Foreign Ministry to start issuing life-foreign passports

Cabinet of Ministers of Ukraine adopted on July 18 the resolution, which enables the Foreign Ministry and foreign diplomatic institutions to issue foreign passports of new model. The adopted resolution enables to provide continuous documentation of Ukrainian citizens living abroad with the same model of passports being issued in Ukraine.

According to the paragraph 8 of the Resolution on a foreign passport of Ukrainian citizen, the duration term of the foreign passport, issued in the shape of a passport book, is not limited. The formsheets of the foreign passport are produced by order of Interior Ministry of Ukraine.

As soon as the resolution comes into force, the Foreign Ministry and 10 foreign diplomatic institutions, included into the State information system, will start issuing new models of the foreign passport of Ukrainian citizen.

Other diplomatic institutions, that have not joined the State information system yet, will have to continue issuing foreign passports of old model, approved in 1994. The overall registration in the State information system is scheduled for the yearend.

The prosecutor’s office initiated cases against the illegal allocation of the Dnieper water resource lands

The Dnieper environmental prosecutor’s office has initiated eight criminal cases on the illegal allocation of the Dnieper water resource lands, the deputy prosecutor on environmental situation Luiza Yakovleva has announced today at a meeting of the Dnieper environmental Prosecutor’s Office.

“The illegal land allocation of the water fund is being carried out by order of the heads of local authorities and the supervisory authorities of the State Committee. Currently the procurator’s office has revealed 227 hectares of the illegal land allocation that has caused causes more than 270 million UAH of damage. Eight criminal cases have been initiated, the investigation is being conducted,” she said.

According to Yakovleva, the Dnieper environmental prosecutor’s office has canceled six permissions on water use for the companies-violators of environmental laws including “Beryslavsky water canal.”

“The utility enterprise “Beryslavsky water canal” has been dumping the unpurified wastewater into the Kakhovsk water reservoir for 10 years. Its equipment is worn-out, but the state control department and local self-government of the Kherson region have been ignoring the risks.  As a result, only for 2011 the damage to the state amounted to 19.5 million UAH,” Yakovleva said.

The management of the Ukrainian House intends to sue the organizers of the protest action against the adoption of the language law and to demand half a million hryvnias of compensation.

“As a result of the protest action, being held in front of the Ukrainian House, we have losses at more than 500 thousand hryvnias due to the broken contracts. We intend to sue the organizers. Who the organizers are it’s up to the court to decide,” press secretary of the Ukrainian House Iryna Ponomarenko says.

She informed that the files are being prepared but did not specify the exact date of the application.
According to the official, during the protest action the Ukrainian House lost many clients, who canceled the scheduled events, including official state events and private exhibitions.

900 tons of wastes are dumped into Dnieper every year

4.5 billion cubic meters of sewage are flushed into the Dnieper River annually and only 677.7 million of wastewaters are previously cleaned and conformed, the deputy prosecutor on environmental situation Luiza Yakovleva has announced today at a meeting of the Dnieper environmental Prosecutor’s Office, as ForUm correspondent reports.

“More than 150 million cubic meters of wastewaters remain unpurified. Talking about water analysis, more than 900 tons of pollutants including phosphates, nitrates, sulfates, chlorides are dumped into the river together with sewage and it is not a complete list of the periodic table, which is present in the river water,” she said.

According to Yakovleva, 14 enterprises have been continuing to dump the wastewaters for several years, 10% of which are dumping directly into Dnieper without even permissions for water use.

“At the same time, the environmental inspections do nothing more but issue administrative sanctions that do not help much to stop the violations,” she said.

Poroshenko: Ukraine’s trade increased by 15% since the beginning of the year

The turnover growth in Ukraine’s trade sector has amounted to 15% since the beginning of the year, the minister of the trade and economic development of Ukraine Petro Poroshenko said at a meeting on the occasion of the Trade Day, as ForUm reports.

According to the minister, the trade contribution to the GDP dynamics has made 228 billion UAH for this period.

“I should also note the significant contribution of trade to the establishing of a positive image of the country during Euro 2012,” the official said.

However, according to him, the external trade processes remain relevant for the domestic economy.
“I consider the removal of trade barriers against the Ukrainian goods on foreign markets as one of the key priorities of Ukraine’s economic development. Our chances in this regard have increased since the entry into the WTO. And yesterday the Ministry completed the initialing of the agreement on the free trade area with the EU. More than one thousand pages are fully developed and approved, which provides access of our producers to the world’s largest market,” Poroshenko summed up.

Bubka to participate in Olympic torch relay

President of the National Olympic Committee, a member of the International Olympic Committee Serhiy Bubka will participate in the torch relay on July 23 in London.

Beginning with the 2000 Olympic Games in Sydney, Bubka is the ninth time charged to run along the streets of the host country of the Games with a lighted torch in his hand.

“It’s a great honor to carry the Olympic flame through the streets of London on the eve of the opening ceremony and to join the grand sport event – the Olympic Games. Every time I do it with great pleasure and responsibility. I hope a desire to emulate the Olympic ideals and to join our Olympic family will ignite in the hearts of all who will watch the relay race, especially children and young people,” Bubka said.

The average enrolment competition in Shevchenko’s University is 11.5 people per a place, ForUm learned from the vice-principle Volodymyr Bugrov.

“The average enrolment competition is 11.5 people per a place. But there are departments which have the enrolment competition of 55 people per a place,” the official said.

According to Bugrov, the most popular faculties are the law, economy and IT.

The official also reported the good work of the admission commissions and absence of the queues. According to him, the majority of applicants for the bachelor’s degree apply in person, while those applying for the master’s degree are obliged to register online.

Yanukovych ordered to establish the president’s personnel reserve by the end of the year

By his decree of July 20, 2012 President of Ukraine Viktor Yanukovych has instructed National Agency on Ukraine on Civic Service (NAUCS) to establish the presidential personnel reserve “The New elite of the nation” within the year, the press office of the Head of State informs.

“In order to ensure the implementation of the strategy of the state personnel policy for 2012-2020, signed by the presidential decree 45 on February 1, 2012, I hereby order  to approve the action plan for implementation in 2012 of the provisions of the state personnel policy strategy for 2012 – 2020, and the Cabinet of Ministers is to ensure the implementation of this plan,” the decree of the President says.

Apart  from the formation of the “New elite of the nation”, Viktor Yanukovych has instructed the Ministry of Education and Science, Youth and Sports to develop and approve programs of occupation guidance of the university graduates in the labor market by providing, in particular, the holding of the career days, the job fairs and to make proposals for optimizing the list of specialties training in universities in accordance with certain state strategic objectives of the national environmental policy.

In addition, Yanukovych charged the Ministry of Environment and Natural Resources in the second half of the year to form a system of the postgraduate education in the field of environment and natural resources.

In the fourth quarter, the President expects from the Ministry of Education and the NAUCS the developed and approved standard of master degree training on the faculty “Public service”.

Moreover, Yanukovych has instructed to create a database of the state and the local government officials who have already had the advanced training in the field of the European integration, the Euro-Atlantic cooperation and the language training.
