Ukraine switches to ‘winter time’

The Verhovna Rada of Ukraine has supported the resolution submitted by speaker Volodymyr Lytvyn on cancellation of the decree of September 20 on time order on the territory of Ukraine, which provides for establishing the second time zone with additional hour, ForUm correspondnet reports.

295 MPs have voted for the resolution. Hence, until the Cabinet works out a corresponding law on time order, Ukraine will switch to ‘winter time’.

This year the time conversion happens October 30 night.

Medvedev says Tymoshenko trial ‘internal affair’

Russian President Dmitry Medvedev said on Tuesday the trial of former Ukrainian Prime Minister Yulya Tymoshenko was the country’s “internal affair,” but stressed that the Ukrainian judiciary should not have “a political or anti-Russian dimension.”

“I try not to comment on court decisions, either Russian of foreign,” Medvedev, a lawyer, told journalists during a Russian-Ukrainian regional economic forum in the eastern Ukrainian city of Donetsk when asked to comment on Tymoshenko’s seven-year jail term, RIA Novosti reported.

Tymoshenko was jailed for seven years last Tuesday for exceeding her powers in signing a gas deal with Russia in 2009. Two days later a new case was opened against her in connection with a debt her company owed to the Russian Defense Ministry in the 1990s.

Both Russia and the European Union condemned the verdict as “politically motivated.” The Russian Foreign Ministry has described it as having an “anti-Russian subtext.”

Landyk-elder reveals details of his son case

In an interview with Gazeta.ua newspaper Party of Regions deputy Volodymyr Landyk, the father of Roman Landyk, accused of beating up a girl in a restaurant in Luhansk, declares his son is a victim in this situation.

“The case is falling apart. The girl admitted that she hit him first. Now he is a victim. And police knew that from the very beginning. She also admitted she was drunk. Roman came to her to say sorry for his friend, but she slung mud at him, poured over and crashed his head. Well, he reacted. He also called the police and was holding her till its arrival, as the girl tried to escape. He also signed a statement,” the deputy told.

Besides, he pointed out the accident happened not in a restaurant, but in a casino. “And casinos are under police protection. And the girl is a prostitute, working in this casino. She even has her personal website. Go and look at her prices. Hence she is also under police protection.

Landyk-elder declares the case was forged, and the only reason it was instituted in the first place is to disgrace him. “Everything is covered by police. They are making this to disgrace me, because I am the only one saying that the state auto inspection is an organized crime group. And if they rip off even deputies, it means they are protected by Interior Minister,” he said.

Volodymyr Landyk also complained that the incarceration conditions for his son are terrible and his health worsened. “He has seven stitches on the head, but authorities of the detention facility don’t allow him to see a doctor. They treat him like he killed 800 people. They also refuse to accept home food, saying it’s not a restaurant.

The deputy also declared that Interior Minister Anatoly Mohyliov had called his Russian colleague to detain Roman before he was officially on wanted list. “Russia had not issued a wanted list yet but Roman was already arrested. How could it happen? Because Interior Minister of Ukraine called personally. He also asked to put Roman in a cell with tuberculoses sick offenders. When Roman had his left leg swollen, Minister asked those in Russia to cut off both and claim later it was a mistake. Only interference of the farther helped the situation. He went there, made a scandal. Only then Roman was transferred in a hospital. But before he was sitting in a cell with killers. Even now they treat him a killer, putting six guards around,” Landyk summed up.

Medvedev proposes restoring regular flights between Russian, Ukrainian regions

Russian President Dmitry Medvedev proposed on Tuesday restoring regular direct flights between Russian and Ukrainian regions ahead of Euro 2012 in Ukraine and the 2014 Winter Olympics in Russia’s Black Sea resort of Sochi.

“Unfortunately, there are no direct flights between airports in southern Russia and Ukrainian cities, as a result of which the growing passenger flow is limited to the capital [of Russia],” Medvedev said during the 2nd Russian-Ukrainian Inter-Regional Economic Forum in the eastern Ukrainian city of Donetsk, RIA Novosti reports.

Given Russia’s “huge territory,” Medvedev said, passenger transit to designated cities and towns is “very difficult.”

“I think we should restore regular air links between Russian and Ukrainian regions,” he went on.
He also added that the easing of customs controls has been an important stimulus for the development of Russian-Ukrainian inter-regional cooperation.

