FM: Absence of effective authority in Libya hampers release of Ukrainians

The Ukrainian Foreign Ministry expects by the end of the year to release the Ukrainians held in Libya, Oleh Voloshyn, Director of Information Policy Department at the Ministry of Foreign Affairs of Ukraine, said at end-of-year news conference in Kyiv on Tuesday.

“We hoped that by the end of the year they will be released. This process is not moving, unfortunately, as we wanted,” he said, UKRINFORM reported.

According to Voloshyn, the problem with the release is also due to the absence of effective authority in Libya.

As reported, in early September more than 20 citizens of Ukraine were detained in Libya. They are suspected of being involved in the fighting in Libya on the side of the troops of the former Jamahiriya leader Muammar Gaddafi.

The Ukrainian side has denied the accusations, claiming that all those citizens worked as cooks and oil engineers.

Movies about WWII to be shown in cinemas for free

President of Ukraine Viktor Yanukovych has signed an amendment to the law of Ukraine “On perpetuation of the victory in the Great Patriotic war of 1941-1945 years”, ForUm learned from the presidential press office.

According to the amendment, feature films and documentaries about the Great Patriotic war of 1941-1945 years must be shown free of charge in state and municipal cinemas and other culture institutions during May month.

The presidential press office notes that the signing of the amendment will promote people’s awareness about heroic deeds of defenders and liberators, will satisfy cultural and spiritual demands of war veterans, will preserve the memory about tragic pages of the country’s history and will train patriotism and respectful attitude towards older generation among the youth.

The law comes into force from January 1, 2012.

FM: CIS is no longer a threat to Ukraine’s sovereignty

Intensification of cooperation between Ukraine and the CIS is a significant achievement of the Ukrainian Foreign Ministry in 2011, Oleh Voloshyn, Director of Information Policy Department at the Ministry of Foreign Affairs of Ukraine, told end-of-year press conference in Kyiv Tuesday, according to UKRINFORM.

“The main thing is that we no longer consider the very cooperation as some kind of a threat to Ukraine’s sovereignty. On the contrary, the Organization is put into the active arsenal of Ukrainian policy on the post-Soviet space,” he said, summing up the activities of the Foreign Ministry in 2011.

According to Voloshyn, the Organization is beneficial for Ukraine. “We use this particular platform [CIS – ed.] in order to advance our interests. If a free trade area (FTA) with CIS starts working, it first and foremost will be a win for domestic companies,” the diplomat emphasized.

Voloshyn added that a FTA with the CIS “in no way contradicts the creation of a FTA with the European Union”.

Constitutional Court: Cabinet has a right to determine the size of social benefits

Constitutional Court: Cabinet has a right to determine the size of social benefits

The Constitutional Court of Ukraine has decided that the Cabinet of Ministers has a right to set the amount of social benefits in accordance with financial possibilities of the state. The decision was announced by CC chairman judge Anatoly Golovin.

In particular, the CC recognized as constitutional the paragraph 4 of the regulations of state budget of Ukraine for 2011, according to which the government is given the right to set the amount of social benefits to such categories of citizens as Chernobyl liquidators, children of war and the dismissed from military service.

The decision was made December 26, 2011.

As reported, on June 16 President Viktor Yanukovych signed the amendments to the Law “on state budget of Ukraine for 2011,” adopted by the parliament on June 14.

51 MPs appealed to the Constitutional Court with a request to define whether the amendments were constitutional.

Former Interior Minister Lutsenko names his principle mistakes

Former Minister for Internal Affairs Yuri Lutsenko claims he has learned to understand better the life after spending a year in the detention facility.

“I’ve always loved life. In police I’ve seen its dark side. On Maydan I loved politics, in the lobby of the power I saw its guts. For a year of being in prison I’ve had time to think, analyze and I’ve learned to understand the life better, I’ve become less naive,” Lutsenko told journalists.

Among his principle mistakes for the past years he named his faith in the intentions of the former President Viktor Yushchenko to change the situation in the country for better and his consent to head the Interior Ministry under the Prosecutor General, controlled by the Party of Regions.

As a reminder, Lutsenko was arrested December 26, 2010 and has been kept in a detention facility since then.

Lytvyn: Outgoing year is a year of "continuous struggle"

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn calls the outgoing year a year of “continuous struggle.”

“The outgoing year is a year of continuous struggle, continuous attempts to keep the situation in the Verkhovna Rada at an acceptable level,” Lytvyn told journalists and added that he was trying to “preserve the face of the Verkhovna Rada.”

Among the key decisions taken by the parliament this year Lytvyn mentioned the pension reform, the law on elections and the budget for the next year. He noted that it might seem sometimes that the decisions are being taken quickly and easily. “On the contrary, the decision-making process is preceded by hard work and long discussions,” he stressed.
 
The speaker also expressed a hope to have the next year successful.

Diplomat: In 2012 Ukraine plans to cancel visa travels with number of countries

Ukraine in 2012 plans to abolish visa requirements with Malaysia, Singapore, Uruguay, Chile, South Korea and Kuwait, Oleh Voloshyn, Director of Information Policy Department at the Ministry of Foreign Affairs of Ukraine, told end-of-year press conference in Kyiv Tuesday, according to UKRINFORM.

According to him, next year a simplified procedure for obtaining visas to Switzerland is likely to be in force too.

As reported, the Ukrainian Foreign Ministry in 2011 has signed nine bilateral agreements on visa-free travels.

In particular, the appropriate agreements with Argentina, Bosnia and Herzegovina, Brazil, Brunei, Israel, India and Serbia.

In addition, two agreements were signed on simplification of visa regime with Bulgaria and Norway.

Arsenal of ammunition revealed in Rivne region. People being evacuated

Entire arsenal of ammunition has been discovered on the property of one of the residents of Beresne city, Rivne region, ForUm learned from the press office of the Rivne department of Emergency Control Ministry.

The resident got into the resuscitation department of a local hospital with traumatic amputation of the right hand after he had tried to dissemble a mortar shell of 82 mm caliber.

Officials of the Emergency Control department together with local law enforcement officials have discovered about 300 shells of 125 mm caliber, 40 shells of 45 mm caliber in the back room of the house and a great number of explosives in the outhouses.

According to experts of the Emergency Control department, the explosives belong to the first category – the most dangerous. Local officials have started evacuation of residents within the area of dangerous findings. Pyrotechnicians of the local department are to take out the ammunition to a secure place for further neutralization.
