Ukraine has accumulated almost 35 milliard tons of waste

The Prosecutor’s General Office has held an interdepartmental meeting on legality of waste handling, ForUm learned from the press office of the prosecution.

The problem of the environmental protection from waste disposal becomes more urgent with every passing year, first of all, due to increase of waste volumes and incorrect methods of its disposal.

The major part of waste is accumulated in chemical, metallurgical, coal, fuel and energy industries, as well as in agro-industrial complex. Volumes of domestic waste also increase annually. For the last five years the area of landfills has increased from three to eight thousand hectares. At the same time more than a thousand of landfills do not meet the norms of ecological security, while about 500 of landfills are inactive and overloaded.

Due to absence of proper system on waste disposal, authorities annually reveal unauthorized landfills of total area of more than a thousand hectares.

The participants of the meeting have come to the conclusion that under such conditions the local executive bodies as well as bodies of state control should stir up their activities regarding this issue as soon as possible.

President has signed the law on decriminalization of economic crimes

President Viktor Yanukovych of Ukraine has signed the law on humanization of responsibility for economic crimes, President’s aid on judicial system Andriy Portnov told a briefing, ForUm correspondent reports.

“The President of Ukraine authored this law, the Parliament adopted the law, and it shall enter into force one month after its signing,” he said.

According to Portnov, there has been excessive criminalization and unnecessary interference with economic entities’ activity.  “Law enforcement bodies were going too far sometimes,” he said. Portnov believes that such situation created unnecessary barriers to business development, worsened investment climate in the state and at the same time did not promote proper compensation of damages caused by illegal efforts of the law enforcement bodies.

“We have totally decriminalized 16 definitions of crime,” Portnov informed. According to him, instead of punishment with imprisonment, the law imposes sanctions in the form of fines for crimes in the economic sphere. The court may replace a fine with another sentence only if it is not paid within the period established by a court ruling.

Portnov also informed that the law establishes the sizes of fines and bails from 17 thousand hryvnias up to 289 thousand hryvnias, depending on the gravity of a crime. The convicted offenders or those who are already serving a sentence in detention facilities can be released in case of paying the fine. “The size of the fine will be calculated according to the remaining term of imprisonment,” the official said.

Ukraine expels two mafia bosses

Police in Kyiv and Lviv arrested two previously convicted nationals of Georgia and Russia, nicknamed in the criminal world as ‘Ramaz’ and ‘Vakha’, the Ukrainian Interior Ministry said in a statement Tuesday, UKRINFORM reports.

Police officials said they came to Ukraine for the purpose of redistribution of spheres of influence in the criminal environment and tried to control groups that deal with property offenses.

The law enforcers decided to expel these criminals, and also issued a ruling prohibiting their entering into the territory of Ukraine for a period of five years. ‘Ramaz is already outside of Ukraine, and ‘Vakha’ will soon leave the country, police said.

Judicial reform is not limited only to adoption of new Criminal Code – Yanukovych

The adoption of a new Criminal Procedure Code of Ukraine will become another step in establishing a qualitatively new system of legal protection of a citizen, the society, and state from criminal offenses and improving the criminal proceedings, President Viktor Yanukovych said at today’s solemn meeting on the occasion of Court Employee’s Day, ForUm learned from the presidential press office.

The President also stressed that the reform does not limit itself to the adoption of a new Criminal Procedure Code. According to him, the law to humanize liability for economic violations also aims to establish the standards of humanism in the area of criminal penalties, to reduce the use of imprisonment as a preventive measure, etc.

“Being aware of the fact that human rights and liberties are guaranteed not only by the court, in November 2011, I have created the Working Group to Reform the Advocacy and Prosecution,” said Viktor Yanukovych. He said the purpose of this working group is to fundamentally renew the legislative regulation of the judiciary and the bar on the basis of ensuring the observation of constitutional rights and implementing internationally recognized democratic standards in this area.

“The priority of this reform is also in our country’s commitments to the Council of Europe, which has repeatedly urged the Ukrainian authorities to implement it,” said the President of Ukraine.

