Quarantine lifted in village, where anthrax was revealed

In Voznesenka village of Melitopil district of Zaporizhia region, the quarantine, announced on August 18 after the death of cow of, has been lifted.
According to the deputy head of the veterinary medicine department in Zaporizhia region Serhiy Dehtyarenko, today on September 5, the decision to lift the quarantine has been signed and it has entered into force.
“From today, all the restrictions, imposed due to the announcement of the quarantine, have been lifted,” Dehtyarenko said.

CEC registered 282 international observers

As of today, the Central Election Commission has registered 282 international observers for the parliamentary elections of 2012.

The CEC considered the appeal of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States on the registration of seven official observers and registered them, ForUm correspondent reported.

As ForUm reported, the parliamentary elections in Ukraine are scheduled for October 28. 5771 MP candidates claim for 450 seats in the Parliament of new convocation.

Ukraine’s Customs Service and European Commission to exchange information

The working group of the State Customs Service of Ukraine and the European Commission representatives are preparing an agreement on the exchange of customs information.
The agreement will make possible to obtain information on the real cost of goods imported into Ukraine. The project is planned to be submitted for general discussion at the beginning of the next year.
“Thus, we will eliminate the scheme of hiding amounts of the contract, that is deshadowization of these processes,” director of the Customs Supervision and Clearing of the State Customs Service Serhiy Semka said.
According to him, the exchange of information in the field of customs on goods that move in mutual trade is one of the points of the Strategy of cooperation between Ukraine and the European Union.
“I have recently attended the annual meeting of the World Customs Organization. There, it was agreed that the implementation of this particular issue on the exchange of information will be implemented through certain technical developments within the framework of the formed working group between the European Commission’s Directorate and the State Customs Service of Ukraine,” Semka said.
 
The first meeting of the working group will be held in late September. Five representatives of the relevant departments of the State Customs became the members of the group.
“The experts will work out the implementation mechanisms of information exchange,” Semka said.
He believes that the draft document will be worked out until the end of the year.

Prysyazhnyuk: Ukraine can produce five million tons of sugar per year

This season, Ukraine will produce approximately 1.8 million tons of sugar, minister of the agrarian policy and food Mykola Prysyazhnyuk said at the opening of the XXIV International Agricultural Exhibition “Agro-2012,” ForUm correspondent reports.

The minister added that in 2011, 2.2 million tons were produced. “We have a high export potential, but a number of important markets for us has delivery restrictions. Last year, we increased exports of sugar two-fold, it is only a small part of our capabilities,” the minister said.

Prysyazhnyuk said that the country is able to produce 5 million tons of sugar annually. “This year, 56 sugar plants will work. They will start working later due to the weather conditions. To protect from market fluctuations, some sugar plants differentiate risks by organizing production of bioethanol, we have such examples in Kyiv region,” the official said.

The European Commission noted that it is too early to talk about the results of investigations into the Gazprom case, the European Commission representative Antoine Colombani told a briefing.
“The investigation is in its early stages, and it is too early to talk about the results,” he said.
In addition, Colombani said that until recently, the Gazprom has always cooperated with the European Commission.

On September 4, the Commission initiated the investigation into the Gazprom Russian company on suspicion of violating the EU competition law. In particular, The European Commission investigates into the possibility of the Gazprom to distribute market, preventing them from diversifying gas supplies, as well as setting unfair prices to customers.

The open flame of a kitchen stove caused the explosion in the nine-storey apartment building in Kharkiv, chairman of the board Kharkivgaz Valery Bezlepkin said at a meeting of the commission on technogenic and ecological security and emergencies, ForUm learned from the Kharkiv City Council press service.

According to the experts of the board Kharkivgaz, the gas stove with two switched on burners became the fire source. Fortunately, the gas concentration in the apartment was not more than 5%, and therefore the explosion was not of such yield that it could be. If the apartment was completely filled with gas and there was an explosion, there would be no house on this place,” Bezlepkin said.

The regional prosecutor’s office has not officially confirmed this version.

Mayor of Kharkiv Hennady Kernes asked the law enforcement agencies to find a man, whose direct actions led to the explosion in the building.

21 billion cubic meters of gas will be accumulated in the Ukraine’s underground gas storage facilities at the beginning of the heating season, energy and coal industry minister Yuri Boiko told reporters.
“We are going according to the schedule. We will have 21 billion cubic meters at beginning of the heating season. This is the same level as it was last year,” Boiko said.
He noted that the coal reserves at the beginning of the heating season will increase by 1.5 million tones, compared with the beginning of the heating season last year.
He stressed that Ukraine is pumping as much gas as it is necessary for the economy.

Blyzniuk: State to help regions pay for energy

The state budget 2012 provides for granting appropriate subsidy to pay-off the debt on the difference in fees for municipal services, regional development, construction and housing minister Anatoly Blyzniuk told a briefing on the results of the Cabinet’s meeting.

“As of beginning of September, 6.9 billion UAH were allocated to repay the difference in tariffs and improve calculations. As of today, 2 billion UAH were already financed. The documents for other 2.3 billion have been already submitted to the Finance Ministry and are awaiting funding currently. The Finance Ministry instructed to take measures for the approximation of the funding subsidy from December to October. The state helps and will help regions pay for the consumed energy,” he said.
According to Blyzniuk, the largest debtors are Donetsk region (1.8 billion), Kharkiv region (1.6 billion), Luhansk region (1.1 billion) and Kyiv region (2.8 billion). The average level of payments of the population in the current year is 103%.
