CEC approves form and wording of a voting paper

The Central Election Commission approved the form and wording of a voting paper of the national multi-member constituency for parliamentary elections to be held on October 28, 2012.
All the CEC members voted unanimously for a draft resolution, ForUm correspondent reports.
In particular, the CEC determined that the wording of the voting papers shall be printed in the state language only, on a light yellow sheet sized 200×600 mm and only on one side.
In addition, the ballots shall be printed using graphic protective elements and special visible and invisible security inks, which change their physical properties under the action of ultraviolet and infrared radiation.
Also, a voting paper shall include a number of a polling station printed with a protective paint, which will appear on the back of the paper.

First deputy head of the Kyiv City State Administration Oleksandr Mazurchak declares the readiness to start the heating season from October 1, the KSCA press service informs.
“In case if the average daily air temperature is less than 8 degrees Celsius for 3 days running, Kyiv will be ready to enter the heating season from October 1,” Mazurchak said.
First, the kindergartens, hospitals, schools will be provided with heat, and then the entire housing to be connected to the heating system.

“I am confident that this winter will pass in more stable regime. Thanks to a significant investment in repair and replacement of networks we managed to break the trend of growth in the number of accidents.

In addition, during the last heating season, experts monitored the most problematic areas of heat, these places have been included in this year’s program to repair and most of them have already been repaired. However, if the emergency situation occurs, it will be the local accident, which will be promptly eliminated,” Mazurchak said.

He also noted that during the autumn-winter of 2012-2013 a rapid response team will be on duty. It was established last year to operatively localization accidents in heating systems.

The purpose of the social initiatives, which are being actively implemented now in Ukraine is improving the quality of life and well-being of all the citizens, President of Ukraine Viktor Yanukovych said to journalists in Donetsk region, ForUm learned from the President’s press service.
“All the social initiatives are designed for our people to live better,” he said.
Yanukovych stressed that the government will raise the level of assistance to socially vulnerable categories of citizens.
Besides, he added, much attention will be paid to the development of programs for the protection of mothers and children – in particular, ensuring the proper conditions in perinatal centers, maternity hospitals, etc.

United Control Center to be established in Crimea

The Council of Ministers of Crimea agreed upon the creation of the United Control Center to control the movement of road passenger transport, ForUm learned from the ARC Council of Ministers press service.
The relevant draft regulation was approved at the meeting of the Crimean government on August 26.
Chairman of the Council of Ministers of Crimea Anatoly Mohyliov noted that the establishment of such a center will allow monitoring the movement of road passenger transport.
 
“The control center is a modern European practice. Buses must be equipped with navigation systems, through which traffic will be controlled by the control centers. Thus, the route will be in strict accordance with their routes,”- the head of the Crimean government said.
Mohyliov added that the introduction of such a system will improve the safety of passenger transportation in Crimea and optimize the cost of carriers.

Cabinet decided on development strategy of information society

The Cabinet of Ministers approved the draft development strategy of the information society. The relevant draft decree was approved at the government meeting on Wednesday. Then it will be submitted toPresident Viktor Yanukovych.

The strategy provides for the introduction of information and communication technologies in all fields of the public life within the implementation of the initiative “Partnership “Open government.”

The document also contains the draft action plan on the establishment and support of operations of the electronic government.

The preparation of this project was controlled by first deputy Prime Minister Valery Khoroshkovsky, who headed the coordinating council on the implementation of the initiative “Partnership “Open government.”

Poroshenko: There are no prerequisites for hryvnia devaluation

The printing press will not be switched on to ensure budget revenues in 2013, economic development and trade minister Poroshenko told a briefing in the Cabinet, ForUm correspondent reports.
“I do not suppose that switching on of printing press could be the source of state budget revenue, as it corresponds neither to the law, nor to the economic policy,” he said.
Poroshenko also excludes increase of tax burden on business to provide revenues. According to him, the increase in local and central taxes will ultimately lead to the payment, budget and fiscal deficits.
He refutes reports about the oncoming hryvnia devaluation. “As for devaluation, I think that the current rate should be the market rate. There are no prerequisites for sharp devaluation of the national currency,” the minister said.
Poroshenko added that to have the stable exchange rate of the hryvnia, the state should promote the development of the economy and exports through increased labor productivity, the introduction of energy saving, reduction of gas consumption with decreasing gas prices and increasing income levels proportional to productivity.

The law “On principles of the state language policy” has not affected school education programs in Kyiv, chairman of the Kyiv City State Administration Oleksandr Popov said during the Kyiv city pedagogical conference “The first step to the school of future,” ForUm correspondent reported.

“We have to carry out the law. It provides for the activity of territorial community. This request is a reaction of the government,” Popov said adding that “as of today, they do not have such requests. They start the school year in the ordinary course.”

He stressed that if any local communities offer to open schools and classes in the languages of national minorities in the capital, such issue will be submitted to the Kyiv deputy corps.

According to him, now the capital is planning to reconstruct old and to open new schools. “But if there are suggestions, for example, from Armenian, Belarusian or other government or business, we will support it” Popov said.

As for the introduction of Russian as the regional language in the capital, Popov noted: “My personal opinion is that the capital is a city where we should discuss this issue seriously. If I were a MP of the City Council and voted for this issue, I would have abstained from taking such decision at this stage. “

Kyiv teachers will be able to use the “Affordable housing” program with the help of financial support from Kyiv authorities, acting chairman of the Kyiv city state administration Oleksandr Popov told a press conference, ForUm correspondent reports.

According to the official, the apartment queue numbers 180 thousand people, and two thousand of the total are workers in the education sphere. “We will follow President’s initiative on “Affordable housing” program, which provides 3% mortgage for 15 years. However, we understand that the majority of pedagogues cannot take part in the program, as their family incomes do not meet bank’s requirements. To solve the problem we are ready to finance a part of the down payment from the local budget,” Popov said.

The official explained that Kyiv authorities plan on rendering one-time financial assistance to state teachers and workers of communal services with their down payments. “The percentage will depend on the number of years a person worked for the state. 20% of the down payment is the maximum share the local budget will finance for those who has worked for 10 years and more,” Popov specified.

According to the acting mayor it is quite possible to find these kind of money in the local budget, especially when the land privatization ban is about to be lifted. “We can sell some of Kyiv land at good price in order to finance our initiative,” the official said and added that this year teachers might receive already 100 apartments.
