Party of Regions; Ukraine is not ready for insurance medicine

Introduction of state medical insurance is the key factor of the healthcare reform, Party of Regions MP and deputy head of the parliamentary committee on healthcare Viktor Korzh told ForUm in a comment.

According to the MP, in the healthcare sector the leading role must belong to the state medicine. “However, the most acceptable variant of further financing of the state system of medical assistance is switching to the obligatory state medical insurance,” Korzh said.

“Only the obligatory state medical insurance can provide proper realization of solidarity principle in the healthcare sector, according to which rich people pay for the less ensured members of the society, healthy people pay for the sick and working layers pay for unemployed,” he underlined and added that private medical practice and independent funds of voluntary medical insurance also have a room for development.

At the same time Korzh drew attention to the difficult economic conditions Ukraine lives in now and stated that Ukraine is not ready to switch to the obligatory state medical insurance immediately, as the level of income of the majority of the population does not allow doing this.

Tymoshenko officially refused medical assistance

Yulia Tymoshenko’s lawyer Serhiy Vlasenko declares that his defendant has officially refused medical assistance by prison doctors.

“Yulia Tymoshenko has made a decision and officially informed in written form the authorities of the penal colony she is being kept in about her refusal from medical assistance by doctors of the penitentiary facility and Health Ministry,” Vlasenko told a press conference.

“Yulia Tymoshenko trusts Ukrainian doctors. She does not trust those doctors, subordinate to the Health Ministry,” he added.

The lawyer continues to insist that the authorities are covering up the real situation on Tymoshenko’s health and spreading false information on her ‘satisfactory’ state.

FM: Ukrainians rescued from tanker that sank near Albania

Two Ukrainians have been rescued from the Edirne, a tanker that sank off the coast of Albania as a result of an explosion on January 15, and they are currently in hospital, Ukrainian Foreign Ministry spokesman Oleksandr Dykusarov informed, UKRINFORM reported.

“The Edirne, a tanker with two citizens of Ukraine on board, sank in the territorial waters of Albania on January 15 this year. The Ukrainian citizens have been saved, hospitalized, and there is no threat to their life and health,” he said, referring to the Ukrainian Embassy in Greece.

Tthe Edirne sank near the Albanian port of Durres on Sunday, January 15. According to Turkish media, there were three citizens of Azerbaijan, three Turkish nationals, six Georgians and two Ukrainians on board the tanker.

Two citizens of Georgia and a citizen of Azerbaijan died in the accident.

Ukraine to get $86 million for fighting AIDS

The Global fund on fighting AIDS, tuberculosis and malaria has agreed with Ukraine to allocate 86 million dollars for fighting HIV/AIDS in 2012-2013, press office of the state service on combating socially dangerous diseases reported.

“Last year Ukraine signed agreements on the first stage of the 10th grant (2012-2013) with the Global fund on fighting AIDS. The budget of the two-year grant program is 86 million dollars. After the introduction of the first stage the sides will decide on further realization of the grant agreements,” the report says.

Within the 10th grant the program provides for creation of a viable system of complex services on prevention HIV, treatment, observation and support of risk groups of HIV infected in Ukraine.

Official: Insurance medicine should be introduced from 2014

The first deputy head of President’s Administration Iryna Akimova believes that insurance medicine should be introduced from 2014, not earlier, as she said in a comment to ForUm.

“Introduction of insurance medicine should be careful and well-thought. We have to choose the right moment for such system, and I believe that it is real not earlier than in three years, somewhere in 2014. First we need to restructure the primary medicine, and then to introduce the rest,” she said.

According to Akimova, the authortiies should take into account that the introduction of insurance medicine will increase financial duty of enterprises regarding social payments.

“In the course of overcoming the economic crisis business cannot afford additional expenses. Before enlarging the tax base, even for such noble purpose, we should come to understand the current situation. Before this, it is better not to introduce the obligatory insurance medicine,” Akimova summed up.

Number of AIDS, tuberculosis cases growing in Ukraine

Number of AIDS, tuberculosis cases growing in Ukraine

Ukraine and Russia are the leaders of the region on growth rate of AIDS and tuberculosis cases, executive director of Global fund on fight against AIDS, tuberculosis and malaria Michael Kazachkin told a briefing, ForUm correspondent reports.

According to the official, in the counties with the widest spread of these diseases the epidemics either have reached the peak and going down or stop growing, while in Ukraine and Russia the tendency of growing continues. “It is the result of economic and social difficulties and poverty of the population,” he said.

Kozachkin states that Ukraine successfully cures HIV, but still needs to solve a number of important problems. In particular, Ukraine needs to extend expansion of replacement therapy on the larger number of drug addicts in order to reduce the growth rate of HIV/AIDS epidemic and to provide proper treatment of tuberculosis in prisons.

According to the official, at the meeting with Ukraine’s PM Mykola Azarov the latter assured that Ukraine will expand the introduction of replacement therapy.

In her turn, head of the state service on fighting HIV/AIDS and other socially dangerous diseases Tetyana Oleksandryna informed that the state plans to finance the treatment of 47 thousand AIDS patients, while now only 21 thousand of AIDS infected are getting state financed treatment.

Ministry for infrastructure not to buy cars at budget expenses

Ministry for infrastructure of Ukraine will not use budget means for vehicles and mobile communication.

As ForUm learned from the press office of the ministry, according to the order by Vice PM and Minister for infrastructure Borys Kolesnikov, the Ministry is prohibited to use budget means for purchasing vehicles and mobiles, as well as for paying transportation and communication services.

Consequently, this year the Ministry staff has refused transportation services and will not use office mobile phones for money saving reasons.

PM Azarov: Gas price in Ukraine is five times higher than in US

At the meeting with executive director of Global fund Michael Kazachkin, Ukraine’s PM Mykola Azarov declared that the gas price in Ukraine is five times higher than in the U.S.

“Extremely disadvantageous agreement on gas supply from Russia is still in force. The gas price in the U.S is 99 dollars per a thousand cu m and in Ukraine, without account of Kharkiv discount, is 516 dollars per a thousand cu m. Just think about it for a minute. It is five times higher,” Azarov said.

According to the PM, it is additional one billion dollars of monthly payments of Russia. In Azarov’s opinion, these means could have been used for healthcare and social needs, including the fight against HIV/AIDS.
