President urges to improve legislation on preservation of cultural heritage

Ukrainian legislation on the preservation of cultural heritage needs to be significantly improved, particularly in the part of historical sites protection and beginning new construction, President Viktor Yanukovych said at today’s meeting of the Public Humanitarian Council.

“The law should clearly define the priority of cultural heritage protection over town planning. The necessary amount of legal, organizational, financial, economic, scientific and other means should be provided to protect it,” he said.

The President also stressed that the scope of cultural heritage protection and preservation should be determined not only by the interests of builders, but also by the principles of conventions ratified by Ukraine.

“This position should be considered when determining policy priorities and preparing the appropriate amendments to national legislation,” he said.

Ukrainian businessmen withdraw money from Cyprus accounts

As ForUm learned from a source in the National Bank, Ukrainian companies consider mass withdrawing of money from Cyprus accounts and returning it to Ukraine.

In this connection NBU is preparing amendments to the law on “Payment systems and transference of funds in Ukraine”, which provide for allowing non-residents to open not only investment accounts, but payment accounts as well.

“It will enable ‘foreign companies’ to keep money in Ukrainians banks, which often are members of financial-industrial group, controlled by these very ‘foreign companies’,” the source said.

According to the source, withdrawal of money from Cyprus accounts is connected with the falling rating of the country. It makes most businessmen to reconsider safety of their investments in the economy of this country.

Ukrainian delegation to attend conference on banning development and use of chemical weapons

Ukrainian President Viktor Yanukovych has created a Ukrainian delegation to participate in the XVI Session of the Conference of the State Parties to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, UKRINFORM reported referring to the presidential press service.

The conference will be held from November 28 to December 2 in The Hague, the Netherlands. The Ukrainian delegation will headed by Ambassador to the Netherlands Oleksandr Horin.

Almost all countries have joined the Chemical Weapons Convention.

Ukraine signed the convention on January 13, 1993, and the document came into force on Ukraine on November 15, 1998.

Draft bill on quotas of Ukrainain product sent back for consideration

Draft bill on reduction of quota of national audiovisual products in Ukrainian television and radio broadcasting has been sent for repeated consideration by the parliament, President Viktor Yanukovych told a meeting of the Public humanitarian council on Friday.

When asked to veto ‘this shameful’ law Yanukovych said he had never received it for signature. He also informed that this document was sent to the legal department of parliament for revision, where several inconsistencies were found.

“When the discussion had started deputies failed to explain what it is all about,” he said.

“Therefore, it will again be considered in the parliament, and then we will see how it is adopted,” Yanukovych added.

As reported, Parliament Speaker Volodymyr Lytvyn postponed the signing of the law regarding quotas for domestic products on television and radio in order to eliminate inconsistencies in the text of the document.

The Verkhovna Rada adopted amendments to the law on television and radio broadcasting on November 3, reducing from 50% to 25% the share of Ukrainian audio and visual products in national broadcasting.

Yanukovych submitted draft bill on administrative services

President of Ukraine Viktor Yanukovych has submitted to the parliament a draft bill on administrative services, deputy head of the Administration of the President Iryna Akimova told a briefing, ForUm correspondent reports.

“This draft bill is a significant step on fighting corruption in the sphere of administrative services,” she said.

According to the official, the draft bill provides for reduction of the list of administrative services and prevention of creation of new ones. It also regulates the level of payment for administrative services, setting time frames for rendering services (30 calendar days). The draft bill provides for formation of specialized centers on administrative services on “one contact” principle with an administrator-coordinator, who takes responsibility in accordance with the legislation of Ukraine.

Akimova also informed that the draft bill forbids the administrative bodies to offer additional commercial services, like lamination for example. One time payment for administrative services will be determined by the government, and this money will be directly transferred to the state budget. For people’s convenience it would also be created common internet portal.

In addition, according to Akimova, the administrative services will be offered regardless the place of registration.

“The President expects that MPs consider this draft bill immediately and adopt it before New Year,” the official summed up.

Ukrainians replacing petrol with diesel fuel

A pattern of automotive fuel consumption is changing in Ukraine. The share of diesel fuel, likewise in Europe, is growing, and that of petrol – reducing.

According to Olena Alekseeva, TNK-BP Commerce Vice President for Sales, Trading and Logistics, in the first half-year sales of diesel fuel in the country grew by 5.5%, while sales of petrol fell by 1.5%, UKRINFORM reports.

This information was confirmed by the press service of the Ministry of Energy and Coal Industry. “The demand for diesel fuel in Ukraine is gradually increasing to pre-crisis levels after increased freight and growth of the fleet of diesel vehicles. The demand for petrol, by contrast, is reducing due to high prices and, consequently, the move of car owners to liquefied gas, whose consumption is growing every year”.

The trend in the Ukrainian market follows the European one – EU sales of diesel fuel for six months grew by 4.5%, while sales of petrol declined by 1.3%, TNK-BP said. At the same time in the CIS sales of petrol rose by 4.3%, while sales of diesel fuel went down by 6.8%.

Meanwhile, car dealers report an increase in demand for cars with diesel engines.

Yanukovych to cleanup Dnepr banks

President of Ukraine Viktor Yanukovych informed a meeting of Public humanitarian council on creation of a department engaged into cleanup of Dnepr banks.  

Yanukovych said he was puzzled by disorder on Dnepr banks, including uncontrolled sand excavation and illegal constructions.

“This is total chaos, and it must be stopped. We must turn Dnepr into the river described in songs,” Yanukovych said.

According to the President, he called a meeting with ecologists and law enforcement authorities in order to make a number of decisions, including formation of special department, which will be engaged into cleanup of Dnepr banks.

Collection of Scythian gold returned to the state

President of Ukraine Viktor Yanukovych informed a meeting of Public humanitarian council on that with the help of law enforcement forces in Crimea cultural values were taken from ‘black’ archeologists and returned to the state, ForUm correspondent reports.

In his turn Crimean PM, former Interior Minister Anatoly Mohyliov reported that last year the law enforcement authorities confiscated private collection consisting of three pectorals and several hundreds of objects made of gold of Scythian epoch.

“The objects were put into the safety vault of the National Bank for expertise. I did not even entrust to the police to keep the findings. Presently the objects are being kept in NBU vaults. Specialists have almost finished the expertise confirming this is gold of Scythian epoch. It does not have money equivalent. It’s priceless. After the expertise the objects will be exhibited in museums,” Mohyliov reported.
