NSDC to consider medicines prices after elections

The National Security and Defense Council (NSDC) of Ukraine will consider the situation with prices for medicines after parliamentary elections, President Viktor Yanukovych said at the meeting of the Committee on Economic Reforms in Kyiv on Wednesday.
“I warn you, [Deputy Prime Minister and Health Minister] Raisa Vasylivna [Bohatyriova] that as soon as the elections are over, we will consider everything thoroughly at a meeting of the National; Security and Defense Council – what has been done, and what has not been done. And if we find that there are those who delayed these processes, they and you will be held responsible for it,” he said.
In addition, the President said that reduction in prices is being conducted, but not systematically and some initiatives in this field are slowed.

There are no new conditions put forward to Kyiv to hold the EU-Ukraine summit, spokesperson for EU High Representative for Foreign Affairs and Security Policy Maja Kocijancic said.
“Regardless of the assumptions made, there are no new conditions for the EU-Ukraine summit,” she stated.
“The EU-Ukraine summits are held on a regular basis. We’re waiting for the holding of the elections to begin preparations for the next summit. The summit will most likely be held in early 2013,” she said.

KCSA to punish officials obstructing administrative reform

Multi-stage system for providing administrative services allows the applicant to visit permissive state agency only one time – for filing documents, deputy head of the commission on the reorganization of the KCSA General Directorate for Regulatory Policy and Entrepreneurship Mykola Povoroznik said at the meeting of the Committee on Economic Reforms of the KCSA, ForUm correspondent reports.
The official said that today this technology is well mastered. “But so far within Kyiv we have misunderstanding with district administrations, which are not always sympathetic to such a reform of national importance,” he said.
Povoroznik stressed that such issues should be addressed in 2012-2013. In particular, regional centers providing administrative services will be connected in a single system, operating in real time. “We will punish those retarding the implementation of administrative reform at the local level,” Povoroznik stressed.

Cabinet decided to reduce minimum sugar price by 15.4%

The Cabinet of Ministers decided to reduce the minimum price for sugar from sugar beets in the domestic market by 15.4% or by 0.91 thousand hryvnia per ton to five thousand hryvnia per ton including VAT, minister of economic development and trade Petro Poroshenko told reporters.

“The minimum price for sugar will be five thousand hryvnia per ton including VAT,” he said.

However, Poroshenko noted that the Economy Ministry proposed to cancel the minimum price, as this tool does not fulfill the set tasks.

The minister hopes that in the near future, the Parliament will consider this issue and abolish the law requirements on establishment of the minimum price for sugar.

Flu epidemic may bypass Ukraine, doctors do not rule out

This epidemiological season, Ukrainians can be vaccinated against influenza by vaccines that meet all necessary quality standards, chief physician of the Kyiv City Health Center Otto Stoika told a press conference, ForUm correspondent reports.

“Ukraine has four types of vaccines of the Western European production. They do not have proteins and viruses, they are modern vaccines that meet all the standards,” Stoika said.

According to him, four vaccines inckuding VAXIGRIP, Intanza, Fluarix and Influvak are allowed on the territory of Ukraine.

“This year, the flu epidemic may bypass Ukraine. Now, 69% of patients with influenza and ARVI are children. The highest rate of incidence among all regions is noticed in Kyiv,” he said.

In Ukraine, the flu vaccine will appear on October 20-21, the Main Healthcare Directorate of Health immunologist Oleh Nazar told a round table “When the flu epidemic will be and the reasons for vaccination”, ForUm correspondent reports.
“Vaccines will appear on October 20-21. Actually, they have already appeared, but we cannot use them. As soon as we receive certificates, vaccination will start,” Nazar said.
He also recalled that the flu vaccine will be paid by the Ukrainians themselves. “Vaccines will cost from 73 UAH. They can be made only after consultation with a doctor in the vaccination points at clinics,” he said.
According to doctors, three strains of influenza will circulate this winter in Ukraine, “Wisconsin”, “Victoria” and “Californian” (swine flu).

Ukrainians in Syria and Iraq to vote in neighboring countries

For security reasons, the Ukrainians residing in Syria and Iraq will have to vote in the neighboring states, deputy foreign minister Andriy Olefirov told a press club meeting “Voting at overseas polling stations abroad”, ForUm correspondent reports.

“For security reasons, the Ukrainian citizens in Syria are included in the register of voters in Lebanon. In addition, the situation in Iraq has not been stabilized since 2001, and so the Ukrainians will be able to vote in Jordan,” he said.

According to him, all Ukrainians in Syria and Iraq are on the consular register, and their data were automatically entered in the register of voters.

Olefirov stressed that today there is a visa-free regime between Syria and Lebanon that facilitates the transportation of Ukrainians between these two countries.

He also added that polling stations will operate in Libya, Tripoli.

International observers to be issued free visas

International election observers to Ukrainian elections can rely on free visas, deputy foreign minister Andriy Olefirov told a press club meeting “Voting at overseas polling stations abroad”, ForUm correspondent reports.
“In accordance with the decision of the government, visas to international observers will be issued free of charge. Citizens of all EU member states, the United States and Canada will be able to stay in Ukraine without visas. The citizens of states, with which Ukraine has visa regime,  may rely on priority in consulates and issuance of free visas. So the issue of the visa support is settled on a technical level as well,” he stressed.
