Foreign Ministry still cannot bring home Ukrainians detained in Libya

The situation with Ukrainian citizens detained in Libya remains unchanged, spokesman of Ukraine’s Foreign Ministry Oleksandr Dykusarov told a press conference, ForUm correspondent reports.

According to him, the Foreign Ministry is waiting for formation of a new government of Libya to continue the negotiation process.

Dykusarov also denied information on that the Libyan side allegedly demands ransom for the release of the Ukrainians. “This information is not true,” Dykusarov said.

The official underlined that Ukrainians are kept in normal conditions, better than other five thousand detainees from other countries.

Dykusarov assured that Ukraine is negotiating the release of its citizens at all levels: with the revolutionary gangs that control the areas where the Ukrainian citizens stay, with representatives of the Ministry of Foreign Affairs of Libya, who temporarily perform the duties, as well as with representatives of the Libyan authorities in other countries.

“The problem is that the revolutionary gangs, controlling areas with the Ukrainian citizens, are responsible for precisely these areas and those people under house arrest until the government is finally formed. They expect the new government to investigate and solve these cases, in particular concerning the verification of the presence of Ukrainian citizens in this country,” he summed up.

UEFA welcomes Ukraine decision on stray dogs

UEFA acknowledges the immediate ban on the killing of stray dogs which has been announced by the Ukrainian government and looks forward to its successful implementation.

UEFA has acknowledged the measures announced by the government of Ukraine to immediately stop and prohibit the killing of stray dogs and is looking forward to their successful implementation, ForUm learned from the press office of UEFA.

Further to being contacted by various animal protection organisations about the situation of stray dogs in Ukraine, UEFA has repeatedly contacted the Ukrainian authorities, asking for appropriate measures to be developed that respect the dignity of animals. UEFA also made a donation to the Kyiv branch of the Society for the Protection of Animals (SPA) to help finance its activities and has acted as a link between specialised animal protection entities and the authorities to allow for adequate solutions to be put in place.

Following several encounters between UEFA and the Ukrainian authorities, the environment minister of Ukraine, Mykola Zlochevsky, officially announced earlier this month an immediate ban on the killing of stray dogs. The Ukrainian authorities also informed that animal shelters would be built and that animals that could not be housed there would be sterilised before being released. New laws will also be adopted to make it compulsory for city mayors to enforce such new regulations or run the risk of facing prosecution.

President and Premier promise all necessary medical assistance to Tymoshenko

Leader of the “Batkivshchyna” party Yulia Tymoshenko being held in detention facility will get all necessary medical assistance, Prime Minister of Ukraine Mykola Azarov told a briefing, ForUm correspondent reports.

“Believe me, in our detention facilities you can get all necessary medical assistance. Even if Tymoshenko needs some medications, which cannot be found in Ukraine, we will get them and we will provide her with everything she needs,” he promised.

President of Ukraine Viktor Yanukovych also promised all necessary medical assistance to Yulia Tymoshenko. “This medical service will be rendered in Kyiv medical facilities within the next days,” the President said.

Yanukovych also added he had a talk with Health Minister, Prosecutor General and Interior Minister on this issue. “I asked them to pay proper attention to this question,” he said.

Ukraine and Lithuania have significant potential to cooperate in agriculture, President Viktor Yanukovych said after the fifth meeting of the Council of Presidents of Ukraine and Lithuania.

“Among the promising directions of cooperation are increasing the supplies of Ukrainian grain, broadening the cooperation on crop selection and breeding, the fishing industry,” he said, ForUm learned from the presidential press office.

Another promising area of cooperation President called the energy sector.

Speaking about Ukrainian-Lithuanian humanitarian cooperation, Viktor Yanukovych said: ” We have a shared vision of the need to promote cooperation at the level of education and research institutions of both countries. We also aim to comprehensively develop bilateral cultural exchanges.”

Ukraine wants to renew talks with Russia on USSR property

Ukraine proposes to restart the negotiation process at the level of Foreign Ministers of Ukraine and Russia on foreign property of the former USSR, spokesman of Ukraine’s Foreign Ministry Oleksandr Dykusarov told a press conference.

He noted that the agreement between Ukraine and Russia on legal succession of external debts and assets of the former USSR had not come into force, hence it is not legal to reregister foreign property of the former USSR under the name of the Russian Federation.

“The fact of paying USSR debts by Russia does not lift the engagements, taken by Russia with the signing of the international agreements with Ukraine,” Dykusarov said.

He added that Ukraine has a right of possession, usage and management of a part of foreign property of the former USSR following Ukraine’s status of a country – legal successor of the former USSR.

“This right is also proved by norms of the public law and by regulations signed between Ukraine and Russia,” Dykusarov noted.

President: Ukraine and Lithuania show progress in developing bilateral relations

Ukraine and Lithuania show progress in their bilateral relations, President Viktor Yanukovych said at the fifth meeting of the Council of Presidents of Ukraine and Lithuania.

“We have managed to achieve a lot at the bilateral level, especially in increasing the trade turnover between our countries. This year it could reach $1 billion,” he said. The President added that during the bilateral meeting with his Lithuanian counterpart they have discussed bilateral cooperation, as well as a number of strategic issues concerning Ukraine’s integration into the EU and Lithuania’s role in this process.

He praised the effectiveness of such means of deepening bilateral cooperation, as regular business forums and the work of the Intergovernmental Ukrainian-Lithuanian Commission on Trade-economic and Scientific-technical Cooperation. “These efforts should continue and improve,” Viktor Yanukovych said. He also drew attention to the gradual improvement of agreement basis between Ukraine and Lithuania.

President: Association Agreement should reflect Ukraine’s European future

It is of principle importance for Ukraine, that the Association Agreement between the EU and Ukraine reflected our country’s prospects of joining the EU, President Viktor Yanukovych said at the fifth meeting of the Council Presidents of Ukraine and Lithuania, ForUm learned from the presidential press office.

“This issue is very important and of principle. Ukraine insists that the prospects for Ukraine’s accession to the EU were reflected in this Agreement. There will never be any other Agreement – the UE does not have such a practice – and therefore, the Agreement we will have is strategic and very important for us,” he said.

“It is important that this Agreement incorporated all the points that would stimulate the development of our relations and, of course, create incentives for the reform process in Ukraine” said Viktor Yanukovych.

The President stressed that Ukraine has already achieved quite good results in the area of economic integration with the EU – the negotiations on a comprehensive free trade area are almost complete, the first part of the roadmap for visa liberalization has been implemented. “I hope that during the December Summit we would already get the second part and continue to move in that direction,” he said.

Ukrainians do not want to leave Syria

Foreign Ministry of Ukraine insistently recommends Ukrainians living in Syria to come home, spokesman of Ukraine’s Foreign Ministry Oleksandr Dykusarov told a press conference, ForUm correspondent reports.

But, according to him, Ukrainian citizens do not hurry to come back to Ukraine.

He reminded that two weeks ago three Ukrainians were delivered back to Ukraine. “However, other our citizens, contacted by our embassy, refused to leave Syria,” he underlined.

Dykusarov also declared that Ukraine stands for negotiations between Syrian authorities and opposition. “We stand for peace in Syria and for broad dialogue among the government, opposition, local public and religious organizations in order to solve the problems,” he summed up.

As a reminder, anti-governmental protest actions have been held in Syria since March. The opposition demands the dismissal of the President Bashar al-Assad. US and EU repeatedly call upon Assad to resign.
