Three MPs to control ballots printing

The Control commission over the printing of ballots for the parliamentary election on 28 October has been created. This decision has been taken at the today’s meeting of the Central Election Commission of Ukraine, ForUm correspondent reports.
In particular, following the proposals of Party of Regions, the BYUT-Fatherland, the NU-NS factions, it was decided create a commission to control the production of ballots in order to exercise control over the printing of ballots by the Ukrayina state printing plant, fulfill the requirements for the destruction of printed forms, technical waste, polygraphist mistakes.
The commission will include Yuri Miroshnychenko from the Party of Regions, Viktor Ukolov  from the BYUT and Yuri Onyshchenko from the NU-NS.
The CEC also decreed to send this decision to the factions, representatives of which are included in the control commission, as well as to the members of the control commission.

As a reminder, the parliamentary elections in Ukraine are scheduled for October 28.

CEC registered 275 international observers

As of today, the Central Election Commission has registered 275 official international observers for elections on October 28.

Today, the CEC registered at its meeting another international observer from the International non-governmental organization CANADEM, ForUm correspondent reported.

As ForUm reported, the parliamentary elections in Ukraine are scheduled for October 28. 5771 MP candidates claim for 450 seats in the Parliament of new convocation.

Yanukovych: State press reforming to be voluntary

The process of destatization of the Ukrainian printed media will be held in accordance with the obligations before the Parliamentary Assembly of the Council of Europe, President Viktor Yanukovych he said at the opening of the 64th World Newspaper Congress and the 19th World Editors Forum, the President’s press service informs.
“The relevant law will provide for gradual reforming of the state and municipal media on the principles of voluntarism, participation of the staff in determining the fate of periodicals, free transfer of property to such staffs and preservation of social guarantees for journalists of the reformed publications,” he said.
At the same time, Yanukovych stressed that ensuring the economic independence of the media is responsibility not only of the state, but of the owners and managers of media companies as well. The head of state noted that the Congress members as the leading players of the world media market can assist in this matter also.

PR does not rule out budget adoption next year

MP, chairman of the parliamentary faction of the Party of Regions Oleksandr Yefremov believes that the Verkhovna Rada will consider a draft state budget for 2013 in November of this year, he told a briefing after the Conciliation Board of the heads of parliamentary factions and committees in the Verkhovna Rada, the press service of PR reported.

According to him, they will be able to speak about the terms of consideration of the draft state budget for the next year when the Cabinet of Ministers submits the document to the Verkhovna Rada.

“We consider two options. First is that the current convocation of the Parliament will consider the budget. Therefore, it makes sense to consider the budget in November,” he said.

According to him, the second option means that the new convocation of the Parliament will consider the draft budget. “If we were confident that the next convocation of the Parliament would be constructed quickly, we could enact the budget at the next convocation. But if we run into problems on the formation of the governing bodies of the Parliament, it is likely that this year the budget will not be adopted at all,” Yefremov summed up.

Shevchenko University not included in the Times rankings yet

The composers of the Times university rankings refuted the words of the education and science, youth and sports minister of Ukraine Dmytro Tabachnik that the Shevchenko Kyiv National University entered the list of the world top universities, the Center for Society Research reports.
“I can confirm that the university was not included in the Times Higher Education World University Rankings. Rankings for 2012-2013 will be published on October 3, 2012,” the chief editor of the Times Higher Education Rankings Phil Batey said.
In particular, while the university has not been entered in the rating, it is assigned the status “has not been given a ranking position”. Additionally, Batey has not personally called Tabachnyk, but does not rule out that someone of the editorial staff could call him.

Ukrainian President Viktor Yanukovych stressed that the government carefully monitors the law observance in the consideration of the Georgy Gongadze case.
“The Ukrainian government, as I have repeatedly stressed, is interested in the fact that this case is devoid of any pressure. A final legal decision will be ensured,” he said at the opening of the 64th World Newspaper Congress and the 19th World Editors Forum, the President’s press service informs.

Air Forces of Ukraine to get 86 upgraded planes by 2017

In Ukraine, 86 upgraded warplanes are planned to be added to the armory, 85 warplanes and helicopters are planned to be repaired or put into operation for 2012-2017, the Defense Ministry press service informs, quoting commander of the Air Forces of the Armed Forces of Ukraine Lieutenant-General Yuri Baidak.
According Baidak, upgrading of aircraft also provides for continued service life of aircraft, their engines and equipment, and, where possible the mastering of new types of factory and military repair.
Currently, repair of Il-76 medium military transport aircrafts is being carried out. The first refurbished aircraft can be finished by the end of this year.

Yanukovych: Only economically independent media can be free of any control

The authorities recognize the importance of economic independence of the media, President of Ukraine Viktor Yanukovych said at the opening of the 64th World Newspaper Congress and the 19th World Editors Forum, the press service of the head of state reported.

“Only economically independent media can be completely free of any control,” he stressed.

The President noted that in the near future, the authorities will deploy efforts to create favorable economic conditions for the development of printed publications. According to him, it means, in particular, the conservation of benefits of the VAT refund for the press and book publishing.

The head of state also expressed a hope that the recently adopted law on principles of the language policy, which allows to print advertising in the state and the common regional languages will improve the competitiveness of publications.

On behalf of the head of state, the Cabinet is preparing amendments to the law on the establishment of standards to ensure public with agencies of periodical press trade and the facilitation of land provision and premises to open such outlets.
