Diplomas of some universities can be put in garbage with every reason, official says

Head of the parliamentary committee on education, MP from the Party of Regions Maxim Lutski believes that independence of universities and increase of education quality are possible only under the condition of reduction of the number of educational institutes.

“We have both private and state universities, diplomas of which can be easily put in garbage. This issue must be solved at first. We need to reduce the number of universities and to broad financial, academic and social independence of the remaining ones,” the MP told journalists speaking about the adoption of a new version of the law “On higher education”.

According to him, Europe and the US have prestigious private universities, graduates of which are highly rated at the labour market. “Students there study two-three foreign languages; lectures are delivered by well-known specialists in this or that sphere. I am sure we can make something similar in Ukraine,” the politician pointed out.  

According to him, the form of property of a university does not influence the quality of education. “With the new law we give a possibility to both private and state universities to develop and improve the quality of education,” Lutski underlined.

Money saved after gas price revision to be directed to national projects

At the expense of means saved after the revision of the Russian gas price the Finance Ministry of Ukraine plans to finance national projects, Finance Minsiter Fedor Yaroshenko told the parliament presenting the state budget for 2012.

“As for the national projects, they have already been estimated, but not included into the state budget,” the Minister said.

According to him, after two months the Ministry intends to reconsider the state budget in connection with the revision of the price for Russia gas. “We will have spare money and we will submit amendments to the state budget for parliament’s consideration. These amendments will enable financing of national projects in full – 1.4 milliard hryvnias,” the official said.

Ukraine’s parliament adopted state budget for 2012

The Verkhovna Rada of Ukraine has passed in its second reading and adopted as a whole the state budget for 2012. 250 MPs with 226 necessary votes have passed the bill, ForUm correspondent reports.
Finance Minister Fedor Yaroshenko declared that after the first reading the draft bill had been amended with 1300 amendments.

In the approved budget draft, the government reduced the consolidated budget revenues forecast by 4.2 billion UAH to 424 billion UAH (1 USD – 7.99 UAH). According to Finance Minister Fedir Yaroshenko, this was due to the reduction target figures for income tax, excise duty and value added tax.

State budget revenues decreased by 2.4 billion UAH and account for 332 billion UAH, local budget revenues by 1.8 billion UAH to 92.6 billion UAH.

At the same time, outlays of the 2012 consolidated budget will be 461.7 billion UAH.

Compared with the budget for 2011, the 2012 budget outlays will increase by 35 billion UAH.

Subsistence level, compared with 2011, will grow by 128 UAH per one person, which, according to Yaroshenko, is almost twice the rate of growth of consumer prices.

Gazprom not to sign new gas contract with Ukraine

Gazprom does not intend to sign new gas contracts with Ukraine, Gazprom CEO Aleksey Miller told journalists Thursday, according to RIA Novosti.

At the same time he did not rule signing additional agreements or amendments, but only after the New Year.

“I said already there will be no presents for New Year. Anyway, acting contracts are out of the question, but additional agreement is possible,” Miller said.

Parliament not to consider decriminalization of Tymoshenko article

The Verkhovna Rada, Ukraine’s parliament, has refused to put on its agenda bill No. 9533 introducing amendments to the Criminal Code of Ukraine regarding the harmonization of the national criminal law with the United Nations Convention against Corruption. Only 156 MPs voted for this decision, with at least 226 votes required, UKRINFORM reports.

This document, which was registered in the Verkhovna Rada by BYuT-Batkivshchyna MP Viktor Shvets, proposed decriminalizing the article of the Criminal Code of Ukraine under which former Ukrainian Prime Minister Yulia Tymoshenko was convicted. The Regions Party, the Communist Party and the People’s Party did not vote for this decision.

The parliament has started considering Ukraine’s draft state budget for 2012 in its second reading.

Prosecutors should not persecute people for pasties

Speaking at an extended meeting of the panel Prosecutor general of Ukraine Viktor Pshonka has criticized his staff for instituting criminal cases on “trifling grounds”, ForUm correspondent reports.

In particular, the Prosecutor general is not satisfied with work of prosecutor of Donetsk region Volodymyr Vishinski, prosecutor of Poltava region Andriy Myronov, prosecutor of Kyiv, as well as heads of military prosecution.

According to Pshonka, officials often institute criminal cases for insignificant violations. “For example, military prosecution has instituted a case against a contract sergeant who was selling home-made pasties on the territory of the base…Common, have some respect to the Law,” he said addressing his subordinates.

As another example he told about criminal persecution of a soldier, who gave a ride to civilian on official transport and charged him with 30 hryvnias.

Ukrainian pedestrians may be obliged to wear flickers

Next year the traffic police department of the Interior Ministry of Ukraine will submit to the parliament a proposition to oblige pedestrians to wear flickers during night time, head of the security department of the traffic police Serhiy Budnyk told the press, ForUm correspondent reports.

According to Budnyk, the ratio of dead in accidents in Ukraine is 10.6 per 100 thousand people, i.e. 10 people every 24 hours. “A lot of pedestrians got hit to death because of poor lighting during night time, especially in small towns,” the official said.

He added that if the amendments to the law on traffic are adopted the police department will hold information campaign and following Estonian experience will introduce flickers for pedestrians.

In his turn Estonian ambassador to Ukraine Lauri Lepik informed that center “Dobrochyn” together with law enforcement bodies is realizing Ukrainian-Estonian project on reduction of accidents. “For this purpose we have bought 50 thousand flickers, and within the information campaign we distribute in schools 600-800 flickers daily.

Traffic police liquidating places of concentration of accidents

Traffic police is conducting works on liquidation of places of concentration of accidents on all roads of Ukraine, head of the security department of the traffic police Serhiy Budnyk told the press, ForUm correspondent reports.

According to Budnyk, traffic police issues recommendations for relevant enterprises on construction, reconstruction and change of traffic schemes and examines road construction sites to check their correspondence with the norm of traffic security.

The official also informed that the department allocates lots for underground and surface crossings.
