Premier assures local authorities not to interfere with election process

Local authorities will not interfere with the election process on Sunday, Prime Minister of Ukraine Mykola Azarov said during the meeting with representatives of official delegations of observers, ForUm correspondent reports.

“President gathered all heads of regional administrations several days ago and strictly demanded that none of the heads of regional, city or district administrations interfere with the election process and let journalists to do their job,” Azarov said.

According to the Premier, the government does not have information about any pressure from local administrations. “We have not received information about any facts of pressure on journalists in all regions. Yes, there are separate cases, and they are under investigation,” he said and added such cases are single and do not define the whole situation.

Azarov: Cabinet has done everything for voter turnout to be high

Ukrainian government has done everything for the voter turnout in the upcoming parliamentary elections to be as high as possible, Prime Minister of Ukraine Mykola Azarov said at the meeting with representatives of the official delegation of observers from foreign states and international organizations, ForUm correspondent reports.
“The government cannot make cloudless, warm, clear weather – it does not depend on us. Turnout much depends on whether the weather is good. If it is raining or snowing, the turnout will be lower. But the government has done everything in terms of organization,” the PM said.
According to him, the government has promoted to the organization of transport. “There will be no interruptions in transport. The roads have been repairing. Considerable efforts have been made to urge voters to actively participate in the elections,” Azarov said.

NBU: Currency craze is artificially created on the eve of elections

Profiteers try to use the pre-election campaign to shake the currency market, however there are no fundamental grounds for its destabilization, deputy governor of the National Bank of Ukraine Vera Rychakovska says.

“This is the pre-election situation – typical behavior of the population and profiteers in particular on the eve of the elections. As soon as the elections are over, the work will go back to normal,” she said.

Rychakovska also underlined that there would not be any new restrictions imposed by the National bank. “No new restrictions have been introduced by the National bank, and this issue has not been even under consideration,” the official specified.

At the same time, Rychakovka noted that NBU had analyzed several pre-election periods, and the results had shown similar situation repeats itself before every election.

Emergencies Ministry on advanced alert duty due to elections

The Emergencies Ministry personnel is on advanced alert duty to respond to emergencies during parliamentary elections. The corresponding order was signed by acting minister of Emergencies Ministry Vitaliy But, the press service of the Ministry informs.
In particular, heads of major regional offices of Emergencies Ministries of Ukraine, the Autonomous Republic of Crimea, regions, cities of Kyiv and Sevastopil are instructed to organize the increased monitoring over man-made and natural environment in the areas of responsibility. They are instructed to pay special attention to the objects involved in the preparation and holding of elections.
Each district has a separate fire and rescue unit and reinforced guards formed with the aim of creating a reserve in case of fire and technological safety complications and emergency situations. The mobile power plants are to be ready in case of the need for providing polling stations and other facilities involved in the elections with electricity.
 
According to the order, pyrotechnic teams are on high alert duty to perform tasks when it detects explosive devices. In addition, the order provides for duty of the Emergencies Ministry personnel directly at the polling stations to ensure fire safety.
In general, 8.800 rescuers and more than 2.300 units of equipment are on advanced alert duty. More than 11 thousand Emergencies Ministry employees and two thousand units of equipment are in reserve in case of sharpening of situation.

Six million allocated to restore exploded building in Kharkiv

The Cabinet of Ministers of Ukraine has allocated six million UAH from the state budget to restore the multi-storey residential building in Kharkiv, which was damaged by a gas explosion on September 4, mayor of Kharkiv Henadiy Kernes reported.

According to the mayor, the order of the Cabinet of Ministers on the allocation of the necessary funds to restore the building was signed this week.

Kernes noted that now the amendments are also being prepared to the city budget to compensate for losses of the residents of this damaged building.

Yanukovych starts up upper reservoir of Dniester PSP

Startup of the upper reservoir of the Dniester hydroelectric pumped storage power plant is another step towards strengthening the energy security of Ukraine, President Viktor Yanukovych said after the ceremonial commissioning of the upper reservoir of the Dniester PSP and overhead power line of the Dniester PSP – Bar, the President’s press service informs.
“The startup of the upper reservoir of the Dniester hydroelectric pumped storage power plant will increase annual energy production of first hydro station four-fold – up to 1 billion kilowatt-hours. This will also contribute to the provision of electric systems with regulating mobile facilities that will enhance the energy security of Ukraine due to reduced gas consumption,” he said.
Yanukovych stressed that the construction of this facility will also improve environmental performance of domestic electricity and creation of new jobs. According to Yanukovych, two thousand employees are involved in the construction and the implementation of the first phase of construction of the station will provide additional 400 jobs.
“I would like to thank all involved for the efficient and consistent work within the entire process of construction,” he said.

Ukraine to see first snow tomorrow

Tomorrow, the Western Ukraine will have a mix of snow and rain and heavy precipitation in the afternoon.

The Carpathians should expect the wet snow in some places. The rest of the territory will have no rain. The west regions are to have southeastern wind of 7-12 m/s.

The temperature in the western and northern regions will be from 3 to 2 below zero at night and 4-9 over zero during the day. The rest of the territory will have 1-6 over zero at night, and at shores of the seas + 12, the southern regions + 16 and Crimea +16-21.

On Saturday night, the Kyiv region will have no rain, maybe only light rain in the afternoon. The night temperature will be from 3 to 2 below zero and 4-9 over zero during the day.

Orphans to get social assistance till enrollment

The Cabinet of Ministers amended the procedure for the appointment and payment of state social assistance for orphans and children deprived of parental care, cash collateral to foster parents and adoptive parents for the provision of social services in family-type children’s homes, the Social Policy Ministry press service informs.
The relevant resolution was adopted at the Cabinet’s meeting of October 24, 2012.
The Social Policy Ministry developed a draft act to implement the National Action Plan for 2012 to implement economic reforms in 2010 – 2014 “The rich society, competitive economy, effective state,” approved by the Decree of the President of Ukraine.
The changes include the extension of time for payment assistance to the child till the opening campaign, before the enrollment in high school of I-IV accreditation levels or vocational-technical school.
In addition, the amount of social assistance for children living in family-type children’s homes and foster families, the amount of state social assistance to disabled from childhood and disabled children will not decrease.
