Economy and Trade Ministry: Ukraine’s regions to be developed on European principles

The work on the legal framework should be continued to develop the regions of Ukraine, first deputy economic development and trade Minister Anatoly Maksyuta said during the National Forum “Sustainable Development of the Regions: Ukraine and the World”, ForUm correspondent reports.

“Currently, the legislation in the field of regional development is quite perfect, but its practical application needs improving. Considerable attention should be given to the international experience, including regional policy of the European Union, as Ukraine is a European state,” the official said.
He added that the European policy of regional development is based on the principle of the richer countries and regions showing solidarity with the poorer ones. According to him, “the decline in industrial production in the EU regions with the weaker economy and high unemployment is seen as a loss of potential and opportunities for the EU as a whole. The same principle is applicable in Ukraine”.

According to Maksyuta, investment in modern infrastructure and innovation, better education and training of people in the “weaker” regions open new markets, expand the overall economic potential of a country or group of countries. “Implementing the regional policy in Ukraine should be guided by these principles, taking into account international experience. Some disparities are present in the development of the regions of our country, but they are not unique, in fact, similar differences exist in every country, including Europe,” the official concluded.

CEC registered other 30 international observers

The Central Election Commission has registered other 30 official observers from international organizations. The relevant decision was taken at the CEC meeting, ForUm correspondent reports.

In particular, the CEC has registered 30 representatives from international non-governmental organization “Ukrainian Congress Committee of America” (UCCA).

Thus, as of September 25, the CEC has registered 567 official observers from foreign states and international organizations.

PACE: Tymoshenko’s and Lutsenko’s cases not to influence election assessment

The situation with Tymoshenko and Lutsenko will not influence the assessment of election by international observers, Ukraine’s Foreign Ministry spokesman Oleh Voloshyn told a briefing, ForUm correspondent reports.

He reminded that on September 19-22, the PACE special commission to observe parliamentary elections stayed in Ukraine.

“I would like to draw attention to a very important point in a statement, presented by representatives of the Assembly. Expressing concern over the whole situation around Tymoshenko and Lutsenko, PACE representatives stressed that the issue cannot be used for admitting elections illegitimate prior to their holding,” Voloshyn said.
The official stressed that the observers are allocated millions of dollars from the budgets of international organizations, so no one in the West is going to do premature assessment of the campaign.

22 Ukrainian sambo practitioners injured in the road traffic accident in Latvia are preparing to come back to Ukraine, director of the press service of the Foreign Ministry of Ukraine Oleh Voloshyn told a briefing, ForUm correspondent reports.

According to him, the road accident victims stay in two hospitals in Riga.

“Five athletes will most likely remain under the treatment in Latvia,” the FM representative said.

The USA state department does not consider to impose any sanctions against Ukraine, including issuance of visas to the Ukrainian citizens, director of the press service of the Foreign Ministry of Ukraine Oleh Voloshyn told a briefing, ForUm correspondent reports.

“State Department of the USA declared that the imposition of any sanctions against Ukraine is not even discussed,” he noted.

Voloshyn said that the history of relations between Ukraine and the United States had a number of cases, when the Ukrainian citizens could not get the USA visas. “But this did not relate to the policy, it happened due to the fact that people were involved in criminal groups or money laundering,” he stressed.

Lawyer: Civil Code of Ukraine law provides responsibility for defamation

The Civil Code of Ukraine law provides responsibility for defamation, lawyer of the Institute for Mass Information Roman Holovenko said during the round table “The defamation bill: where is crime and what is the punishment?”, ForUm correspondent reports.

According to him, in the case of defamation criminalizing, the law would cover all citizens, but it will affect journalists most of all.
“The blow will be particularly notable at the local level,” he said, and explained that local journalists are easier to be intimidated with the prosecution and they will just stop writing. “In Kyiv, the journalists are bolder, so there will be more criminal cases,” the lawyer predicts.
First secretary of the National Union of Journalists of Ukraine Serhiy Tamilenko also criticized the defamation bill. He noted that Ukraine does not defend the rights of journalists and this document is directed “not at protection of the rights, but at the punishment only”.
“Politicians impose the view that if there is criminal prosecution, journalism will be quality,” he commented ironically.
Tamilenko stressed that professional journalism will be when communication between consumers and media without intermediaries resumes”.

Defamation bill won’t be passed before election

Ukrainian MP Oleksandr Chernomorov is expelled from the Party of Regions and his bill on the status of Russian language – is self-PR, Prime Minister of Crimea Anatoly Mohyliov said.
“Currently, some of those who assume they will not enter the Parliament begins to energetically promote themselves in different ways and manner.- Mohyliov said. – Dozens of bills to raise the salaries, pensions and so on are being submitted now. These are populist laws. “A similar bill was submitted by Chernomorov recently, in which he asks to make Russian the state language”.
“Chernomorov is expelled from the Party of Regions, there can be no questions?” – Mohyliov concluded.
