Security Service of Ukraine forms anti-terrorism HQ for Euro-2012

Anti-terrorism HQ, formed under the Security Service of Ukraine, will investigate and combat possible manifestations of terrorism during the period of Euro-2012, head of the anti-terrorism center Petro Shatkovski told a press conference, ForUm correspondent reports.

According to the official, the anti-terrorism HQ was formed on decree of Ukraine’s President for provision of international cooperation and coordination of security measures for the period of preparation and holding Euro-2012 final.

Shatkovski informed that the HQ staff would include not only Ukrainian experts. 24 representatives of law enforcement forces from all over the world have already been invited to join the operation. “Jointly with Ukrainian colleagues they will analyze information, estimate it and work out counteraction methods in case of danger,” the official said.

Shatkovski also added that the Ukrainian anti-terrorism HQ is in constant contact with Polish colleagues. “At any time we can contact with similar HQ in Warsaw,” he said.

In addition, Shatkovski informed that the formation of the anti-terrorism HQ cost Ukraine’s budget 700 thousand hryvnias.

Foreign Ministry: Avakov could be detained again while crossing EU border

Former Kharkiv Regional Governor Arsen Avakov remains on the international wanted list, despite being released from custody in Italy, therefore, he could be detained again if he crosses the EU border, the Ukrainian Foreign Ministry has said in a statement, according to UKRINFORM.

“Before the Italian side takes a decision upon the request of the Prosecutor General’s Office of Ukraine on Avakov’s extradition, he will remain on the international wanted list in Interpol’s member states, despite his release from custody in Italy. In addition, Avakov could be detained again if he crosses the EU border,” reads the statement.

The Foreign Ministry recalled that after Avakov’s arrest in Italy, the Prosecutor General’s Office of Ukraine, based on the documents received from the prosecutor’s office of Kharkiv region, had asked the Italian Justice Ministry to extradite him to Ukraine to call him to account under Part 3, Article 365 of the Criminal Code of Ukraine (abuse of power and office that led to grave consequences). On April 13, representatives of the Italian Justice Ministry confirmed that the procedure for the consideration of an extradition request was continuing and that it could take up to two months.

“Avakov’s release from custody in the Italian Republic does not stop the process of his extradition upon the request of the Prosecutor General’s Office of Ukraine, which continues in that state. By its content, extradition is the procedure for the forced return of a person identified or detained in one state to another state to call him to account, including the investigation of a criminal case against thisperson, the trial and the execution of a court ruling,” the ministry said.

President: Ukraine and Jordan both interested in developing their cooperation

Today’s Ukrainian-Jordanian Business Forum proved that Ukraine and Jordan whish to provide a boost to their national economies through the implementation of promising joint projects, President Viktor Yanukovych said at the Ukrainian-Jordanian Business Forum in Amman, ForUm learned from the presidential press office.

Another evidence of the parties’ willingness to develop effective cooperation, in President Yanukovych’s opinion, has been the successful work of the Ukrainian-Jordanian Intergovernmental Commission on Trade and Economic Cooperation. The President reminded that at its last meeting the parties had reached an agreement to further develop cooperation in trade, industry, and agriculture.

The President said the over the last two years Ukraine has made great efforts to improve the economic situation in the country. In 2010-2011, the state’s GDP grew by 9.5%, the volume of industrial production has increased almost 20%, exports and imports have grown a third.

President Yanukovych also drew attention to the fact that Ukraine is in the top five countries of the world by technological capabilities in the aerospace industry. Many countries buy our passenger liners, freight and passenger aircrafts, he said.

Another important sector of Ukraine’s national economy the President called agriculture, which has grown almost 16% in 2010-2011. He also reminded that Ukraine has collected a record grain harvest last year – about 57 million tons. “Experts predict that the capacity of Ukraine’s agricultural sector will continue growing in the medium term,” the President stressed.

Among other promising areas of cooperation between Ukraine and Jordan Viktor Yanukovych named metallurgy, high-tech and innovation, exploration of water and energy resources in Jordan, alternative energy technologies.

“We can offer building a solar power plant in Jordan on a turnkey basis and, possibly, wind power farms. In addition, Ukrainian enterprises have considerable experience in the design, construction, maintenance, and operation of energy transportation infrastructure,” said Viktor Yanukovych. Therefore, he added, Ukrainian experts could take part in oil and gas pipelines construction in Jordan, as well as building thermal power plants.

For its part, the Ukrainian side is interested in Jordanian partners taking part in large investment projects in Ukraine, Viktor Yanukovych said.

In turn, Minister of Industry and Trade of Jordan Sami Gammoh said that today’s Ukrainian-Jordanian Business Forum would surely strengthen trade cooperation between the two countries. “This Business Forum is an opportunity to implement our agreements,” he said, adding that such meetings also allow better study of economic situation in the states.

