A passenger poisoned taxi driver to avoid paying the bill

Traffic police officers saved the life of a taxi driver, poisoned by a passenger.

“It happened on Christmas in Mykolaiv. To avoid paying the bill a passenger drugged the coffee of the taxi driver and escaped. Taxi driver Oleksandr Romanov told us that a passenger asked to bring him from Kherson to Mykolaiv. When they arrived to the destination point the passenger asked to wait for his girlfriend and offered a cup of coffee. In several minutes the driver felt bad and the passenger went to the nearby bushes, hoping for the driver to lose consciousness. But the driver managed to start the car and to drive to the nearest check point of traffic police.  He asked the officers to bring him to a hospital and fainted,” the police report says.

According to doctors of a hospital, the taxi driver was lucky to be brought so fast. Some minutes longer and the taxi driver would have died. After the examination the doctors diagnosed poisoning with a psychoactive substance.

Speaker: GTS fate depends on Cabinet of Ministers

Consideration of the draft bill on gas transportation system will depend on explanations by the Cabinet, speaker of the parliament Volodymyr Lytvyn told a press conference, ForUm correspondent reports.

In speaker’s opinion, this draft bill raises doubts regarding expediency of its adoption. “In accordance with the European standards, we cannot have monopoly on extraction and transportation of gas. Hence, we must adopt the law stipulating division of functions regarding extraction and transportation. As for possible lend-lease, concession or privatization of the gas transportation system, we should discuss this issue,” Lytyvn said.

The speaker noted that the main task for the moment is to hold independent and unbiased estimation of GTS value by respected experts.

“The question is on what conditions. I suggested considering this question when the government informs the parliament on every detail. The fate of draft bill on GTS depends on government’s readiness to answer the questions and to report before the society,” the speaker summed up.

UN welcomes Ukraine President’s submission of draft Criminal Procedure Code to Parliament

The regional representative office of the UN High Commissioner for Refugees in Belarus, Moldova and Ukraine welcomes the new draft Code of Criminal Procedure submitted by President Viktor Yanukovych of Ukraine to the Verkhovna Rada on January 12.

The section of the draft Code on extradition of persons who have committed a criminal offense was developed to meet Ukraine’s obligations on non-refoulement of refugees in accordance with the 1951 Convention on the Status of Refugees and the 1967 Protocol thereto, the press service of the UNHCR mission said, according to UKRINFORM .

These persons are both recognized refugees and persons who have just applied for their recognition as refugees or persons in need of additional protection, as well as those who exercised their right to appeal relevant decisions before final consideration of such applications in accordance with the legislation of Ukraine. This section also provides for not presenting to foreign countries that submit extradition requests information on the above applications or appeals against appropriate decisions.

UNHCR also warmly welcomes introduction by the draft Criminal Procedure Code of amendments to other legislative acts of Ukraine and hopes that they will contribute to its monitoring the application of the 1951 Convention on the Status of Refugees, to which Ukraine joined on January 10, 2002, and improvement of cooperation with government authorities in providing international protection to refugees, the statement says.

According to UNHCR, as of January 1, 2012, there were about 2,500 recognized refugees and 5,875 stateless persons in Ukraine.

Main problem of Russian-Ukrainian dispute is additional transit routes, Minister says

Russia’s principal position on creation of additional transit routes for delivery of its natural gas to European customers doesn’t suit Ukraine, Minister  of Energy and Coal Industry of Ukraine Yuriy Boiko told journalists in Kyiv on Friday.

“The matter is that the pipe line works, and we want the guarantees of full load,” the Minister said.

Boiko said that Ukraine would continue advocating the creation of tripartite gas consortium with participation of European consumers and would not consider selling its gas transportation system.

Ukraine’s speaker believes future MPs are not for sale

Speaker of Ukraine’s parliament Volodymyr Lytvyn believes that in the new parliament, elected on mixed system, the political forces will not be able to buy deputy, elected on majority system, ForUm correspondent reports.

Speaking at a press conference, Lytvyn said that MPs by majority will feel their responsibility before voters. “Taking into account challenging pre-election battles, I’d love to see that deputy, who will sell himself to the first proposition after he will have broken through election obstacles and will have overrun his rivals and then. An MP by majority will know his value and will follow his voters, if he wants to live a long political life, of course,” the speaker said.

President’s aid revealed details of Naftogaz reformation

The reform of energy sector provides for reformation of Naftogaz and division of functions of extraction, transportation and delivery to consumers, president’s representative in the parliament Yuri Myroshnychenko told a briefing, ForUm correspondent reports.

Myroshnychenko reminded that during the meeting of the parliamentary committee on economic reforms Energy Minister Yuri Boiko focused his attention on these details. “It is an international practice, and it is advanced. All civilized counties, including the European Union, follow this practice,” he said.

At the same time Myroshnychenko refused to comment on possible joint enterprise with participation of Naftogaz and Gazprom. “I cannot comment on this issue, as I have no information on this,” he explained.

President’s aid: Reforms of 2012 to be focused on 14 directions

In 2012 the work on reforms in Ukraine will continue in 14 key directions, president’s representative in the parliament Yuri Myroshnychenko told a briefing, ForUm correspondent reports.

In particular, Myroshnychenko informed that only 80% of the planned reforms were carried out in 2011, and 20% were postponed for 2012.

According to the President’s aid, the main directions of the reforms in 2012 are:

– reform of the energy sector;
– deregulation of entrepreneurship development and reformation of administrative service system;
– reform on education and development of scientific and technical sector;
– international economic integration;
– reform of social sector;
– reform of state finances;
– reform of state management;
– reform of financial sector;
– development of agricultural sector and land reform;
– reform of housing and utilities infrastructure;
– reform of medical assistance;
– privatization and state property management;
– development of transportation infrastructure;
– national projects.

Myroshnychenko underlined that all 14 directions ill be under control of the president, Cabinet and parliament. He also noted that the authorities will focus on decentralization and transference of reforms at the regional level.

Lviv Regional Council refuses to allow Naftogaz to develop oil and gas fields in region

A commission at Lviv Regional Council has not agreed on the issuance of special permits for geological exploration, including the pilot and industrial development of oil and gas deposits in the region with the subsequent production of oil and gas, according to UKRINFORM.

The head of the Commission on Environment, Natural Resources and Recreation at Lviv Regional Council, Iryna Sekh, said after a meeting of the commission on January 12 that the issue concerned the Vasylenkivska, Burshtynska, Viktorivska, Haichynska, Dnistrovska, Leonivska, Martivska, Mishunivska, Rava-Rusko-Krekhivska and Chumatska sites of Naftogaz of Ukraine.

The company’s management for the second time asked the regional council to approve the receipt of special permits for geological exploration.

Sekh said that Naftogaz was not meeting its commitments to the communities living in the areas where the company extracts mineral resources, which are specified in an agreement on cooperation between the company and Lviv Regional State Administration.

“The company’s activity is leading to a significant increase in the level of environmental hazard in extraction sites,” the head of the commission added.

According to the commission, a framework agreement with Naftogaz last year was fulfilled only by UAH 7 million out of a planned UAH 27 million.

The Commission on Environment, Natural Resources and Recreation at Lviv Regional Council asked the management of Naftogaz of Ukraine to instruct its subsidiary enterprises to pay taxes.

In addition, it was decided at the meeting to recommend the company to sign agreements with territorial communities envisaging the mandatory reclamation of oil and gas deposits after the end of their operation, taking into account all of the proposals of the public.
