PM Azarov: Ukraine ready to sue Russia over gas

Ukraine is ready to turn to the international arbitration in case of unsuccessful negotiations with Russia over gas price, Prime Minister Mykola Azarov has posted a comment on Facebook, answering a question from a user: “how long Ukraine could wait for a compromise from Russia.”

“Ukraine is ready to consider our dispute at the international arbitration, but we expect that if the strategic partners fail to achieve mutual understanding, then such opportunity remains the only option for us,” Azarov emphasized, UKRINFORM reports.

“But before that we want to agree, if we really are strategic partners,” he added.

Azarov also promised to “minimize the negative impact on inflation” from new price for gas.

“The gas price of USD 416 has already been in 2011, and inflation depends primarily on whether the decisions to raise the rates associated with such high gas prices are made,” the prime minister underscored.

“Surely, the impact of high gas prices and the associated industrial costs and price increases exist. For us, this is a problem both in 2011, and in 2012, but we do everything we can to minimize the negative impact on inflation. We have coped with it so far. Hopefully, we will also do next year,” he said.

Justice Minister: Reformation of Ukrainian prisons require around UAH 8 millard

To reform the Ukrainian prisons in line with European standards Ukraine’s authorities must increase funding of the State Penitentiary Service by three times, Minister of Justice Oleksandr Lavrynovych told a press conference in Kyiv.

“There are 184 penal institutions with 154 thousand 100 detainees, and these establishments require some substantial budget funding to create proper conditions, accepted in all European countries,” the Minister said.

Lavrynovych informed that in 2011 the State Penitentiary Service received 2,603 milliard hryvnias of funding, and the 2012 budget provides for UAH 2,625 milliard. “To bring the institutions in accordance with European standards the amount of financing should be increased by three times. Unfortunately, the state does not have such a possibility for now,” the official added.

Lavrynovych also informed that the Ministry of Justice had developed a 5-year strategy for reforming the State Penitentiary Service.

Ukraine bans export of oil and gas in 2012

The Cabinet of Ministers of Ukraine has set a quota for export of oil of Ukrainian origin at the amount of 0 tons. The corresponding resolution was adopted December 26 and has been published Thursday, December 29.

According to the resolution, the quota for export of Ukrainian gas has not been determined yet: the government plans to set the quota in accordance with the expected annual balance of receiving and distribution of natural gas.

The resolution also says that in case of increase of quotas for oil export, corresponding licenses will be granted by a decision of the special commission under the Ministry of economic development and trade.

In 2010 and 2011 the natural gas and oil of Ukrainian origin were in the list of goods, subjected for licensing, but export quotas were not set.

According to the data of the State Customs Service, in 2010 and 2011 export of oil and its products from Ukraine were not realized. The last time these items were exported was in 2009 – 7.5 tons worth $2.3 million were exported to Poland and Moldova.

At the beginning of September 2011, Energy Minister Yuri Boiko declared that if Gazprom insisted on purchasing Russian gas in full amount, registered in the contract, Ukraine would export gas of domestic production. Re-export of Russian as is prohibited by the agreements.

Stations of Kyiv metropolitan to be numbered for Euro-2012

For better orienting of tourists in Kyiv during Euro-2012 the lines and stations of the Kyiv metro will be numbered.

Numbers will be given to every line of the metro: hence Svyatoshyn-Brovary line will have number 1, Kurenevsko-Krasnoarmeiska will have number 3 and Sirets-Pechersk line will have number 3, ForUm learned from the press office of the Kyiv city administration.

Every station will also get its personal number, three-digital one. The first digit will mean the number of the line and second two digits the very number of the station. For example, station “Heroiev Dnepra” of Kurenevsko-Krasnoarmeiska line will have the number 210, and station “Minska” – 220.

Signs with numbers have already been installed on some stations, and by the beginning of Euro-2012 every station will be transliterated and numbered.

President’s aid: Economic growth in Ukraine shouldn’t be underestimated

In 2011 Ukraine’s economy, despite the difficult international situation, was developing quite well, President’s aid and representative in the Cabinet of Ministers Iryna Akimova told the press.

According to Akimova, this assessment is proved by objective measures. “The overall growth of GDP will be about 5%, the growth of industry and agriculture – this is objective facts showing that really much was done to stabilize the macroeconomic situation in Ukraine,” the president’s aide noted.

She particularly emphasized that these macroeconomic indicators helped increase social benefits. “The fact that Ukraine’s economy in 2011, which was very hard for entire Europe, was growing, cannot be underestimated,” the official underscored.

Foreign Minister of Ukraine Kostyantyn Hryshchenko declares that the model of cooperation between Ukraine and the Customs Union in the format of “3+1” must be based on mutual cooperation. He expressed confidence that a compromise formula that would satisfy protectors of domestic market in the Customs Union and our exporters who wish to work in this market can be always found.

However, Kostyantyn Hryshchenko said that the share of member-states of the Customs Union, that plan to create the Eurasian Union, accounts for almost the same volume of Ukrainian trade as a share of 27 EU member states. That’s why our government is looking for an acceptable formula of interaction with this Union for the sake of advocacy of Ukrainian exporters’ interests.

Constitution of healthy person developed in Ukraine

The State Service of Youth and Sports has developed a draft concept of the state targeted social program for forming a healthy lifestyle of young people in Ukraine in 2013-2017. In order to attract young people to active lifestyles, a Healthy Person Constitution was drafted, First Deputy Chairman of the State Service Serhiy Hluschenko told a Thursday press conference summarizing the results of 2011, according to UKRINFORM.

“The most important goal that should be set before the state is to attract young people to healthy lifestyles and sports. That is why the State Service of Youth and Sports is working on the formation of new values for young people,” Hluschenko said.

As reported, official of the state service on sport and youth of Ukraine Serhiy Hluschenko told a press conference that Ukrainians do not follow healthy life-style. “Now young people are interested in other things. The most popular are substitutes of happiness – alcohol, drugs, smoking,” he said.

Tymoshenko won’t be taken to prison for now – Justice Minister

Ex-Prime Minister Yulia Tymoshenko will be kept in pre-trial detention facility until all criminal proceedings launched against her are completed, Justice Minister Oleksandr Lavrynovych told a press conference Thursday, ForUm correspondent reports.

He specified that a convict can be transferred to prison, where he or she will serve the sentence, only when the verdict comes into force, all documents are issued and there are no other questions in the courts.

There is still a number of criminal cases, launched against Yulia Tymoshenko, and pre-trial investigation is continuing. Hence I cannot say for sure when she will be transferred,” the Justice Minister said.