President: Effective judicial reform is real path to European community

President Viktor Yanukovych believes that effective judicial reform is a practical step towards modernizing the country and real path to the European community, he said at today’s solemn meeting on the occasion of Court Employee’s Day at the Supreme Court of Ukraine, ForUm learned from the presidential press office.

Therefore, Viktor Yanukovych said, profound judicial reform has become one of his first initiatives as President.

“The main requirement is that the country must have fair, honest courts, acting under the law and protecting the rights of every citizen. That is the requirement and expectation of the citizens of Ukraine,” he said.

Viktor Yanukovych noted that the procedure of appointing judges introduced by the Law On the Judiciary and the Status of Judges ensures that the process is objective and impartial, with its main criteria being the knowledge and moral qualities of the candidates.

“The High Qualification Commission of Judges of Ukraine has completed the selection of candidates under the new rules. This gives grounds to say that future judges will be the people most worthy of this high rank,” he said.

However, he said, it is necessary to focus not only on the replenishment of the judiciary corps, but also on retaining the judiciary employees already working. He drew attention to the fact that many experienced judges are often dismissed due to them reaching the age of 65. “We must not loose the professionals, who are the most valuable resource of the judicial system thanks to their knowledge, practical skills, and high moral qualities,” Viktor Yanukovych said.

Ukraine to produce medication for AIDS patients in two years – Health Ministry

Production of national antiretroviral agents will be arranged in Ukraine in two years, the press service of the Health Ministry informs, according to UKRINFORM.

“Preparatory work for launching of the national line for production of antiretroviral agents will continue for two years, since there are legislative gaps in this issue. In addition, the issues of patenting and quality control should be solved,” head of the state service for fighting HIV/AIDS and other socially dangerous diseases Tetiana Aleksandrina has said at a meeting with representatives of the Health Ministry, the Verkhovna Rada branch committee, the state service of Ukraine for medicaments, and public organizations.

According to Aleksandrina, currently it is necessary to determine the range of preparations, which Ukraine can produce and next stage should be development of the algorithm of their production.

By results of the meeting, it was decided to set up an interdepartmental group, which will coordinate the national pilot project for production of antiretroviral agents for AIDS patients.

Lytvyn: Ukraine must not lose its chance to realize its European choice

Czech Republic consistently supports Ukraine on its path towards the European Union, Ambassador Extraordinary and Plenipotentiary of the Czech Republic to Ukraine Ivan Počuch said this at the meeting with Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn on Tuesday, ForUm learned from the parliamentary press office.

The Ambassador expressed a hope that “despite certain difficulties, the process of Ukraine’s European integration will not stop”, and Ukraine-EU summit on December 19, 2011 will give it a new impulse.  

In his turn Lytvyn expressed his desire on that “Ukraine does not lose its chance to realize its European choice”, as signing of the association agreement is a political choice of the country.  
Lytvyn underlined said that Ukrainian politicians support the European vector of state development which is to be considered by the European institutions. “It will prevent growth of disappointment and alienation in the Ukrainian society, which is not to the benefit of Ukraine or the European community,” Lytvyn stressed.

Chairman of the Verkhovna Rada of Ukraine also said that Ukraine “is a complicated country in its psychological, mental, ethnical, religious, and foreign policy respect.” Therefore, politics “should follow a balanced line which is not that fast and effective but at least does not shake the state boat.” “Steady development relies on consensus,” he summed up.

Grave site of Jews found under landfill

In Kotsubintsy village of Ternopil region during the ordering of the landfill the local authorities found a grave site of shot Jews.

Head of the village council Ivan Vorobets informed that the landfill is situated 100 meters far from the village.

According to Vorobets, in 1992 a man from Israel, the only survivor of the shooting, visited the village. “He rented an excavator and was digging around hoping to find the grave site, but failed. This man told us that on November 15, 1943 84 Jews were shot near our village. In memory of the fallen, including his mother and father he erected a commemorative plate. As it turned out the plate was placed 25 meters far from the grave site,” Vorobets told the press.

The village authorities informed the regional administration and Jewish community of Ternopil about the findings.
