Public survey: 60% of Ukrainians will not be able to pay for housing and communal services in case of tariffs’ increase

60.9% of Ukrainians will not be able to pay for housing and communal services if gas tariffs are increased. Such data was published by the social service of International public organization “Center of development projects and programs.”

If in 2011 Ukrainians paid 97.8% of the accrued sums for communal services, then after the tariff increase 60.9% of citizens would not be able to pay for these services. 28.7% of citizen will be able to pay, but it will hit badly their pockets, 4.4% of respondents found it difficult to respond, while 1.2% are not consumers of communal services and do not pay at all, “RBK-Ukraine” informs.

According to the survey, the part of families, which can easily pay for communal services at increased tariffs, makes 4.8%.

Hence, according to the sociologists’ conclusions, the regular increase of tariffs for gas will simply lead to a sharp decline of the level of payment for communal services by the population and to additional load on the state budget. For now, any tariff increase requires compensation mechanisms for the population. Otherwise, it will just worsen the bad enough situation in the sphere of the housing and communal services.

The survey was held by the social service of International public organization “Center of development projects and programs” from April 2 to April 9, 2012. The total of 2011 respondents over 18 was questioned in all regions of Ukraine, Kyiv and Crimea.

As a reminder, in 2011 Ukrainians paid 35.8 billion hryvnais or 97.8% of the accrued sum for the communal services. The highest level of payment for communal services was registered in Odesa, Zakarpattya, Lviv and Khmelnitsk regions (100.7-102.8%) and the lowest level – in Crimea, Dnipropetrovs’k and Luhansk regions (94.1-95.3%).

IMF insists that gas tariffs for population match up with the price level for Russian gas. This is one of the key requirements to restart the stand by program and to get the next loan tranche.  

In their turn President Viktor Yanukovych and Premier Mykola Azarov exclude any possibility of gas tariffs increase without implementation of compensation mechanisms for the population, introduction of energy saving programs and continuation of gas talks with Russia. “When we get the fair gas price, our people will pay it,” Azarov said. Otherwise, payment defaults are inevitable, the government believes.

President demands more active implementation of social initiatives

It is necessary to implement the social initiatives more actively, President Viktor Yanukovych stressed at today’s meeting of the Committee for Economic Reforms’ Governing Council, ForUm learned from the presidential press office.

“I am dissatisfied with the current state of affairs and the slow progress in addressing these issues even despite the fact that the Budget was adopted,” said Viktor Yanukovych. He stressed that making amendments to the Budget had been one of the main conditions required for the successful implementation of social initiatives. “We now have the mechanism and the financial resources to implement this program,” he said

The President noted that among the approved measures were: the new size of aid for war veterans with disabilities, increased living wage when calculating social benefits for the incapacitated, improved funding of medical care of the Chernobyl disaster victims, continuation of payment of devaluated savings, mechanisms that lower mortgage loan rates, etc.

“Implementation control over these decisions and timely performance of all the activities planned should be every official’s personal commitment. Every official, who fails to implement that task, will be discharged to do other things…,” he said. The President also expressed confidence that the implementation of the social initiatives will boost Ukraine’s economic development.

Lubkivski: Price rise for accommodation is not critical

Ukraine is ready to accommodate all guests of Euro-2012, UEFA tournament director in Ukraine Markian Lubkivski told a press conference.

In particular, according to him, the situation with hotels is under control, and price rise is not critical.
“We expect around 800 thousand guests. And I want to assure everybody that there are enough accommodation offers at adequate price,” he said.

The official noted that price rise for hotel rooms is a common practice. “There is nothing supernatural in it, and the price range is acceptable,” he added.

In his turn, the chairman of the All-Ukrainian association of tour operators Ihor Golubaha has confirmed that the price situation is not critical.

“Owners of hotel business, who caused the biggest problems before, are now warm and fuzzy. As far as I know, the anti-monopoly committee took a hand in it,” he said.

President dissatisfied with deregulation process

President of Ukraine is dissatisfied with the process of deregulation in the country. Ukraine’s real economy should be provided additional funds, as it is the foundation of the state’s budgetary system, President Viktor Yanukovych said at today’s meeting of the Committee on Economic Reforms’ Governing Council, ForUm learned from the presidential press office.

