President instructs to take measures to protect constitutional rights of the convicted

President Viktor Yanukovych has instructed Interior Minister Vitaliy Zakharchenko and State Penitentiary Service Head Oleksandr Lisitskov to take measures to ensure the strict observance of constitutional rights and freedoms of persons who are suspects, accused, or held in custody, presidential press office reports.

The President instructed Prosecutor General Viktor Pshonka to study the factors influencing the speed at which criminal cases with the accused held in custody are considered in courts, and take measures to ensure that public prosecutors take part in that consideration.

In addition, the President suggested that the Prosecutor General’s Office constantly checked if its decisions to choose custody as the form of detention and prolong detention are well justified.

Moreover, President Yanukovych has suggested that High Qualification Commission of Judges Chairman Ihor Samsin and High Council of Justice Chairman Volodymyr Kolesnichenko analyzed cases violations of constitutional rights and freedoms of citizens by courts, especially when choosing detention measures, as well as during the consideration of criminal cases in which defendants are held in custody, and decide on a response to such violations.

Kluyev: Ukraine does not expect armed aggression in the years to come

At least in the next five-seven years to come Ukraine does not face armed aggression, secretary of the National Security and Defense Council of Ukraine Andriy Kluyev said at the parliamentary hearings, ForUm correspondent reports.

“There is still time to carry out reforms and to improve defense potential of Ukrainian army,” he said and added that the main reforms will concern the number and organization of the Armed Forces of Ukraine, release of unexpended balances and outlying functions.

Military units must be equipped with new weapons and machinery. State social guarantees for military personnel must be increased. And this will be done within the first state of reformation, the official said.

At the second state of reformation it is planned to reach proper level of response to the threat of near-border armed conflict. “It is planned to continue development of fighting capacity of Ukrainain Armed Forces,” Kluyev said and added that the reformation will also concern the domestic defense industry complex.

Kluyev: Ukraine must be able to respond to all modern challenges

New world order must be formed with participation of Ukraine, the country, able to respond to all modern challenges, secretary of the National Security and Defense Council of Ukraine Andriy Kluyev said at the parliamentary hearings, ForUm correspondent reports.

The official noted that modern world poses challenges and threats to political and economic independence of those countries, which do not have adequate defense complex. Kluyev says such countries face aggressive expansionist war.

According to him, “main challenges and threats are focused in economy and security sectors,” but terrorism, as well as religious, ethnic and racial conflicts remain a serious problem as well.

Ukraine should take into account the new reality and become an equal player along with its strategic partners – Russia, the USA, the EU, China and others, as well as promote mutually beneficial relations within post Soviet countries, NSDC secretary says.

Speaking about domestic threats, Kluyev says the problems are focused mainly on the economic sphere, but thanks to President’s social program, the country is able to overcome them.

President urges to improve conditions for children’s recreation during summer vacations

President Viktor Yanukovych has instructed to take measures to provide proper conditions for  recreation and rehabilitation of children during the 2012 summer vacations, ForUm learned from the presidential press office.

Pursuant to the instructions, the Government is to prepare and implement on time a set of measures to ensure summer recreation for children; to coordinate action to ensure the proper sanitary and epidemiological supervision of children’s health centers and providing children with top-quality food and medication; to speed up the approval of the National Program of Recreation for Children until 2015.

In addition, the Prime Minister, Chairman of the Council of Ministers of Crimea, Heads of Regional State Administrations and Heads of Kyiv and Sevastopol City Administrations are to take measures to ensure the proper work organization of children’s recreation centers, provide timely and full funding of children’s recreation programs (especially for the children with special needs and requiring social support), conduct state inspections of the conditions at children’s recreation facilities, invite enterprises, public institutions, organizations, and funds to help in the rehabilitation and recreation of children, etc.

Kolesnikov: In 2015 Ukraine to have 25 million airline passengers

By 2015 Ukraine will have exceeded the amount of passenger air travel of 1990, vice PM and minister for infrastructure Borys Kolesnikov told a briefing in the Cabinet, ForUm correspondent reports.

According to the official, the government intends to reduce prices for air travel by 30%. “We have a number of initiatives, which provide for cancellation of VAT for air travel within the country, cancellation of VAT for aviation fuel and a number of other methods. Such initiatives will enable us to have 25 million passengers annually by 2015, which is more than the figures of former Ukrainian republic in 1990,” Kolesnikov said.

The minister has paid special attention to Boryspil airport, saying that on May 28 President Yanukovych will take part in the opening ceremony of terminal D. According to Kolesnikov, when the terminal D is put into operation, terminals A and B will be dismounted, as terminal D alone can provide sufficient services for airport passengers.

Small business is free from inspections till the yearend

Tax service will not hold inspections and investigations into small business till the end of 2012, head of the State tax service of Ukraine Oleksandr Klimenko said at a meeting with Kharkiv entrepreneurs, ForUm learned from the press office of the department.

“There will be no inspections of small business till the end of 2012. Business must work towards profit, and the tax service is interested in profit growth, as it brings budget revenues, new jobs and healthy competition. There is no point for us to interfere with the work of business,” the official said.

Klimenko assured entrepreneurs that the number of regular inspections would be reduced. He informed that in the first quarter of this year the number of inspections of small business dropped twice, 1838 against 3352 inspections in the past.

Tihipko wants to resume cooperation with IMF

Ukraine hopes for renewal of the cooperation with International Monetary Fund on “stand-by” program, Vice PM and minister for social policy Serhiy Tihipko told a briefing, ForUm correspondent reports.

According to the official, the main obstacle for renewal of the crediting is Ukraine’s dissent from IMF schedule of price rise for energy carries for the population.

“I have met the new head of IMF and we have discussed a number of issues, including the pension reform. For the moment we still have a problematic issue on tariff rise. We are not ready for the proposed schedule. We have alternative propositions, and their presentation will take place this week,” he said.

The minister declared that government’s principal position is that tariff increase should not hit the middle class. At the same time he added “it would be nice to resume the stand-by program.”

Almost four million Ukrainians still getting pension less than thousand hryvnais

From May 1, 2012 pensions have been increased for 12 million 900 thousand pensioners, vice PM and minister for social policy Serhiy Tihipko told a briefing in the Cabinet, ForUm correspondent reports.

“Average pension has been increased by 120 hryvnais and now makes 1399 hrv. 21 cop.,” the official specified.

He also informed that at the beginning of the year as many as seven million 16 thousand pensioners were getting pension less that a thousand hryvnais, while as of today this number has decreased down to three million 703 thousand people.
