Klimenko signed a memorandum with participants of the market of e-documents

Head of the State Tax Service of Ukraine (STSU) Oleksandr Klimenko signed a memorandum on the improvement of application process, electronic services and the development of electronic documents, ForUm correspondent reports.

According to the head of STSU, now 80% of the business people will have the opportunity to submit applications free to the Tax Service.

According to the Memorandum, a working group consisting of experts of the STSU and representatives of the companies signed the memorandum will be established. This group will work to improve the application process and electronic services, determine the ways of unification and standardization of software for electronic reporting and certificates of electronic keys that are distributed free of charge.

President gave instructions to Cabinet on state budget-2013

Ukrainian President Viktor Yanukovych gave instructions to the Cabinet of Ministers on the priority directions of reforms and measures that should be implemented in 2013 at the expense of the state budget.

According to the press service of the head of state, these directions, in particular, include the implementation of health reform, reforms in the social sector and the strengthening of social protection, the implementation of reforms in land and rural development, improvement of the efficiency of the fuel and energy complex.

At the same time, according to the President, the important role in reforming of the economy belongs to a regional component. The local populations have to feel positive changes.

Therefore, Yanukovych also instructed the government to take into account in the draft budget for the next year a need to provide the construction and reconstruction of the most important objects of regions with state financial support.

As a reminder, on 12 September, the Cabinet of Ministers approved the draft state budget for 2013.

Ukraine is interested in intensifying cooperation with the United States in the field of innovation, first deputy Prime Minister of Ukraine Valeriy Khoroshkovsky said during the meeting with U.S. Secretary of State’s senior advisor for innovation Alec J. Ross on September 12, 2012 in Kyiv.
“We will welcome the growth of U.S. investments, directed at the development of innovative technologies in Ukraine,” Khoroshkovsky said.
He also stressed that the U.S. is an example for Ukraine in the implementation of e-government systems. “Ukraine is actively working on the implementation of the Open Government Partnership initiative. Our goal is to ensure openness and transparency of public policy, as well as to establish effective cooperation with civil society,” he said.
According to Khoroshkovsky, relations between Kyiv and Washington are strategic and should be directed at the expansion of the Ukrainian-American cooperation. “The United States is one of the leading economic partners of Ukraine. The Ukrainian-US economic and trade cooperation gives Ukraine access to the latest high technology, investment, accelerates Ukraine’s integration into international structures, entry into the world economy, etc.,” he stressed.

Ukraine introduced vehicle recycling tax on Russian cars and buses, decree of the Cabinet of Ministers 843 dated September 3, published today, says.
“Physical and legal entities who import for free circulation vehicles and bodies for vehicles from the Russian Federation are obliged independently and in accordance with the legislation to ensure further procurement and disposal of waste or to conclude agreements on the implementation of the work on organizing their procurement and disposal, taking into account the marginal prices, approved by this resolution,” the document says.
 
In particular, for cars with engine capacity of 1.000 – 2.000 cubic centimeters such price is 7370 UAH, with engine capacity of 2.000 – 3.000 cubic centimeters – 14.080 UAH, with engine capacity of 3.000 – 3.500 cubic centimeters – 19.085 UAH, with engine capacity of more than 3.500 cubic meters- 30.250 UAH.
If a car is produced more than three years ago, the rate increases 6.2-6.4 times, and for cars with engine capacity of 3.000 – 3.500 cubic centimeters – 8.2 times.
For vehicles designed for the transportation of ten persons, cargo, special purpose vehicles and vehicle bodies for vehicles with a gross vehicle weight of up to 2.500 kg, such price is 19.000 UAH, with a gross vehicle weight of 2.500 – 3.500 – 30.400 UAH, with a gross vehicle weight 3.500 – 5.000 kg – 38.000 UAH, with a gross vehicle weight of 5.000 – 8.000 kg – 41.800 UAH, with a gross vehicle weight of 8.000 – 12.000 kg – 50.920 UAH, with a gross vehicle weight 12.000 – 20.000 kg – 55.860 UAH, with a gross vehicle weight of more than 20.000 kg – 110.200 UAH.

