Yanukovych dismissed two governors

Yanukovych dismissed two governors

President of Ukraine Viktor Yanukovych dismissed the governor of Lviv region Mykhailo Tsymbaliuk and the governor of Zaporizhzhya region Borys Petrov.

The corresponding decrees are published on the official website of the President.

Earlier today, at the extended meeting of the Cabinet, President Yanukovych declared that officials who cannot fulfill their duties must resign.

With another decrees the president appointed Mykhailo Kostiuk the governor of Lviv regions and Oleksandr Peklushenko (Party of Regions MP) the governor of Zaporizhzhya region.

Interior Ministry: Landyk will be prosecuted despite the peace treaty with the victim

Interior Ministry has decided that the peace agreement between Roman Landyk and Maria Korshunova, who abandoned any claims to Landyk, does not influence the investigation and prosecution of the case on street crime, ministry official Vasyl Farinnyk informed.

“This case is not a private matter, and no agreements will do. This is public case on street crime,” Farinnyk said and added that the victim has a right for moral and material compensation.

He also informed that police department had already investigated the actions of the victim and did not find any crime in them; the prosecution agreed.

As a reminder, the farther of the accused declared in an interview that the girl started first and Roman only reacted to her actions, and that his son is a victim in this case.

In response to the question whether Landyk would be brought to criminal responsibility, the official responded affirmatively.

“Of course, and there will a court trial,” he said.

Vasyl Farinnyk underlined that on the other side the position of the victim will influence the severity of punishment, as the court can take into account her opinion.

Chornobyl disaster liquidators rob Pension Fund through courts at USD 750 million – Premier Azarov

Prime Minister of Ukraine Mykola Azarov has said at an enlarged meeting of the government on Wednesday that UAH 6 billion (1 USD – 7.98 UAH) was written off from the Pension Fund accounts over January-September 2011. This was done by courts’ decisions, which oblige the power to compensate debts on social privileges and pensions.

“This year, unfortunately, certain politicians promoted a campaign for repayment of debts through the courts. The courts took different decisions and over nine months UAH 6 billion were automatically written off from the Pension Fund accounts,” the Premier said, UKRINFORM reported.

At the same time, he cited as an example a decision of one of Kharkiv regional courts, where the court adjudged compensation to the amount of UAH 700,000, as well as a pension to the amount of UAH 34,000 to an activist of the Chornobyl organization, who brought people to a meeting in Kyiv. “Such court decisions were in favor of tens or hundreds of people, but millions will suffer. Since they will not receive even pensions, nothing to say about additional payments,” Mykola Azarov said.

President: Government is insufficiently effective in deregulation

President Viktor Yanukovych considers Government’s work to simplify the conditions of doing business in Ukraine insufficiently effective, he said at today’s enlarged Cabinet meeting.

“Businessmen see very little of the deregulation declared by the Government. There are no ‘single windows’ operating. Supervisory authorities’ pressure on enterprises remains significant “, said Viktor Yanukovych.

“Therefore, I would like to ask: Which objective difficulties in the area of business prevented the Government to eliminate the duplication of numerous documents needed to obtain permits, change the approaches to state supervision from direct control to prevention and avoid violation of the law?”  the President said.

“If the only reason is the Committee on Enterprise that was eliminated, then, as I told Mykola Azarov yesterday: Let’s renew the Committee’s work and let’s see what would happen,” said Viktor Yanukovych.

He also said the Government has not developed the legislation establishing controlling agencies officials’ responsibility for failing to comply with control procedures and causing damages to a business entity.

“Proper resolution of these issues would substantially improve business and investment climate in the country,” Viktor Yanukovych said.

Experts: Oil refineries facing collapse if no measures taken

Experts: Oil refineries facing collapse if no measures taken

Ukrainian oil refineries face total collapse if urgent measures are not taken, expert of the scientific technical center “Psyche” Gennady Riabtsev expressed an opinion.

“May be earlier,” he noted.

According to him, the following measures must be taken: to restart control over fuel on filling stations, which will give 20% of the market; to simplify tax burden for oil refineries, which are now unprofitable, according to the reports.

“It is happening because the state did not have and still does not have a strategy. Unwillingness for modernization from the side of oil refineries’ owners and underestimation of importance of this industry from the side of the state resulted into collapse of domestic oil refining. Though, we still have a chance for its resurrection,” Riabtsev said.

