President signed law on emergency service

President of Ukraine Viktor Yanukovych has signed a law on emergency medical service, press office of the President reports.

According to the law, every citizen of Ukraine or any other person staying in Ukraine has a right for the free of charge, available, timely and proper emergency medical treatment. Foreigners and persons without citizenship, who are staying on the territory of Ukraine ,as well as detainees and prisoners must be provided with emergency medial service in order determined by the Cabinet of Ministers.

The law stipulates that the call for emergency service on 103 or 112 phone number is free of charge. An emergency team is a mobile unit, equipped with specialized sanitary vehicle, which works 24 hours and provides emergency service at a place of accident or during transportation of a patient to a medical institution.

The law also stipulates the authorities of the Cabinet, Council of Ministers and regional state administrations regarding the provision of emergency service.

President examines reconstruction of surgery department of Sevastopol hospital #1

In Sevastopol the President examined the reconstruction of surgery department of Pirogova hospital #1. The Head of State examined the premises where injury care center, emergency room, center for eye microsurgery and administrative services are to be placed.

Viktor Yanukovych paid special attention to the high speed of building and expressed confidence that in the future the hospital would have the best equipment and become a modern center of medical services. “Such little victories are pride,” the President noted.

The President expressed gratitude to the builders and to everyone involved in the reconstruction of the hospital.

Head of Sevastopol City State Administration Volodymyr Yatsuba informed the President about the state of work and programs for the near future. In particular, he noted that at the moment the following items has been completed: the building of four-storey medical department, decoration works and glazing, laying of engineering networks, installation of lifts and technological equipment, purchase of the necessary furniture, work on landscaping.

Viktor Yanukovych presented the hospital certificate for the modern tomograph and Volodymyr Yatsuba presented keys of seven ambulances.

Before visiting the hospital Viktor Yanukovych communicated with local citizens and invited them to examine the reconstructed medical facility.

President: Harvest 2012 to enter top three best harvest for last 20 years

President Viktor Yanukovych said that the grain harvest of this year will be 10-11 million tons smaller than it was last year, but nevertheless will enter the top three harvests for the last 20 years.

“Last year we gathered almost 57 million tons, this year there will be probably around 46 million tons. It is about 10-11 million tons lower than it was last year,” Viktor Yanukovych said during the meeting with the activists of Sevastopil.
 
In addition, Yanukovych said that this year Ukraine has grain of higher quality than in 2011.
“This year, the financial result is not worse than it was last year due to the quality of grain,” he said.

Pavlenko: Hague Convention on adoption should be ratified

Pavlenko believes that Ukraine will ratify the Hague Convention on adoption.

“Currently, only consular employees should control the families, who adopted Ukrainian children and now live abroad. They do not have enough resources to fully monitor such families. There is a separate problem,” presidential envoy for children rights Yuri Pavlenko told ForUm.

According to him, more than 10 thousand Ukrainian adopted children live in the USA.

“I believe that we will ratify the Hague Convention, which provides for opportunity to receive the information from authorities in other countries. Today, this is not possible. So we will be able to use not only the information of consulate, but request necessary information from the authorities of the country to check the conditions in which our children live.

Yanukovych promises ensure decent living standards for health workers

Healthcare reforms should ensure not only the increase in quality of care, but the improving of the living standards of health workers as well, President of Ukraine Viktor Yanukovych said during the meeting with journalists in Sevastopil, ForUm learned from the President’s press office.
Yanukovych reminded that recently, the salaries of health workers have been raised, and by the end of the year they will grow by almost 30%.
According to the President, some regions have already introduced a salary accounting system, according to which the size of salary depends on the quality and quantity of services provided.
In addition, Yanukovych said that there is a need for moving to medical insurance, which in turn will accelerate the reform and provide health care workers with decent salary.
“We will develop a system under which every employee will receive the modern medical care … The people of retirement age and the poor will benefit from the budgetary support receiving medical care of the same quality,” the President said.

Tihipko: Ukraine needs to invest in development of sport

Ukraine needs to invest in the development of sport, deputy Prime Minister Serhiy Tihipko said at a welcoming ceremony of the Ukrainian Olympic team at the Boryspil airport, ForUm correspondent reports.

“We clearly know that this is only the beginning. We need to invest more in great sport achievements to have mass sport development in Ukraine,” Tihipko said.

He congratulated the Olympians and stressed that their achievements had welded the Ukrainian nation.

“During last two weeks, the whole country watched your achievements, was gratified by your success and worried about each Ukrainian athlete. You are the heroes of Ukraine!” deputy Prime Minister said.
Meanwhile, Dmytro Tabachnyk noted that all our 245 Olympians are the pride of the country and nation. “You presented all 46.5 million citizens of Ukraine at the Olympics.”

Meanwhile, the representatives of the Olympic fan movement danced hopak (Ukrainian national dance) for athletes at the welcoming ceremony.

Housing Ministry will oblige people to install heat meters

The Regional Development, Construction and Housing Ministry proposes to oblige people to install heat meters till October 1, 2017.

The relevant bill provides for mandatory commercial accounting of centralized heat supply for the population – from October 1, 2017, of centralized water supply – from January 1, 2018, supply for the budget agencies and other customers – from January 1, 2014.

Court commuted penalty for Ivashchenko and released him from custody

Court commuted penalty for Ivashchenko and released him from custody

Kyiv Court of Appeals has commuted the penalty for the former acting defense minister Valery Ivashchenko into one year of probation period and released him from custody.

The decision was made after 40-minute consultations of the penal of judges and announced by the presiding judge Olga Yurdiga.

“The appeal of the convicted Ivashchenko and his defense team has been satisfied partially, releasing him from the primary punishment and sentencing to one-year probation period,” the court ruling says.

The court has also obliged Ivashchenko not to leave Ukraine without previous notification of penal inspection officers and to appear regularly for registration.