“Given the regional and international processes in the world, we can overcome together all the international challenges on our countries’ agenda, explore new horizons, and prepare the environment necessary to favor business and trade between our countries,” the Minister of Industry and Trade said.

Tax service to strengthen fight against corruption

One of the main tasks of the State tax service is fight against corruption, chairman of the service Oleksandr Klimenko told a press conference, ForUm correspondent reports. According to the official, the service continues implementing the system on corruption prevention.

“We see the problematic issues, which need our immediate reaction. We use the system “Tax service pulse”, through which we receive information from the scene and react immediately in a rough but fair manner,” Klimenko said.

“Our fight against corruption will be only strengthened with the time,” the official added.

The Ukrainian-Jordanian Business Council establishment would promote economic cooperation between Ukraine and Jordan, President Viktor Yanukovych said at today’s Ukrainian-Jordanian Business Forum in Amman, ForUm learned from the presidential press office.

“An effective mechanism to intensify economic cooperation between Ukraine and Jordan could become the Ukrainian-Jordanian Business Council, and in the future – the Ukrainian-Jordanian Trading House that would be a platform for our countries’ businessmen to communicate and exchange experience regularly,” he said.

Viktor Yanukovych expressed his hope that already after this forum, the interests of Jordanian businessmen in Ukraine will expand. “I hope the economic potential of our countries and the friendly relations between the peoples of Ukraine and Jordan would provide the foundation necessary for developing more effective and mutually beneficial economic cooperation,” he said.

Ukraine, Viktor Yanukovych said, will make every effort to implement the agreements reached during the present visit of the President of Ukraine to Jordan and at today’s Business Forum.

“I believe that based on mutual trust and significant potential of cooperation we can bring bilateral relations between Ukraine and Jordan to a new level,” summed up the Ukrainian Head of State.

Border region residents can now go to Russia without registration

From April 17 the agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on border crossing procedure by residents of border regions of the two countries comes into force, the Ukrainian Foreign Ministry’s press service reported Tuesday.

From now on, residents of frontier areas of both countries can cross the border through international, interstate and local checkpoints of the region of residence and can stay on the territory of the neighboring foreign region without registration or filling in migration cards for the period of up to 90 days.

“Residents of border regions can cross the border on foot, on bicycles, motorcycles, passenger carriages, private motor cars and boats, as well as by interstate public road transport and ferry connections within the border regions. Visitors can bring with them goods not intended for industrial or other commercial activities in the amount of not exceeding the maximum allowed by the law without paying customs duties and taxes,” the press service said.

This agreement applies to Ukrainian citizens residing in the Autonomous Republic of Crimea, Donetsk region, Luhansk region, Sumy region, Kharkiv region, Chernihiv region, and to Russians from Belgorod, Bryansk, Voronezh, Krasnodar, Kursk and Rostov regions.

The Verkhovna Rada ratified the agreement on February 22 2012. Ukrainian President Viktor Yanukovych signed the document on March 13.

Melnychenko ready to publicize recordings on Shcherban murder

Former State Guard Major Mykola Melnychenko says there was talk about the killing of MP Yevhen Shcherban in the office of ex-president Leonid Kuchma, and he is ready to provide audio proofs of that.

Melnychenko wrote this on his page in the social network Facebook, according to UKRINFORM.

“There was talk about the Shcherban murder in Kuchma’s office. I am ready to provide all the information available to me in the first place to Shcherban’s son, so that he knew the truth about the murder of his father, whatever it was,” Melnychenko said.

He added that he is ready to provide this information to the Prosecutor General’s Office, as well as the lawyers of former Prime Minister Yulia Tymoshenko, who is suspected of involvement in the murder of Yevhen Shcherban.

Mykola Melnychenko also urges for helping him to decipher the recordings: “I am ready to publish it all! But who is ready to provide technical aid? A resource for publication is required, as well as people who could help to interpret and give commentary on the transcripts.”

Tax official: Policy of the State tax service stabilizes business-climate

The State tax service of Ukraine is a key regulator of business-climate, chairman of the service Oleksandr Klimenko told a press conference, ForUm correspondent reports.

“Actions of the tax service are clearly mapped to the moods of investments, both foreign and domestic. We stand on the position that we are the service and our task is to service,” the official said.

He added that despite any negative estimation more than 40% of investors in Ukraine plan to continue investing in the country, including thanks to automatic VAT refunding.

“We have created a communication system with a payer, we continue introducing more and more services, we have simplified tax payment procedure. We have reduced the number of inspections by threefold in order to reduce the pressure on business and to stimulate its work,” the official continued.

According to Klimenko, the State tax service plans to hold survey of the investment activity in Ukraine twice a year in order to observe the effect of those mechanisms and decisions, the service is carrying out.
