Ukraine, IMF to develop new scenario of talks by end of November

The new scenario of talks between Ukraine and the International Monetary Fund (IMF) under the Stand-By Arrangement will be ready in November 2011, Vitaliy Lukyanenko, the spokesman for Ukrainian Prime Minister Mykola Azarov, told UKRINFORM, commenting on Ukraine’s position after the next round of talks held in Kyiv and Washington.

“A pause has currently been taken to clarify two important factors. They will be clarified in November, and it will be possible to continue the dialogue under a new scenario,” Lukyanenko said.

The factors determining the current scenario of the negotiations concern the resolution of the debt problem in the European Union and the completion of talks between Ukraine and Russia on the gas price, he said.

As reported, during another assessment of the program of cooperation between Ukraine and the IMF, the parties managed to reach understanding on almost all issues. Such an assessment to the process was given by Azarov.

“We agreed that after the completion of negotiations with Russia, in particular, on the price of gas and other conditions, we would start working closely with a mission from the International Monetary Fund in order to adjust our cooperation program for 2012,” he said.

The IMF mission was in Kyiv from October 25 to November 3. Progress has been made on economic policies to complete the second review under the Stand-By Arrangement.

FM: Nord Stream is not the best solution to secure gas supplies

Foreign Minister of Ukraine Kostyantyn Hryshchenko does not believe that the Nord Stream pipeline is an alternative to transit of Russian gas via Ukrainian GTS.

“We stand for logical, rational and economically grounded position on that the shortest and ecologically safe route to supply Russian gas to Europe is through Ukraine’s territory,” Hryshchenko told a briefing.

The Minister noted that Nord Stream goes under the Baltic Sea, where there are a lot of preserved areas, World War II bomb shells and sunken chemical weapons. Hryshchneko opined Nord Stream was not the best solution to secure gas supplies to Europe.

“We don’t see any critically important alternative to our gas and transport system. Hence Russia cannot meet the needs of Europe without Ukraine. Another question is how to take into account the interests of all sides and to make the supply system satisfactory for all,” Hryshchneko said.

PR: Only church can save Ukrainians from ‘spiritual Chernobyl’

MP of the Party of Regions faction, President’s representative in the parliament Yuri Myroshnychneko believes that the church must become moral authority in the society, as he declared during parliamentary hearings on “The state of public morality in Ukraine”, ForUm correspondent reports.

“Unfortunately, neither the family, nor educational institutions or work collectives can fully realize the function of formation and support of spiritual core in a man’s life. Does our society have an institute which can become a spiritual guide of Ukrainian nations? I believe it does – the church. In my opinion the church is the only one which can save Ukrainians from ‘spiritual Chernobyl’,” the MP said.

According to Myroshnychenko, the church must enter the educational environment and take the function of education and illumination. At the same time the MP declared he does not demand to cancel the constitutional norm on differentiation of the church from the state.

Myroshnychneko called upon religious figures to take part in the development of a draft bill on freedom of worship and religious organizations. “The closest goal is joint preparation and assistance in adoption of a new variant of the law on freedom of worship and religious organizations, as well as introduction of amendments to a number of laws, which will enable the church to take part in education and life of territorial communities and work collectives.

MP of the BYuT faction Volodymyr Yavorivsky is strongly against the adoption of the draft bill “On protection of public morality,” as he said during parliamentary hearings on ‘The state of public morality in Ukraine,’ ForUm correspondent reports.

According to him, such law will result in censorship. “The same reason why we don’t need the national expert commission on morality protection issues. This draft bill should not be put for consideration, and the national commission should not start its work because all this will draw Ukraine back,” the MP said.

According to ForUm correspondent, the hearings are attended by Minister for culture and tourism Mykhailo Kuliniak, representatives of clergy and public organizations.

As a reminder, October 8 the parliament passed the draft bill on amendments to the law “On protection of morality” in its first reading.
