” Voloshyn declared.
He added that this gives prerequisites to unblock the negotiations on the Association Agreement.