More than a dozen documents have been signed during the forum, including an inter-governmental agreement on cross-border trips by residents in the two countries’ border areas, as well as agreements on customs and border control cooperation and on cooperation in supporting small and medium businesses. Representatives of several Russian and Ukrainian regions also signed deals on trade, scientific, social and cultural cooperation.

President: Effective interregional cooperation allows Ukraine and Russia to develop promising directions of partnership

Effective interregional cooperation is the tool allowing Ukraine and Russia to develop promising directions of bilateral partnership dynamically, President Viktor Yanukovych said at the Second Ukrainian-Russian Interregional Economic Forum in Donetsk. “Currently, interregional cooperation is one of the most dynamic and promising areas of Russian-Ukrainian partnership,” Viktor Yanukovych stressed, ForUm learned from the presiential press office.

The President said he and his Russian counterpart have made positive remarks about the significant growth of trade turnover between Ukraine and Russia, which exceeded $ 50 billion this year, for the first time in the history of our countries’ relations. “Our regions make a great contribution into this cause. Interregional cooperation reaches a whole new modern level,” he said.

The President drew attention to both sides’ mutual interest in strengthening cooperation between regions. “The decision-making environment typical for interregional level, I would say, is much simpler than that at the level of the states… Such an approach to establishing effective contacts should be an example for the central government,” Viktor Yanukovych said.

President: It is important to speed up Ukrainian-Russian border demarcation

It is important to speed up the process of demarcation of the Ukrainian-Russian border, he said during the Second Ukrainian-Russian Interregional Economic Forum in Donetsk under the patronage of the Presidents of Ukraine and Russia.

“An effective tool for establishing trade and economic relations between the border regions, I am sure, will be simplified customs procedures. In this regard, I consider it important to speed up the process of demarcation of the Ukrainian-Russian border, as well as proper arrangement of border crossings,” Viktor Yanukovych said, ForUm learned in the presidential press office.

The President said that he and his Russian counterpart have discussed the date for a meeting of the Ukrainian-Russian Intergovernmental Commission. “We would like all the procedures related to maritime and land border completed before the Commission meeting. I think we will hold it soon, because we have finalized many questions and procedures,” Viktor Yanukovych said.

Kivalov: Venice Commission affirmed Ukraine’s right to choose electoral system

The Venice Commission considers that the decision on what electoral system should be in the state, belongs exclusively to the Parliament of the state, MP of Ukraine, member of Party of Regions faction in the Verkhovna Rada, President of the Parliamentary Committee on Justice Serhiy Kivalov stated, speaking in the Verkhovna Rada.

He reminded that October 14-15 the Venice Commission considered four issues on Ukraine, among which there was the electoral system.

“Unusually heated debate was provoked by the discussion of the project on parliamentary elections. In paragraph 22 of the draft conclusions the Venice Commission acknowledged that the decision on the electoral system is the sovereign right of each state. None of the commissioners denied the position, voiced by us, that Ukraine has the right to elect any democratic system, including mixed one,” the MP said.

Serhiy Kivalov also added that the Venice Commission considers the use of mixed electoral system to be the European tradition.

“Mixed system is not Ukrainian but Western European invention. This system is now in the UK in the modified rules, in Germany, Italy, Hungary and other developed democracies,” the MP emphasized, ForUm learned from the Party of Regions press office.

Serhiy Kivalov also noted that many members of the Venice Commission were surprised by the speech of the opposition representative Hryhoriy Nemyria, who called to hold the election on a pro rata basis, although previously the opposition had opposed it.

Foreign Ministry confirms Yanukovych’s visit is postponed

Foreign Ministry of Ukraine has received information from its permanent representative in Brussels confirming the delay of President’s Yanukovych visit to the EU, press secretary of the ministry Oleksandr Dykusarov told a briefing, ForUm correspondent reports.

According to European Commission representative Karolina Kottova, the visit is delayed until a later occasion when conditions would be more conducive to make progress on Association agreement talks.
Kottova noted that the European Commission is concerned not only with the case of former PM Yulia Tymoshenko, but with the situation regarding democratic values in Ukraine in general.

According to her, the EC is particular concerned about supremacy of law and independence of justice.
