NATO ready to help Ukraine with security during Euro-2012

NATO is ready to cooperate with Ukraine on security provision during the Euro-2012 championship, NATO Spokesman James Appathurai told a press conference in Kyiv, ForUm correspondent reports.

“We are discussing this issue with our Ukrainian colleagues and we are ready to assist Ukraine. We won’t play the leading role in security provision, because it is the matter of Ukrainian government, but if it (the government – ed.) wants the support of the Alliance, it will get this support,” he noted.

Appathurai also pointed out that NATO specialists are ready to share technical capacities and experience in security provision during Euro-2012 championship.

German political scientists believe Tymoshenko’s conviction is not an obstacle for cooperation

In October 2011 respected German Center on intercultural cooperation and communication (Das Zentrum für Interkulturelle Kooperation und Kommunikation e.V. (ZIKK) conducted a poll among German experts on whether the Tymoshenko’s conviction will effect Ukraine’s cooperation with the EU. The poll was held among 20 experts, including political scientists, social scientists, heads of public organizations, journalists.

The majority of the respondents believe it is inexpedient to break down negotiations or delay the signing of the Association agreement.

“The free trade agreement is not a present to Ukraine for good behavior, but mutually beneficial agreement. If Brussels pushes Ukraine away, Moscow with take it with open arms into the Customs Union,” ZIKK chairman, Prof. Dr. Julius Khesin believes.

Tymoshenko’s case revealed double standards in the West. Political scientist Peter Kupperschmidt noted that Germany strictly observes equality before the law. “If somebody in Germany insulted the court, as Ms Tymoshenko did in Ukraine, this person would be severely punished and his or her political carrier would be finished.”

International correspondent of the influential German edition “Handelsblatt” Mathias Brüggmann criticized the first reaction of the Euroepan Union on Tymoshenko’s case. “Ms Tymoshenko should be allowed to take Ukraine and Europe hostages,” he said.

Political scientist Edgar Flik accused Tymoshenko of manipulating public opinion. “Such high level of nationalism and populism, demonstrated by Ms Tymoshenko, would be unacceptable for a high-ranked official in Germany,” the expert is convinced.

German political scientists believe that threats to stop cooperation between Ukraine and EU on free trade areas because of Tymoshenko’s conviction are groundless.

Klyuyev: EU abolished the financial responsibility of Ukraine for suspension of gas supplies through its territory

First Vice Prime Minister – Minister of Economic Development and Trade of Ukraine Andriy Klyuyev informed that during talks with EU leaders in Brussels Ukraine managed to reach an agreement on the absence of financial responsibility for suspension of gas supplies to EU countries. This is stated in the blog of the First Vice Prime Minister, ForUm learned from the press office of the Party of Regions.

“I admit, it was really difficult negotiations. When it comes to economics, each party tries to defend its national interests. Both the EU and Ukraine are not an exception. Despite all difficulties, we managed to reach a compromise on all fundamental points of agreement,” Andriy Klyuyev mentioned.

According to him, in fact our country achieved the impossible – as a result of the talks the conditions of Ukrainian exports of agricultural and steel products are regulated.

“In addition, it was agreed that Ukraine will not hold financial liability for te suspension of gas supplies to the EU. At first the EU put forward, in fact, the discriminatory condition – in order our country to compensate losses that European companies suffer due to the cessation of gas supplies through Ukraine,” First Vice Prime Minister emphasized.

“Let me remind you that difficult negotiations on harmonization of the positions of Ukraine and the European Union lasted few years – 18 rounds were held,” Andriy Klyuyev noted.

MEP: The Association Agreement and the resolution of the European Parliament have to fix the Ukraine’s EU membership prospect

The Association Agreement between Ukraine and the European Union and the relevant resolution of the European Parliament have to contain norms of Ukraine’s EU membership prospect, MEP from Latvia Alexander Mirsky (Group of the Progressive Alliance of Socialists and Democrats) emphasized in his comments, ForUm learned from the Party of Regions press office.