In his turn, Mykhailo Gonchar, director of energy programs of ‘Homos” center reminded that ten years ago the volume of oil refining made 22-23 million tons annually. Now the level is significantly lower, he said.

Gonchar believes there will no total laying-off of Ukrainian oil refineries, but “what we have know can already be considered as a collapse of the industry.”

He also noted that laying-off of Ukrainian refineries would be advantageous for importers of Russian vehicles. “These cars run not on the fuel of Euro-3 or Euro-4 standard,” the expert explained.

Summing up Gonchar underlined that government’s will is needed to modernize Ukrainian oil refining sector.

Ukraine’s investment roadshow moves to Vienna

The baton of an international roadshow on the investment potential of Ukraine, which kicked off Monday in London, has now moved to Vienna, Austria, UKRINFORM reported.

Presentation of five of the eleven Ukrainian national projects (LNG-Terminal, Olympic Hope 2022, Clean City, Open World and Energy of Nature) is being held in a building of the Austrian Federal Economic Chamber.

“We plan to present at a roadshow in Vienna five projects that are at a more advanced stage of implementation, that is, for all of them feasibility studies have been ordered, work on the analysis of information, economic engineering and financial models, a strategy to attract investors is being conducted,” according to Serhiy Yevtushenko, a representative of the State Agency for Investment and Management of National Projects.

He noted that Austria is among the top five largest investors to Ukraine. “Many Austrian companies operate in Ukraine, the interest of Austrian business is growing,” Yevtushenko emphasized.

The Energy of Nature project manager Rostyslav Maraykin said that interesting for European investors may be a project on alternative energy sources. In particular, the Austrians are interested in the raw material potential of Ukraine, valued at 30 million tons, which will provide an opportunity to receive annually 20 billion cubic meters of gas.

Maraykin reminded that the Verkhovna Rada of Ukraine adopted in second reading a law introducing a “green tariff” on biogas, which means that after the President signs this document, the projects on biogas production will receive guaranteed markets with high yield.

Bogdan Balasanovych, Clean City deputy project manager, told about another area of cooperation with Austria – recycling household waste. Currently Ukraine implements 10 pilot projects to build plants to process waste.

“The project has been already presented in London, there are interested investors, I hope their number will increase at the expense of Vienna,” he added.

Balasovych said Austria has in this area has a great experience, and Austrian concerns Strabag, EVN AG already operate in the Ukrainian market.

After the presentation in Vienna, specialists with the State Agency for Investments and Management of National Projects will visit Frankfurt and Madrid. Coming up – visiting 11 cities in the U.S., the Middle East and Asia.

President: Workgroup of high-level experts will monitor situation on world financial markets

Ukrainian government carefully monitors economic situation in the world in order to minimize the impact of possible negative economic trends on the national economy, President Viktor Yanukovych said at today’s enlarged meeting of the Cabinet of Ministers with the participation of the Committee on Economic Reforms.

“We have agreed to create a workgroup of high-level specialists and experts, who will monitor the situation on world financial markets. That is crucial to ensure that we are able to respond to this influence,” he said. “We do not create any panic, and do not want to create any… We understand that the world is in a tense state,” Viktor Yanukovych said. He recalled that global financial markets remain unstable and many experts speak of the likelihood of second crisis wave.

Preventing the new wave of crisis in Ukraine is one of the important components of the package of reforms being implemented in our country, he said.

The President emphasized that the government is implementing the modernization program providing for the protection of Ukrainian economy from the global financial crisis and the formation of the path of sustainable economic development.

“We cannot turn a blind eye to the fact that there is still lot of risks to financial stability of the national economy. I hope to hear from the Government a list of specific measures to prevent crisis tendencies,” he said.

Yanukovych: Armed attacks being planned in Ukraine

President of Ukraine Viktor Yanukovych declares that mass purchase of weapons for armed protests actions is occurring in Ukraine. He said at the extended meeting of the Cabinet of Ministers, ForUm correspondent reports.

“There are calls to revolution, and the law enforcement bodes inform me that there is mass purchase of weapons in the country and preparation to armed attacks on power branches. What? People lost fear and conscience? Who is organizing this? I don’t think it is those who suffer the most. Those, who suffer the most, keep silence, sit down and wait,” he said.

Yanukovych called upon the deputies to hold a dialogue with the people.
