President approved moratorium on land sale

Ukrainian President Viktor Yanukovych has signed a law to extend a moratorium on land sales until January 1, 2013, the presidential press service reported Wednesday.

The law prohibits until January 1, 2013 the alienation and change of the designated purpose of commercial and private agricultural land. The law also prohibits until January 1, 2013 the putting of rights to land plots into the charter capital of business entities.

The law was passed by the parliament on December 20, 2011 with 275 votes in favour.

Epidemic of measles growing in Western Ukraine

The number of cases of measles disease in Ukraine keeps growing, Health Ministry reports.

According to the latest data, as of December 27 1112 cases of measles were registered in Western regions of Ukraine, and 82 cases out of the total were registered for the latest 24 hours.

In particular, 53 cases were registered in Volyn region, 23 cases in Transcarpethian region, 263 cases in Ivano-Frankivs region, 734 cases in Lviv region with 56 cases for the latest 24 hours and 39 cases in Rivne region.

SBU opens espionage cases against three foreigners in 2011

This year the Security Service of Ukraine (SBU) has initiated two criminal cases on espionage against three foreigners, the SBU says in its 2011 report, according to UKRINFORM.

This year the national security service also smashed 15 gangs comprised of Ukrainian and foreign citizens. The criminals were involved in smuggling and illegal sale of nuclear materials, radioactive and chemical substances.

87 kg of nuclear material (uranium-235 and uranium-238), 600 kg of radiation contaminated pipes, more than 22 tons of high-toxic 1-class hazard chemical substance were withdrawn from illegal circulation.

Security service agents also revealed eight crimes committed “in a socially dangerous way, and with signs of a terrorist attack”. During the mentioned period 154 persons were revealed who had deliberately transmitted false report about the threat to public safety, destruction or damage of property.

Economy Ministry to change the set of the basket of goods

Ukraine’s Ministry for economic development and trade is engaged into preparation of propositions on new set of the basket of goods, Deputy Economy Minister Vadym Kopylov told a briefing, ForUm correspondent reports.

“Ministry for economic development jointly with other ministries and departments has worked out new position and will submit its draft decision after New Year,” Kopylov informed. In particular, he said, the Ministry may change the list of goods of the basket, which is taken into account for inflation calculations.

“First we will decide on the basket of goods and then will work on the rest,” the official said. He also informed that the government is working on a draft bill, which provides for establishment of a national department on the system of standards, in order to “adapt Ukrainian legislation to the one of the European Union.”

Gazprom to press on with South Stream regardless of Ukraine option

Russia’s gas export monopoly Gazprom will not abandon its plans to implement the South Stream gas pipeline project, even if it reaches agreement with Ukraine on operating its gas transportation system, Gazprom export head Alexander Medvedev said on Wednesday, according to RIA Novosti.

At their ongoing gas price talks, Moscow and Kiev have been recently discussing the possibility of creating a joint venture to operate the Ukrainian gas transportation system, a core transit route for Russian natural gas supplies to Europe.

“Even if we take into account the Nord Stream, the South Stream, the Nabucco (western-backed rival project) and liquefied natural gas, all the same, the shortage of gas supplies to Europe will be some 15-20 billion cubic meters,” Medvedev told reporters.

Russia plans to launch the South Stream pipeline, intended to carry Russian natural gas to Europe along the Black Sea bed, in 2015. The pipeline will transport up to 63 billion cubic meters of gas to central and southern Europe, diversifying Russian gas routes away from transit countries such as Ukraine.

Tomenko: 2011 is the best year by number of adopted laws

The year 2011 is the best year by number of adopted decision by the parliament, but the worst by the quality of the adopted laws, deputy speaker Mykola Tomenko told a press conference.

“If we estimate the work of the parliament in this year, we can say that this year is the best one in the history of Ukrainian parliamentarianism by number of adopted laws and resolutions. But at the same time, t his is the worst year even by the quality of the adopted laws,” he said.

According to Tomenko, the parliament has lost his weight and importance as an institute of decision-making and has been turned into a machine for voting.

Opposition believes Tymoshenko, Lutsenko to participate in 2012 parliamentary elections

Opposition’s Deputy Verkhovna Rada Speaker Mykola Tomenko believes that international courts will have time to have their say before the official start of the election campaign and the Batkivshchyna leader Yulia Tymoshenko and former Interior Minister Yuriy Lutsenko will participate in the parliamentary election 2012.

“We still have plenty of time. We hope that by 30 July, we will complete our action in international courts and both Tymoshenko and Lutsenko will be in a common list of Batkivshchyna-People’s Self Defense, the politician said, according to UKRINFORM.

Meanwhile, Oleksandr Turchynov, the deputy chairman of the Batkivshchyna party, on Wednesday announced the beginning of a merger of the parties Batkivshchyna and People’s Self Defense on the basis of Batkivshchyna. Consultations were held between the leaders of the parties, who decided to begin the unification process, he said.

The leaders of both parties, now jailed at Lukyanivsky detention center in Kyiv made an appeal to all opposition political forces to unite.

Premier is happy about growth of birth rate

Despite the economic crisis and political shakes Ukrainian families are steady in their decision to have children, Prime Minister of Ukraine mykola Azarov said at Wednesday session of the Cabinet, ForUm correspondent reports.

“By results of 10 months of this year the birth rate has grown to 11 babies per 1,000 of population. Besides, for the first time over the years of independence the span of life has increased by 1.4 year. Whatever they say about the government, a growth of the birthrate and lifespan says better than all the words about positive expectations concerning the future,” Azarov said.

In addition, the Premier reminded that up-to-date perinatal centers will be opened in eight regions of Ukraine in 2012. “Next year, we are planning to open up-to-date perinatal centers in eight regions. Later, such centers will appear all over Ukraine so that professional aid to mothers and newborns with risks of development is timely and generally accessible,” Azarov said.