“Ukraine’s EU membership prospect should be fixed in the Association Agreement. The draft joined resolution of the European Parliament, which today is previously agreed by all political groups, also contains it. And the consolidated position of the European Parliament is to include this norm, if the EPP (political group of the European people’s parties. – Ed.) does not invent something new,” he said.

According to politician, “the most important in the current situation is not to succumb to emotions and to agree on the final term of the Association Agreement signing.” Alexander Mirsky is convinced that it is the urgent task of the MFA of Ukraine and all Europeans and Ukrainians, politicians who support the country’s integration to the EU.

“To allude to some situation in Ukraine concerning Tymoshenko, in order all Ukrainian people suffer… After all, non-conclusion of the treaty will inflict damage not to those who are currently in power in Ukraine, but to ordinary people. Are they guilty that the Ukrainian legislation wasn’t aligned with European standards?” the MEP said.

Alexander Mirsky said that the situation around Ukraine “shakes today the entire European political elite.” However, the politician stressed that Europe needs Ukraine. “Europe should not think that Ukraine is asking itself … If there were no mutually beneficial situation for the Association Agreement signing for both parties, perhaps, Ukraine would be just cynically shown the door,” he considers.

According to MEP, Ukrainian politicians should remember that they “are not students, but full, full-blooded players on the European space.”

“From this position one should be aware that nobody will provide any services and present gifts. This agreement is mutually beneficial,” Alexander Mirsky summed up.

UEFA unsatisfied with Lviv transport problems

By the beginning of Euro-2012 Lviv must solve the problem of deficit of public transport, UEFA tournament director in Ukraine Markian Lubkivski informed after a meeting of the working group on stadium management.

“UEFA notes once again that due to the distance of the Lviv Arena from the center and airport, as well as lack of public transport and absence of proper communication between Lviv and Truskavets cities, coordinated management of fan flows in the city is endangered,” Lubkivski said.

According to him, to solve the problem the city must refill the public transport park.

President toughens responsibility for drug trafficking

President Viktor Yanukovych of Ukraine has signed into law the bill strengthening accountability for drug trafficking, UKRINFORM reported referring to the press service of the head of state.

The law on amendments to the Code of Administrative Offences and the Criminal Code of Ukraine to increase responsibility for the illicit traffic in narcotic drugs, psychotropic substances and precursors, toxic or potent drugs and intoxicants was adopted by the Verkhovna Rada on October 6.

The law strengthens penalties for committing certain crimes and administrative violations in the field of drug trafficking.

In particular, it criminalizes the use of money derived from illicit traffic of toxic or potent substances, toxic or potent medicines.

Bloc of Yulia Tymoshenko and Batkivschyna party do not intend to dismount the tent camp near the Pechersk district court, one of the party leaders Oleksandr Turchynov told a briefing.

According to him, the tent camp was installed as a protest action on the day of Tymoshenko’s arrest (August 5). “Activists will continue their fight, and the tent camp will continue its work,” Turchynov said.

14 milliard hryvnias needed for modernization of heating supply system

Minister of housing and municipal services of Ukraine Anatoly Blyzniuk told a briefing 14 milliard hryvnias are needed to modernize the heating supply systems, ForUm correspondent reports.
The minister told that due to worn-out state of the system of central heating Ukraine spends one and a half times more standard fuel than European countries.

“5.4 thousand out of 33 thousand heat distribution networks are worn-out. The figures of heat losses in Ukraine are the following: 10-15% of heat is lost in boiler houses because of law efficiency factor, 15% of heat is lost in heat distribution networks and up to 40% of heat is gone into atmosphere because of lack of building insulation,” he said in particular.

Speaking about the problem the Minister declared Ukraine is facing a dilemma – either to spend money for subsidies and compensations to heat consumers or to direct this money to modernization of the heating system.

According to Blyzniuk, the second variant is more prospective, but the problem is that the state cannot totally abandon subsidies. As a way out of the situation, the Minister proposed introduction of joint financing. Blyzniuk explained that modernization of heating equipment and building insulation must be financed both by the state and dwellers.

The Minister noted that if the system of communal heat distribution networks is modernized it would be possible to save annually five milliard cubic meters of gas out of 12 milliard, being consumed now by communal heat distribution networks.
