Prosecution instituted 10 criminal cases agaisnt Tymoshenko in total

Deputy Prosecutor General of Ukraine Renat Kuzmin informed that the total number of criminal cases instituted against former PM Yulia Tymoshenko is ten, and all of them concern Tymoshenko’s economic activities.

For the moment, investigators of the prosecution are engaged into three criminal cases, Kuzmin said in an interview with “CP in Ukraine”.

Two criminal cases against Yulia Tymoshenko concerning the activities of the United Energy Systems of Ukraine (UESU) Corporation have been combined into one case, and they will be investigated by a joint investigation team, he said.

The prosecutor’s office also noted that the main investigation department of the Security Service of Ukraine (SBU) had opened a criminal case against Tymoshenko on the attempted embezzlement in 1996-2000 of $405.5 million in state budget funds.

In addition, the investigative department of the State Tax Service of Ukraine has a criminal case against Tymoshenko on the concealment of foreign exchange earnings of over $165 million, the unlawful compensation of budget funds and the evasion of taxes totaling more than UAH 47 million through the introduction of a financial scheme on payments for the inventory holdings of the UESU Corporation and the concealment of income received from her offshore companies, which was used for personal gain.

In response to the question how Tymoshenko can pay if the court decision comes into force and whether she has any property for confiscation the Deputy Prosecutor General said that according to Tymoshenko’s income declarations she does not have anything.

“No cars, no real estate, no land, no money. According to the documents, a person, who used to control the gas market of Ukraine and was a Prime Minister of the country, is a beggar. Can you believe this? We charged our special services to investigate her property, and they have come out with a part of the apartment in Dnipropetrovs’k, that she owns. She does not own anything else. If the court decision comes into force, Tymoshenko will be obliged to pay about one and a half milliard hryvnias. I find it difficult to say how it can be done. May be she will voluntarily bring back the money from her off-shore accounts,” Kuzmin said.

Health Ministry: Measles cases six times up

The Ministry of Health points to the growth of the number of measles cases in Lviv, Ivano-Frankivsk, Zakarpattia and Rivne regions, said Deputy Health Minister Raisa Moiseenko, UKRINFORM reports.

She explains these facts both due to the rising incidence in Europe, and that in 2008 Ukraine was unable to hold a large-scale immunization of adolescents and young people from the disease.

Moiseenko said in comparison with the previous year, measles incidence has increased by 6 times, and the number of cases as of October was 193.

In the summer the Health Ministry excluded the threat of a measles epidemic in Ukraine.

Government spent five million for "112" emergency system

Emergency Control Ministry of Ukraine has spent five million hryvnias for creation of “112” emergency system in four host-cities of Euro-2012, head of the relevant department Rostislav Valihnovsky told a briefing.

The official pointed out a necessity to create “112” emergency system all over Ukraine. “We want this project to be a national one. Not only four cities, but the whole Ukraine needs this system, and the sooner the better,” Valihnovsky said.

According to him, in the most populated regions (Kyiv, Donetsk, Lviv, Zaporizhzhia, Dnipropetrovs’k) the introduction of “112” emergency system will cost 450 million hryvnias. Valihnovsky underlined that the Emergency Control Ministry is looking for alternative ways of financing, as the state budget for 2012 does not provide means for this project.

According to him, the launch of the “112” emergency system in four host-cities of Euro-2012 is scheduled for March-April of 2012.

Azarov to ‘hunt’ careless sellers of toys

Prime Minister of Ukraine Mykola Azarov plans to toughen control over the sale of toys. According to him, many goods for children, including toys, are of low quality and often dangerous for health, ForUm correspondent reports.

Azarov complained that the state cannot check the majority part of the production, as it is realized by entrepreneurs – individuals, and the law forbids holding inspections into their activity. “I propose to return to such practice and to authorize state inspections to hold the most thorough checking,” Azarov told the Cabinet. 

The PM also proposed to increase fines for traders of children’s goods of poor quality. “In case of revealing production, which threatens the life and health, the department of market control will withdraw these goods, fine the producer and importer and oblige them to recall poor products compensating the damage to consumers,” the Premier declared.

Azarov informed that the relevant decision will be made at the next session of the Cabinet.

Contest launched for Ukraine team official slogan at EURO 2012

Every Ukrainian fan can be a part of football history of Ukraine and the 2012European Championship. To that end, one should take part in a contest to be conducted by one of the official sponsors of EURO 2012, and offer an official slogan of the national team. The slogan will be placed on the team bus during the tournament.

Every contestant may submit no more than one option for each team, but to qualify for prizes, one must be a resident of a country, for whose team the motto is proposed, UKRINFORM reports.

Slogans must be submitted in the language of the countries, whose teams they are intended for. Only for the Republic of Ireland slogans are accepted in English and Irish.

The contest to choose the slogan of major participants in the of football forums is conducted by the organizers not for the first time. Thus, at the 2006 World Cup the Ukrainian team bus was decorated with the slogan “With our support, Ukraine cannot fail to win!”.

Parliament to increase minimum marriage age

The Verkhovna Rada of Ukraine has passed in its first reading a draft bill “On changes to the Family Code of Ukraine” regarding the increase of minimal marriage age.

The draft bill has been supported by 226 out of 302 MPs registered in the hall.

The draft bill provides for establishing equal marriage age for men and women at 18 years old.
According to the current legislation, the marriage age for men is 18 years old and for women – 17 years old.

The draft bill also provides for establishment of exceptional minimal marriage age at 16 years only for extraordinary situations. According to the current legislation, exceptional minimal marriage age is 14 years old.

Government to increase maternity benefits in 2012

In 2012 the rate of maternity benefits will be increased, Prime Minister Mykola Azarov told a session of the Cabinet, ForUm correspondent reports.

In particular, the benefit for the first child will be increased by three thousand hryvnias, for the second – by five thousand hryvnias and for the third – by 11 thousand hryvnias.

The pm also added that the financing of foster homes will be increased by 20% the next year.

In addition, Education Ministry was charged to work out a state program on family support before 2015. Azarov has criticized Education Minister Tabachnyk for not having developed the program by now.

“The previous program finished back in 2010, and the Ministry should have waited for orders from the Premier, but to initiate a new program immediately,” Azarov said.

MP: Ukraine and Russia should make an inventory of gas agreements

Ukraine and Russia should make an inventory of all gas agreements, signed for the last 10 years, Party of Regions deputy faction head Anatoly Kinakh told ForUm in a comment.

“First of all, I am interested in the quality of the negotiation, not in terms if its completion. The matter concerns not only the gas price, though it is very important, but jointly with our Russian colleagues we need to make an inventory of all gas agreements, signed for last 10 years minimum,” he said.

According to Kinakh, a number of gas agreements exists de jure, but have never been followed in practice. The MP also pointed out the importance to conclude the new agreement with Russia before the end of the year. “To adopt the state budget for 2012 we need to know the gas price for the next year,” he underliend.

In Kinakh’s opinion, the best variant of solving the gas issue is the formation of a gas transportation consortium. “Such agreement would provide for participation of three sides – EU, Ukraine and Russia. The agreement would also help to balance the interests of the sides, to invest into modernization of GTS and to increase pipe capacity without construction of any South streams,” Kinakh summed up.