“It is necessary to provide the real economy with additional funds to establish effective interaction between the state and business, and protect the interests of national producers,” he said.

Viktor Yanukovych noted that last year, he had instructed the Committee on Economic Reforms to develop a package of initiatives to support the real economy.

Economic policy is effective only if it creates the conditions for investment and real economy development, he said.

The President noted that deregulating the economy is especially important in this regard. “I see that the enthusiasm of certain officials responsible for this area has been fading recently. Therefore, we should thoroughly examine the situation in this area at a meeting of the Committee on Economic Reforms,” Viktor Yanukovych said.

Foreign expert: Ukraine should keep centralized heating system

Heating system in Ukraine should remain centralized, head of the European-Ukrainian Energy Agency Dave Young told a press conference, ForUm correspondent reports.

“There are more and more local and individual boiler houses appearing in Ukraine, but it is not the best solution of the problem. For example, individual boilers keep the country dependent on Russian gas and limit the possibility use cheaper alternative energy sources and secondary energy resources,” the expert said.

Among the secondary energy resources he named biomass, local waste, excessive heat from industrial objects (stream, hot water). Such secondary energy heats whole cities in Western countries, which allow minimizing the tariffs, Young says.

“Individual use of boilers is life threatening, the boilers themselves are harmful for environment and energy inefficient,” the expert added.

Young is convinced that the operation of centralized heating networks must be intended for consumers’ interests. “A resident must have an opportunity to sign bilateral agreement with energy suppliers in order to increase competitiveness between them, and consequently the quality of service,” the expert believes.

According to Young, Ukraine needs a long-term program of development of heating system, including introduction of modern heating points, restoration of heating pipelines, modern heat-insulation, which would be financed by private investors jointly with the state.

Three million Ukrainians enjoy visa free regime with EU

About 3 million Ukrainians, residents of border regions, enjoy a visa free regime with the European Union.

Director of the MFA Consular Service Department Andriy Olefirov has said about this at a round table at UKRINFORM on Thursday.

“For now, some Ukrainian citizens, and there are many of them, about 3 million, who reside in border regions with Poland, Slovakia and Hungary, already have a visa free regime with the European Union,” he said.

According to Olefirov, those Ukrainians, for whom it is not far to the European Union, cross the border with the EU by a special permit within the frames of the border movement.

“They should not have a visa, they receive the so-called permission, which exists within the frames of local border movement in compliance with the signed international bipartite agreements,” he reminded.

The MFA representative also added that in crossing the border, a stamp is not put in foreign passports of such citizens of Ukraine, thanks to this there is not a problem of constant change of this document.

President of Ukraine Viktor Yanukovych has signed the Customs Code of Ukraine, ForUm learned from the presidential press office.

The President has also signed the law on amendments to certain legislation acts of Ukraine in connection with the adoption of new Customs Code.

As a reminder, on March 13 Ukraine’s parliament adopted the Customs Code of Ukraine, taking into account the propositions of the President.

Ombudsman: Mariners are one of the most vulnerable groups of migrant workers

The problem of protecting the rights of sailors is one of the most urgent in Ukraine, Ukrainian Parliament Commissioner for Human Rights Nina Karpachova told a press conference “State of observance and protection of mariners’ rights in Ukraine”, ForUm correspondent reports.

According to the official, the sailors are one of the most vulnerable groups of migrant workers.
“There are about 100 thousand mariners in Ukraine, and the majority of them are migrant workers,” she informed.

According to Karpachova, the rights of mariners are leveled, they are captured in other countries, got imprisoned, suffer and die there.

“Every fifth member of a crew, captured by sea terrorists is a Ukrainian citizen,” the official informed.
Therefore, the Ombudsman believes it is necessary to take steps to protect the rights of sailors, in particular to revive the national fleet, to adopt a national comprehensive development program for the Navy, to ratify the Convention on maritime labor, to raise the level of legal knowledge among the sailors, etc.
