Access to soft housing loans to be simplified

Access to soft housing loans to be simplified

Potential receivers will get used to the state program of soft housing loans within a certain period, chairman of the State Fund for Youth Housing Leonid Risukhin told ForUm correspondent.
“For example, in 1997-99, when our Fund began originating soft housing loans at 3% per annum, we literally had to persuade people receive money. Now this program is in such demand that we have to automate the selection of participants and to introduce an electronic rating system. The same thing happened in 2003 with the launch of partial compensation of commercial bank loans. In the first year of the program, about three hundred families benefited from it, in 2005 – more than ten thousand families,” the expert said.
Risuhin added that the Cabinet has prepared two draft resolutions aimed at improving the mechanisms for providing affordable mortgage. “So, it is proposed to simplify access to the program. Now the criteria for receiving state compensation for loans are defined in the Article 34 of the Housing Code, which enlists the categories. Each application needs certain certificates, and this complicates the process. Therefore it is proposed to give access to the Affordable Housing project for all who stand in the queue for housing. And also for all those whose living space in the place of registration is less than the statutory rate of 9 square meters. Such applicants will have only to give the form #3certificate on the number family members,” the expert said.

In addition, it is proposed to cancel the rule limiting the amount of compensable loan, as well as reduce the requirements for the first installment. “Today, it makes up not less than 25%, but we want to make the first installment smaller in case of a third-party guarantee. Hopefully in the coming days, these two resolutions will be accepted and published,” Risuhin said.

Lytvyn: Democratic elections are important for Ukraine

It is very important for Ukraine to hold democratic parliamentary elections, chairman of the Verkhovna Rada Volodymyr Lytvyn said at a meeting with former President of Poland Aleksander Kwasniewski and former President of the European Parliament Pat Cox, the press service of the Parliament reports.

According to the head of the Parliament, it is necessary to hold a serious discussion among the government, opposition and civil society on further ways of the country’s development. We must reject the “class principle: those who are not with us stand against us,” the mutual fight, because such attitude is dangerous for the country. All complex issues of politics, according to Lytvyn, should be solved only through dialogue and compromise. “Dialogue in the pre-election period is difficult, but it is necessary,” the chairman of the Verkhovna Rada stressed.

Lytvyn also noted that Ukraine is interested in the success of the mission, which Kwasniewski and Cox are now carrying out, expressing the hope that it will “clear up the relations between Ukraine and the EU.”

In turn, Kwasniewski and Cox also expressed a hope that their visit to Ukraine will contribute to the improvement of relations between Ukraine and the EU and supported the position of the Parliament’s chairman on the importance of dialogue and solution of all complex issues by political and legal means.

English dubbing in Kyiv metro to be removed

English dubbing in Kyiv metro to be removed

The voice of the speaker, announcing the Kyiv metro station names in English will be removed, head of the Kyiv Metropolitan Volodymyr Fedorenko told a press conference.

“We made a little pause after the end of Euro 2012 in order to understand how metro passengers treat English dubbing. Considering the general view, we will remove it,” Fedorenko said.

Responding the question about the quality of dubbing, Fedorenko said that it was not so easy, “because majority of Kyiv residents know English a little and expressed varios opinions on this matter.”

Fedorenko said that the English text was voiced by the professional speaker, who worked for the U.S. television. “During the Euro, we asked the foreigners – how they perceive our dubbing in the English language? No one had any comments, it is important for us. And Kyiv residents have Ukrainian dubbing,” he added.
