President: Ukraine’s leading research institutions will get full financial coverage in 2012

In 2012, Ukraine’s leading research institutions will get full financial coverage, President Viktor Yanukovych said at today’s presentation of the Presidential Prize for Young Scientists.

“We will provide budgetary targeted support of fundamental and applied research in public health, environmental safety, metallurgy and coal industry, agriculture, energy, space exploration,” said Viktor Yanukovych, ForUm learned from the presidential press office.

The President stressed that providing the scientific community with the necessary resources and support is an important task of the state.

Viktor Yanukovych expressed his belief that scientists’ knowledge and achievements will surely be useful for the modernization of Ukraine and “realization of the best and most modern ideas.” In the core of this process, he said, is long and hard work of individual researchers, research teams, and whole organizations.

The President called on scientists to maintain a constant effective dialogue with the government. “I invite you, the best representatives of the scientific community, your colleagues, and scientific advisors to more intensive cooperation. The purpose of this interaction is strengthening reforms, modernizing of our country, and improving the welfare of citizens,” concluded the President.

President approves Annual National Program of Ukraine-NATO Cooperation for 2012

President Viktor Yanukovych has signed the Decree “On the Approval of the Annual National Program of Ukraine-NATO Cooperation for 2012,” ForUm learned from the presidential press office.

“The decree was signed in order to implement the provisions of the law on the principles of domestic and foreign policy, particularly with regard to the continuation of constructive partnership with NATO on all issues of mutual interest, as well as the implementation of the decisions of the Ukraine-NATO Commission, which were taken at its meetings in Bucharest on April 4, 2008 and in Brussels on December 3, 2008,” reads the statement.

In accordance with the Decree, the Government is to prepare and adopt in a month term a set of measures to implement the Annual National Program, and to provide the coordination of Ministries and agencies in the process of its implementation.

According to a presidential advisor and the head of the main department for international relations at the Presidential Administration, Andriy Honcharuk, the decree signed by the head of state contains a provision on key areas of Ukraine’s cooperation with NATO in the political, economic, defense, military, resource, security and legal spheres.

Honcharuk said that the national program of Ukraine-NATO cooperation for 2012 had been prepared taking into account Ukraine’s non-aligned status, the need to continue the implementation of the objectives of national programs of cooperation with NATO in previous years, as well as taking into account the interest in the further use of the necessary assistance from the alliance.

“The implementation of the annual national program of NATO-Ukraine cooperation in 2012 will be an important step in the further advancement of the reforms initiated by the Ukrainian president, aimed at the achievement by our state of the leading standards of economic and social development, and the proper level of national security and defense,” Honcharuk said, UKRINFORM reports.

Speaker: It will take a week to finalize the Criminal Procedure Code

It will take at least a week to finalize the Criminal Procedure Code before the speaker of the Verkhovna Rada of Ukraine sings it.

“The results of the voting are being verified, while experts are proofreading the document,” parliamentary speaker Volodymyr Lytvyn informed during his official visit to Zhytomyr region, ForUm learned from the parliamentary press office. 

“Experts from the judicial office of the parliament should proofread the document and reconcile it with the text adopted in the session hall,” the head of the parliament said.

Lytvyn also informed that the parliament registered a draft resolution on cancellation of the voting results and repeated vote on the Code.  The speaker said that this draft resolution ahs a right to exist from the political point of view. However, such initiative is controversial from the moral viewpoint, as its author did not take part in the voting for this document in the session hall.

Lviv student faces imprisonment for video shooting in women’s shower room

Lviv police department has instituted a criminal case against a student of a Lviv university, who is suspected of video shooting in women’s shower room of one of the dormitories for further distribution of in Internet.

A representative of the police department informed that a 20-year old female student reported to the police that she had found a video-audio camera, installed in a women’s shower room.

The investigation into the report established that the video camera was installed by one of the male students of the same university. He planned to distribute the video through Internet. Police officials found a laptop with the video recordings in the student’s room.

The case has been instituted according to the article on illegal collection, keeping, use or distribution of confidential personal data without person’s consent.

The proclaimed and consistently conducted non-alignment policy of Ukraine in no way does imply our non-involvement in the process of strengthening regional, European, and global security, President Viktor Yanukovych said at today’s meeting of the Committee on Reforming the Armed Forces and Military Industrial Complex of Ukraine, ForUm learned from the presidential press office.

“Ukraine will continue actively developing close partnerships with the states of the European Union, Russia, USA, China, other countries it neighbors, CIS countries, international organizations – the UN, OSCE and NATO,” he said.

Our country will continue making its contribution into international crisis management efforts, peacekeeping, counter-terrorism, anti-piracy, arms control operations, etc., added the President.

Lower excise tax called to encourage use of bioethanol gasoline

The Government intends to encourage the use of gasoline with bioethanol by introducing different excise duty rates, Deputy Director of the Oil and Gas Industry Department at the Ministry of Energy and Coal Industry of Ukraine Kostiantyn Borodin told a briefing in Kyiv on Friday.

“In 2013, the presence of bioethanol in gasoline will be advisory. The Government intends to encourage it through the introduction of various excise tax rates. If the demand or recommendation for 5% bioethanol content is met, the tax will be somewhat less, if not – it will be even more,” Borodin said, UKRINFORM reports.

He said that the final decision is still pending, and is being coordinated with various ministries and departments, as well as with market participants.

Borodin also said that the mandatory addition of ethanol is envisaged in 2014 – 2015.

As reported, the energy ministry prepared a bill on gradual adding of bioethanol to the gasoline produced and sold in the territory of Ukraine. The bill provides that since 2016 the mandatory content of bioethanol in motor gasoline shall be not less than 7%.

It is important to adopt the Strategy of National Security, the Military Doctrine, and consider the Concept of Reforming the Military of Ukraine, President Viktor Yanukovych said at today’s meeting of the Committee on Reforming the Armed Forces and Military Industrial Complex of Ukraine, Form learned from the presidential press office.

“They are the basis for developing a package of program documents to define the national security policy of Ukraine, the future of the Armed Forces and of other security sector bodies,” the President said.

At the same time the President stressed that the appropriate decision of the Committee would become a powerful signal that Ukraine’s European integration course and intentions to develop its security potential as independent and democratic state remain unchanged.
