CEC approves form of determination of vote returns

The Central Election Commission of Ukraine approved the forms of election documents of precinct and district election commissions regarding the counting of votes at polling stations and determination of vote returns on October 28, 2012. This decision was adopted at the regular meeting of the CEC, ForUm correspondent reports.
In addition, the CEC should provide the commission with these documents.

CEC registers 464 international observers

CEC registers 464 international observers

The Central Election Commission of Ukraine registered 464 international observers for the parliamentary elections. This decision was adopted at the regular meeting of the CEC, ForUm correspondent reports.
In particular, the CEC registered six official observers from Poland, two – from the CANADEM non-governmental organization, 30 – from the International Public Foundation for the Advancement of Electoral Technologies “For Fair Elections” and one – from the International Republican Institute.

Emergencies Ministry awards heroes of the year

Today, on September 17, within celebration of the Rescuer Day, the Emergencies Ministry Ukraine has held the finals of the All-Ukrainian action “Hero and rescue the year”.
As ForUm correspondent reports, during the event, the acting emergencies minister Vitaliy But awarded two rescuers and seven ordinary Ukrainians for the salvation of men.
The youngest winners of the competition were nine-year-old Elizabeth Pavlenko from Kyiv region and Vladislav Shugailo from Rivne region, who saved their peers from sinking.
Acting minister said he would be happy to see young winners among the new recruits of the Ministry.
In addition, But awarded the firefighter from Lviv, who had saved a woman, who had been trying to jump out of a fifth-floor window during a fire, the sacristan of the Holy Resurrection Greek-Catholic Church  from Ivano-Frankivsk region, who saved two teenagers, who nearly drowned in the Dniester River, etc.

Azarov: 38 million allocated to support disabled athletes

The Cabinet of Ministers intends to allocate 38 million UAH in draft state budget for 2013 to support disabled athletes, Prime Minister Mykola Azarov said during the Paralympic champions and winners awarding ceremony.
“We will provide 38 million UAH,” Azarov said in response to the relevant request made by MP from the Bloc of Yulia Tymoshenko – Fatherland, the President of the National Paralympic Committee Valery Sushkevich.
In addition, Sushkevich addressed the Prime Minister with a request to provide funds for operation for the Paralympic swimmer Dmitry Kryzhanivskyi and bonuses for athlete Mariya Pomazan.
The PM called “unprecedented victory” performance of Ukrainian Paralympians in London.
“With your courage you have proved that you are the people of unlimited possibilities, and many can only envy your success,” Azarov said.
He promised that the government will assist to development of sports for the disabled and promised that the state budget 2013 will allocate all necessary funds for this purpose.

Ukraine’s PM: Russia strangles Ukraine with high gas prices

Prime Minister Mykola Azarov considers that Russia conducts dual policy concerning Ukraine: on the one hand – talks about the development of cooperation and offers interesting projects, on the other – presses Ukraine with high gas prices.

“We have been strangled with high gas prices for 2.5 years … Those five billion dollars, we annually pay, outrage me. I could do so many useful things for the country (for that money),” Azarov said at the YES 9th annual meeting.

According to him, the same amount was spent to prepare Ukraine for Euro 2012.

During discussion, former Ukrainian President Leonid Kuchma asked Azarov: “Maybe you should stop going to Russia with your hat in hand?” “Where have you seen President Yanukovych and Prime Minister Azarov with their hats in hands?”  Azarov replied. Kuchma also expressed the opinion that high Russian gas price has forced the Ukrainian businessmen “not to consume gas,” but think of high technology and develop the industry.

There will be no reduction of hryvnia exchange rate, Yefremov predicts

Chairman of the Party of Regions faction Oleksandr Yefremov predicts that there will be no reduction of the exchange rate of hryvnia to the dollar in the coming year, he said at the Conciliation Board meeting in the Verkhovna Rada of Ukraine, ForUm correspondent reports.

“The export-import balances of our state influence the exchange rate of dollar. If this balance is positive or decreases, we will not predict the rise of dollar, and even a trend of decrease can be noticed,” Yefremov said.

According to him, 700 billion dollar printed by the USA influenced the euro rate, but not the hryvnia rate. “The fact that the reserve system of America decided to print dollars reflected immediately on the relationship of world’s currencies. I see no reason to decrease the exchange rate of hryvnia to the dollar,” Yefremov summed up.

Budget 2013 provides for MPs privileges cancellation, Lytvyn says

The draft state budget 2013 provides for cancellation privileges for MPs, Parliament’s speaker Volodymyr Lytvyn told a briefing, ForUm correspondent reports.
“In the final provisions it is proposed to extend the cancellation of all the benefits, which were eliminated in budget 2012,” he said.
Also Lytvyn noted that it violates the Budget Code of Ukraine, as the state budget can not make decisions to suspend the laws of Ukraine. “However, this is a violation of the budget code, I support the cancellation of privileges for MPs,” the speaker said.

Yefremov: Dollar rate and gas price to be taken into account in draft budget 2013

The government will finalize the draft budget 2013, taking into account the gas price and the dollar rate, as without these figures it is impossible to calculate such a project, leader of the Party of Regions faction Oleksandr Yefremov said at the Conciliation Board meeting in the Verkhovna
Rada of Ukraine, ForUm correspondent reports.
“Of course, it is important to calculate the budget of the country with reference to the dollar rate and consider the gas price. We cannot calculate a budget, not having the basic price in these areas, because every energy source is seriously connected with the gas component. Therefore, the government will take this into account”.

According to him, the current draft budget cannot be called high-quality or low-quality one.
“The government conducts its policy in many areas. In the areas it can negotiate and the situation may change, these options for today are frozen, but still taken into account not to stir up public opinion,” Yefremov said.
