President: Local government reform starts in Ukraine in 2012

In 2012, a local government reform will start in Ukraine, President Viktor Yanukovych told journalists in Odesa. “Its purpose is to decentralize power in order to increase the powers of the regions,” he stressed.

According to the President, one of the pilot projects in the framework of the local government reform will be implemented in Odesa, and it will focus on planning the budget “from the bottom”. Such projects will be implemented in several regions of Ukraine, Viktor Yanukovych added, ForUm lerned from the presidential press office.

The President noted that the reform of local government is also essential to ensure stability in the regions. “Any crisis is easier to manage if there is strong local government,” said Viktor Yanukovych.

“Our goal is to improve the level and quality of life. Local government reform is an integral part of this process,” the President said.

MPs agreed on the draft bill on parliamentary elections

Special parliamentary commission on development of election legislation has unanimously voted for submitting the draft bill on parliamentary elections for consideration by the parliament, President’s representative in the parliament informed journalists, ForUm correspondent reports.

According to him, 12 out of 12 members supported the decision.

He also informed that almost all proposition from the opposition, as well as recommendations of the Venice Commission have been taken into account during the development process.

Cabinet proposes to increase land rent for Black Sea Fleet of Russia

The government of Ukraine recommends the local authorities of Crimea to set the rent rate for RF BSF stationing on the territory of Ukraine for 2013 at the amount of 3% of the land value, the decree of the Cabinet of November 16, 2011 says.

The decree also proposes to increase the rent up to 4% in 2014.

According to the document, in order to realize this decree the local authorities are charged with holding standard money evaluation of the land used by Russia Fleet in Ukraine.

In addition, with this document the Cabinet establishes the criteria of distribution of additional subsidies from the state budget to local budgets as compensation of loss of income due to station of RF BSF on the territory of Sevastopol and Crimea.

Earlier the Finance Ministry of Crimea demanded annual compensation for stationing of RF BSF on its territory at the amount of 39.4 million hryvnias.

By providing and maintaining stable economic growth, Ukraine works to increase the confidence of its partners, President Viktor Yanukovych told journalists in Odessa.

“Ukraine is a trustworthy partner, as it maintains a steady economic growth,” Viktor Yanukovych said. Therefore, he said, preserving economic growth remains an extremely important priority for the government. “We are doing everything necessary in this regard,” Viktor Yanukovych said, ForUm learned from the presidential press office.

According to President Yanukovych, just like the whole world Ukraine is now experiencing hard times, but the government can maintain economic growth and increase social benefits. This economic stability in the country will provide better quality of life, he said.

60% of crimes in Ukraine is recidivism, deputy head of the State penitentiary service Serhiy Sydrenko informed.

“It means that six out of ten offenders come back to prison for various reasons: loss of social ties, unadjustment, unemployment. That’s why it is so important to form rehabilitation centers, where every released can get help,” he said.

President: Students’ grants will increase next year

Students’ grants will increase to the level of subsistence wage in 2012, President Viktor Yanukovych told journalists in Odesa, ForUm learned from the presidential press office.

He noted that such a rise in student’s grants is provided by a draft law on higher education. “It is essential that the draft law proves it. Now, we are rapidly approaching this goal,” said Viktor Yanukovych.

Stray dogs strangled seven storks of Kyiv Zoo

Today’s night a tragedy happened in the Kyiv Zoo – some stray dogs strangled seven storks, director of the Zoo Oleksiy Tolstoukhiv told Segodnia newspaper. “Five dogs killed seven storks overnight. This is terrible!”

Zoo authorities have not figured out yet how the stray dogs entered the guarded territory. Tolstoukhiv assumed the dogs might have dug under the fence.

“It is not a fault of our guards; it is the problem of the whole city. The city authorities should have solved the problem of the stray dogs long time ago, and here are the consequences,” the Zoo director said. According to him, stray animals happened to attacked Zoo animals before. Some years ago stray dogs killed wild sheep.

Ukraine starts new stage of promo campaign for Euro-2012

A new stage of Ukraine’s promo campaign for Euro began earlier this week and will last until the end of 2011. Within the framework of the new promo, over 2.5 billion people in the whole world will learn about Ukraine as a co-organizer of the European Championship, ForUm learned frm the press office of the Euro-2012 information center.

This is precisely the size of the TV viewer audience of CNN and BBC World News TV channels and the FOX group of channels, where video clips dedicated to conducting Euro-2012 will be released. Their goal is popularization of the country and encouraging tourists to visit Ukraine next year. It was in November that international TV channels launched information and explanatory campaign on preparations for and conducting the final part of the 2012 European Football Championship in Ukraine.

The campaign will go on in November and December. Meanwhile, the major share of the video material will be broadcast in early December when the draw is due to be held. The channels will broadcast so-called “Ukrainian weeks” with topical spots on preparations for Euro-2012. The campaign will be carried out by six international channels: CNN, BBC World News, National Geographic channel (Nat Geo Wild), FOX, Sky Sports and Sky News. Their total potential audience is over 2.544 billion people, and they cover Europe, Africa, Asia, Australia, North and South America, along with the Middle East. The majority of video clips are 30 seconds long. On the one hand, this will enable them to contain the main messages and, on the other hand, viewers will not be overloaded with information, and their attention will be held on during the whole video broadcast. It is also planned to show clips which are 5, 10 and 60 seconds long.

Short video insets are due to remind viewers about Ukraine by trying to be fixed in their memory with slogans, while the minute-long ones will provide more information to those who need it. All the video clips will be placed within short time interval before sports, tourist or information programmes in order to try to captivate not only viewers but also potential tourists.
