“Nuclear” technical aid from G-8 freed from customs duties

Ukraine will free goods imported under the “nuclear power” international technical assistance line from customs duty, chairman of the Parliament’s committee on finance, banking, tax and customs policy Vitaly Khomutynnik said at the committee’s meeting, ForUm correspondent reports.

According to the MP, this intention is provided for in the bill 11187, which has been submitted by the Economic Development and Trade Ministry and will be considered by the Parliament this week.

The parliamentarian said that such technical assistance, inter alia, is an initiative of the G-8 entitled “Global Partnership Against the Spread of Weapons and Materials of Mass Destruction.”
According to Khomutynnik, today the Emergencies Ministry of Ukraine is implementing international projects to improve the management of used radioactive sources and high-active waste, including construction of a repository for high-active ionizing radiation in the Chernobyl exclusion zone. “Thus, the Ukrainian party may be provided with technical assistance from the G-8 in the form of equipment, services, works, etc.,” the expert stressed.

Yanukovych instructs to release Ukrainian journalist

Ukrainian President Viktor Yanukovych has instructed the Foreign Ministry and other relevant government authorities to take all measures for the release of Ukrainian citizen Ankhar Kochneva, who was captured in the Syrian Arab Republic.
“A journalist, a Ukrainian citizen who has worked for the Russian TV channels disappeared in Syria. I immediately instructed to find out all the circumstances of the incident and protect the rights and interests of the citizen of Ukraine,” Yanukovych said.
Ukrainian President said that he would keep the matter under personal control.
“No matter where our citizens work or stay, their protection and security are the highest priority of the Ukrainian state. Protecting the lives and safety of Ukrainians is a matter of honor of our militaries and diplomats,” Yanukovych said.

Khoroshkovsky: Association Agreement to intensify reforms

The signing of the Association Agreement will significantly intensify our reforms, first vice Prime Minister of Ukraine Valeriy Khoroshkovsky said during the meeting of the Cerberus Foundation in the framework of his visit to Germany.
Communicating with German politicians and leading experts on “The political future of Ukraine – EU relations”, the first vice PM said that the Association Agreement is a tool of Ukraine’s modernization. He said that after the signing of the Association Agreement, systemic reforms according to European standards will be not arbitrary, but mandatory program for Ukraine.
In addition, Khoroshkovsky said the government is actively working to ensure free and fair parliamentary elections in Ukraine. “There is a clear political will of the President and all the political forces to ensure free will of expression of Ukrainian people. I am sure we will show the world an example of democratic elections,” the first vice PM said.

MPs to facilitate emission of treasury bills

On Tuesday, the Parliament will consider changes to the law on depository system of Ukraine, head of the NBU board Ihor Prasolov said at the meeting of the Parliament’s committee on finance, banking, tax and customs policy, ForUm correspondent reports.

“Otherwise we will not be able to conduct the second stage of emission of national treasury bills,” the MP said.
He added that the issue relates to the certificated form of securities.
“The adoption of the bill will promote the efficiency of the relevant rules and the creation of clear mechanisms for issue of treasury bills in the future,” Prasolov concluded.

Yanukovych suggests developing military-industrial complex

Ukrainian President Viktor Yanukovych proposes to work out individual development plans for each enterprise of the military-industrial complex.
“Re-equipment of our armed forces, modernization of the army require a great deal of joint work. We know how badly military-industrial complex was damaged since the independence. But due to the fact that a solid foundation was laid, there has been a cohesive team looking for ways to survive, we have managed to preserve them (defense companies. – Ed.), and in some cases even to develop,” President said during the meeting on the defense industry, ForUm correspondent reports.
According to the President, the way out is to develop individual plans of defense enterprises, and in case of need – their restructuring.

MPs planning to work two weeks more in November

In November, the Verkhovna Rada of Ukraine will start working holding the plenary sessions four days a week, Parliament speaker Volodymyr Lytvyn told a briefing, ForUm correspondent reports.
“In accordance with the schedule, in November, the Parliament will hold two plenary weeks, and the meetings will be lasted from Tuesday to Friday,” Lytvyn said.
Before the parliamentary elections, MPs decided to hold only three plenary sessions on September 18 and October 2 and 16.

Arbuzov: Banks cheapening loans, will be refinanced by NBU

Ukrainian banks, which have agreed with the proposal of the National Bank of Ukraine on the reduction of interest on loans to the real sector of the economy, will receive loans from the NBU refinancing, head of the National Bank of Ukraine Serhiy Arbuzov said in interview with Bloomberg in Tokyo, where he participated in the meeting of the International Monetary and Financial Committee of the IMF.
Arbuzov said that on October 9, he met with the leaders of the twenty largest banks in Ukraine. During the meeting, Arbuzov suggested banks increasing lending to key sectors of the Ukrainian economy, bearing in mind agriculture, infrastructure, and mining in the first place.
 
“The banks, which have agreed to reduce the cost of credit, will be refinanced by the NBU. We will try to do this on an almost automatic basis. Banks, which have listened to my point of view, will make a profit, and pretty much,” Arbuzov said.
Head of National Bank also focused on the fact that domestic banks, which will activate the originating of loans to the real sector of the economy at reasonable rates, can get cheap refinancing from the National Bank, despite the possible increase in interest rates on the interbank market.

Lytvyn: Ukraine not to have land market in the near future

Ukraine will not have the land market in the near future, Parliament speaker Volodymyr Lytvyn told a briefing, ForUm correspondent reports.
According to him, MPs should adopt a simple and clear law.
“I think we have enough time. Such bill can be even considered tomorrow or on November 6. The point is that there is a moratorium on the land sale, but there was a double reassurance. There is the law banning the sale of land till January 1, 2013, but, according to the Ukrainian legislation, the land market can appear when the law “On land market” is adopted. But current convocation of the Parliament will not consider this law, as the agenda does not include it,” Lytvyn noted.
