Europe asking $100 milliard from China

European Union countries have addressed China to render financial help, executive director of the European fund of financial stability Claus Regling told an international industrial forum being held in India, ForUm correspondent reports.

“The address of the European countries to China for financial help is a normal practice. It does not mean we bow down to Beijing,” he said. 

According to Regling, the European fund of financial stability is trying to persuade China to allocate $100 milliard for stabilization of economic situation in Europe. “Exactly this sum of money is needed to recapitalize European banking system,” he explained and added the Chinese government declares it is not ready to consider such financial support yet.

Ukraine will increase presence of Russian ruble in its gold and foreign currency reserves

The Russian currency will be present in the gold and foreign currency reserves of Ukraine, and its share will increase, Head of the Group of Advisers to the National Bank Governor Valeriy Lytvytsky told a press conference, according to UKRINFORM.

He underscored that the Russian ruble, like the Chinese yuan, has a perspective in the future to become one of the world’s reserve currencies. “I think it may happen quicker than anyone prognosticates,” the expert believes.

Lytvytsky also said that central banks of Ukraine and Russia are holding talks on a mechanism of settlements in Russian rubles.

“Use of the ruble for carrying out rather considerable external payment operations will take place, possibly, even this year, but this information is preliminary. Negotiations are held between central banks, state and commercial banks as regards mechanisms for holding such settlements. But it is still early to speak what this mechanism will be,” he said.

To remind, earlier, Prime Minister Mykola Azarov has said that he considers as real settlements of Ukraine with Russia for gas in rubles since December 2011.

Opposition agreed to return to mixed parliamentary elections system

Opposition MPs, members of the parliamentary special commission on development of new electoral legislation, have three packages of propositions, the commission head, Our Ukraine MP Ruslan Kniazevich declared.

According to him, the first package concerns political aspects of the document.

“We agree to consider the draft bill on mixed electoral under the condition of changing the proportion: we suggest electing 300 MPs on proportional system and 150 deputies on majoritarian system,” Kniazevich said.

In addition, the opposition demands to provide participation of party blocs and to set even passing barrier for political parties and blocs. “We are ready to start the discussion on lowering the barrier, starting with 1%,” Kniazevich underlined.

The second package of propositions concerns the democratic character of the elections, according to the MP. Foreign electoral districts must be formed exclusively under foreign diplomatic institutions and military formations.

In addition, the opposition insists on the following norms: mistakes and errors must be entitled to correction and should not be a ground for registration refusal; to set requirements to voting bulletins’ protection; decisions to allow home voting must be taken only on the ground of an application and medical certificate; to allow court appeal and annulment of results in single-mandate constituencies.

The third packages concerns preservation of a number of norm, already existing in the current legislation. In particular, Kniazevich pointed out the norms on decision making by majority votes of an electoral commission and composition of district commissions, which includes one representative from each parliamentary faction.

Knizavich paid special attention to the norm, according to which there must not be any possibility to unregister a candidate, unless he or she does not meet the requirements set by the Constitution.

President: Ukraine interested in deepening cooperation with Romania

Ukraine is interested in deepening political dialogue with Romania and developing Ukrainian-Romanian bilateral cooperation in various fields, President Viktor Yanukovych said at today’s meeting with Minister of Foreign Affairs of Romania Teodor Baconschi. “We are interested in developing and deepening political dialogue between Romania and Ukraine,” President Yanukovych said. 

Viktor Yanukovych pointed to the need to establish a Ukrainian-Romanian joint commission on economic, industrial, scientific, and technical cooperation. According to Viktor Yanukovych, the Ukrainian Government has already received orders to prepare for its first meeting. 

The President also highlighted the 75% growth of trade turnover between Ukraine and Romania this year compared to 2010. 

“We appreciate the position of Romania to support Ukraine’s European aspirations,” also said Viktor Yanukovych.

Doctors concerned about poor health and ignorance of army recruits

Medical personnel of Ukrainian military physician boards beat an alarm because of poor health of army recruits, their ignorance and disorder of logical thinking.

The head of the military physician board of Kyiv Volodymyr Vitkovsky informed that due to “calm” alcoholism, which affects the majority of youth, the army recruits are diagnosed with gastritis, diabetes and ulceration. “Strokes are getting younger, and there were cases of heart attacks at 18 years old,” he said.

According to his data, the global computerization and sedentary lifestyle lead to problems with visions among third part of army recruits, while 40% of young men suffer extra weight, and almost all of them are diagnosed with spinal curvature up to 10%.

Except poor health, modern army recruits suffer lack of logical thinking, psychiatrist of the city hospital 1 Volodymyr Shchukin reported. According to him, one of the signs of this disorder is inability to explain the meaning of proverbs. “In Soviet times such inability considered as a sign of possible mental debility, and such recruit was immediately submitted for further observation. We don’t do it now: almost all of recruits have problems with proverbs. Some recruits explain proverbs literally, some as they feel like,” he said.

In addition the psychiatrist noted that current army recruits are ignorant without exception.

Premier to reduce staff of Sanitary Service twofold

The Cabinet of Ministers of Ukraine intends to restructure the State Sanitary Service and to reduce its staff twice, PM Mykola Azarov declares.

“Now the service numbers 53 thousand officials, who put pressure on entrepreneurs and business. We have decided to reduce this number twofold and to restructure this service,” he said at a meeting with representatives of public health organizations in Kyiv.

According to Azarov, this Service was needed when enterprises were in the possession of the state, but now the state has nothing to do with food production, and private enterprises account for quality of their goods themselves. “This is an army which makes work the government does not need,” the Premier noted.

According to him, the State Sanitary Service should be engaged only into observance of epidemiologic situation in the country and prevention of epidemics.

Deputy of the Kyiv council, leader of “The civil active of Kyiv” Oleksandr Pabat doubts Vitaly Klichko takes serious his participation in election campaign. “I was surprised by the news that Vitaly Klichko plans two fights in 2012 – the year of parliamentary elections, elections to the Kyiv council and mayor post. As an admirer of his talent and victories I am happy for him. But doing boxing myself I understand that these fights require 4-5 months of intensive training abroad,” the politician said.

According to Pabat, it means that Klichko will not actively participate in the election campaign and will spend the most of the time abroad instead of meeting the electorate.

“Choosing between elections and box Klichko has chosen box. I understand him, but I feel sorry because while Vitaly is abroad multiplying his sport glory, some people will trade the party list and hold elections behind his back. I think Vitaly carelessly rent his name to a group of businessmen, who wants to get power. After the elections these people will disperse, and promises will remain unfulfilled,” Pabat said.

Cashless payment system introduced at Olimpiyskiy NSC in Kyiv

Cashless settlement system has been introduced at the main UEFA EURO 2012 arena, Olimpiyskiy National Sport Complex in Kyiv, which provides high-quality, fast and convenient services for the guests of the arena, the stadium’s press office reported, according to UKRINFORM.

Now all purchases at the stadium can be done using special contactless cards – FUN card. One can buy the card near fast foods from promoters, who are easily recognizable by the green kit with the symbol “DirectMoney.ua”.

The cost of the card, which can be purchased at the box office around the Palace of Sports or near fast foods from promoters is UAH 20 (USD 1 – UAH 7.98).

The minimum amount that can be made for payment is UAH 10, maximum – UAH 2,000.

The card can be used already during the Ukraine – Germany friendly November 11, as well as for any further visit of the Olympic stadium.