Agrarian Policy Ministry forecasts 46.5 million tons grain croppage

Agrarian Policy and Food Ministry of Ukraine forecasts grain croppage of 46-46.5 million tons this year, agrarian policy and food minister of Ukraine Mykola Prysiazhniuk told a briefing after the Cabinet’s meeting on September 12, 2012, Cabinet’s press service informs.
According to him, 26.8 million tons were already harvested as of today isincluding 25.5 million tons of early grain.
Prysiazhniuk said that wheat crop makes up 14.5 million tons, 80%of which are food grains.
 
The minister also informed that the corn has been harvested from 7% of the area and 1.2 million tons have been already ground; buckwheat – from 50% of the area, 150 thousand tons ground; millet – 67% of the area, 130 thousand tons ground.
Prysiazhniuk said that currently the farmers are sowing winter crops. In particular, 730 hectares have been already sowed with winter crops: 660 thousand hectares of wheat, 53 hectares of rye, 12 hectares of barley. In addition, the area of winter rape seeds is 860 ha (90% of the forecast).
As for autumn field work, the minister said that fuels and lubricants, fertilizers, plant protection tools are prepared in full.

State budget deficit 2013 not include Naftogaz debts

The state budget deficit for 2013 does not include debts of the National Joint Stock Company “Naftogaz of Ukraine,” finance minister Yuri Kolobov told a briefing after the Cabinet meeting, ForUm correspondent reports.

“The budget deficit for 2013 was approved at the level of 1.65% of GDP by the Cabinet without debts of “Naftogaz.” This year 12 billion of deficit are planned to be paid. For the last 8 months, we compensated 6 billion by securities, and we are planning to compensate other 6 billion, but they do not take this resource and manage themselves,” Kolobov said.

According to him, the amount of “Naftogaz” debt will become clear later.

Ukraine to triple offshore gas production

By 2015, Ukrainian offshore natural gas production should triple, acting first deputy head of the Chernomorneftegas board Oleh Hryn told a round table, ForUm correspondent reports.

According to him, thus production will grow from 1.056 billion m ³ in 2011 to 3 billion m ³. The oil production will increase to 151.8 thousand tons – from 8 tons in 2012, “For this it will be necessary to retrofit two existing fields and to put into operation seven new. In 2012-2015 we plan to drill 76 wells, construct and install 12 drilling rigs, lay 212 km of subsea pipelines. This is not an abstract plan – works are already underway,” the top manager said.

He added that the plan is conditioned by several factors. “After all, Ukraine has the largest open gas reserves in the Black Sea, available to the Chernomorneftegaz in financial, technical and technological way. These reserves are located near existing infrastructure of pipelines and subsea technology platforms. Finally, our projects have the full support of the state,” Hryn said.

He emphasized that the basis of success will be the development of the Odessa field, which has reserves of 21 billion m ³. “This is the largest field, discovered by us in the Black Sea. Last week we launched industrial gas, and now we are ready to start production. In 2012, there will be produced about 50 million m ³ of natural gas, next year – more than 600 million meters ³, and in 2014 – more than 1 billion m ³,” the expert said.

Macaroni became cheaper in Ukraine, but eggs more expensive

Macaroni, cereals and tomatoes prices fell down in the Ukrainian market, but cucumbers and eggs prices rose, agrarian policy and food minister Anatoly Prysyazhnyuk told a briefing after the Cabinet’s meeting, ForUm correspondent reports.

In particular, he noted that the prices were monitored, and as of the beginning of September, the prices of flour and meat products did not change. “The prices of cereals, macaroni, carrots and tomatoes fell down at markets and bazaars,” he said.

At the same time, according to the minister, eggs prices of the first category rose by 1.5% and of the second category – by 1.6%, cucumbers – by 2%.

He also said that the Agrarian Fund has begun selling flour. “We have started making flour and intervention at the bakery and the retail market. Flour from the Agrarian Fund in the retail market will be cheaper by about one hryvnia,” he noted.
