Kolesnikov: National Bank of Ukraine has to improve the currency exchange process

Currency exchange on condition of passport showing will not have negative consequences for Euro 2012, but National Bank of Ukraine has to improve and to simplify this procedure to avoid problems for tourists, Vice Prime Minister – Minister of Infrastructure of Ukraine Borys Kolesnikov said today at a briefing in Lviv.

“All states of Eastern Europe, which have hosted the Championship since 1992, have passed such a process. In Prague and in Warsaw was demanded a passport for currency exchange. So I do not think there will be problems with Euro 2012 in Ukraine. NBU has to improve and to simplify this system in order to avoid problems for tourists,” Boris Kolesnikov said, ForUm learned from the press office of the Party of Regions.

Under the new National Bank of Ukraine decree number 278, from September 23 currency exchange in any amount can take place only by showing a passport or other document indicating the place of person’s residence.

Ukraine to open Miguel de Cervantes museum

Development of bilateral cooperation with Spain is of great importance for Ukraine, said Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine on Monday, meeting delegates of the Spain-Ukraine Parliamentary Working Group of the Cortes Generales of the Kingdom of Spain, ForUm learned from the press office of the parliament.

“We appreciate the role of Spain in European affairs, as well as your assistance and readiness to support our intentions concerning the European Union”, the Head of the Ukrainian Parliament stated. He hopes that “the visit of friendship delegation will strengthen our dialogue within all the levels.” He also expects the Chairman of the Lower Chamber of Spanish Parliament to visit Ukraine after elections to the Congress of Spain.

Lytvyn is interested in strengthening the trade-economic cooperation with Spain. Its rate is expected to increase soon: a total goods and services turnover between Ukraine and Spain for the first six months of 2011 comprised USD 811,2 million, or twice more than for the respective periods of the previous year. He appreciated the fact that it was a Spanish company that won a tender to develop the technical-economic basis for the national projects of condensed gas terminal building, while “the total project cost is estimated at USD 1,5 billion.”

The Spanish parliament members are ready “to strengthen and develop connections with Ukraine.” They assured the Ukrainian Party in “that the Spanish Party will assist Ukraine under any conditions that might appear after the parliamentary elections in Spain on November 20.” Spanish colleagues focused on the importance of an appropriate legislative base to make cooperation with the Ukrainian partners safe and convenient which will attract investment to the Ukrainian economy.

The Parties discussed a social component of bilateral relations. The guests called for promoting the Spanish language in Ukraine and opening Miguel de Cervantes museum.

Lytvyn promised that the proposals will be discussed with the Ministry of Education and Science of Ukraine. He stressed that the Spanish language department in Taras Shevchenko National University of Kyiv is among the most popular foreign languages.

Education worker detained on suspicion of corruption of minors

Law enforcement bodies of Kharkiv region detained an education worker on suspicion of corruption of minors and seduction.

According to the public relations office of Interior Ministry, the man has been engaged into statutory rape of minor boys for one and half years.

The man also took picture of children and forced them to make sex with each other. Approximate number of victims is 15 minors.

A criminal action has been instituted against the rapist. According to the corresponding article of the Criminal Code the man is facing up to five years of imprisonment.

Oppositional Council of ministers of Crimea intends to collect signatures in favor of dismissal of the Crimean parliament.

The decision was made at a meeting of the oppositional Council today in Simferopol, the press office of the opposition reported.

“Judging from negative tendencies evolving in Crimea the oppositional Council of ministers of Crimea made the decision to collect signatures in favor of dismissal of Crimean parliament and calling of early elections,” the press statement says.

Tigipko: Gas price for population to increase by the year end

Ukraine will have to increase the gas tariffs for population by the end of the year in order to fulfill the key condition of the International Monetary Fund for restarting a $15.6 billion loan program, Deputy Prime Minister Serhiy Tigipko said yesterday in an interview in Washington, where he was attending the fund’s annual meeting.

“Now we’re facing a fairly tough choice, which I believe we need to make. We see what’s happening with the market, which is rapidly deteriorating, and what’s happening with the economy of our main partner, the European Union,” he said.

“We understand that this situation impede our cooperation with the World Bank and EU. The World Bank may provide as much as $850 million under two programs that are practically ready while the European Union might offer 610 million euros. But these programs will not work unless we have support of IMF. We can’t do without the International Monetary Fund’s program,” he said.

Tigipko does not exclude that Kyiv might manage to agree with IMF on allocation of two loans simultaneously.

Yanukovych: Reasonable solution of Ukrainian-Russian energy cooperation issue will be found

Issues demanding immediate solution have been accumulated in Ukrainian-Russian relations with energy issue being the foremost.  President Viktor Yanukovych stated that in the course of meeting with Russian President Dmitry Medvedev in the Residence of Russian President in Zavidovo, Tver region. Meanwhile Viktor Yanukovych stressed that reasonable solution of this issue will be found.

“I do not deny that there is certain anxiety in the energy issue but I believe that keeping in mind everything we have managed to do for the last 1 and a half year – stabilization of economic cooperation and so on – we will come up to right and reasonable solution of the issues,” President Viktor Yanukovych said, presidential press office reported.

President Viktor Yanukovych also noted that holding of Ukrainian-Russian Interstate Commission headed by the Presidents should not be delayed. He believes that the meeting should be held before the second Ukrainian-Russian forum at the highest level in Donetsk. “It is preferable to decide everything before the regional economic forum which we will hold in Donetsk this autumn,” President of Ukraine said.

Russian President Dmitry Medvedev noted that Heads of both State had assembled to discuss the most complicated issues of bilateral cooperation.

“Definitely, there is a sense to discuss the most complicated issues including energy cooperation. It is a suitable atmosphere here to discuss such issues,” Dmitry Medvedev said.

Moscow more interested in Ukraine’s gas network than in Kyiv’s involvement in Customs Union

Moscow has given up the idea of dragging Ukraine into its customs union in return for gas price discounts, and is ready to discuss a gas transit consortium with Ukraine and the European Union, Kommersant business paper reported on Monday, a day after Ukrainian President Viktor Yanukovych claimed there had been progress during talks over gas prices.

Citing diplomats who attended Saturday’s meeting of Russian President Dmitry Medvedev, Prime Minister Vladimir Putin and Ukrainian President Viktor Yanukovych, the newspaper concluded that the tension in the Russian-Ukrainian relations started to ease.

“The meeting has been momentous for Yanukovych, especially in the view of the recent events in Russia. The two leaders – both Medvedev and Putin – have found time to meet with him, it is important for the Ukrainian president,” one of the Russian negotiators told the newspaper.

Following the meeting, the Ukrainian president’s press office said that “considerable progress had been reached during the negotiations” but declined to elaborate, while a senior Ukrainian diplomat told the paper that the issue of Ukraine’s membership in the Customs Union could now be considered as closed.

“Kiev is not going to get integrated into the Customs Union. Look at our president: He will not yield to pressure,” the paper quoted the diplomat as saying.

The newspaper’s interlocutor said that Moscow was likely to abandon the plans of the involvement of Kyiv in the Customs Union to the maximum possible extent. “Russia’s participation in the management of Ukrainian gas transportation system is much more important,” the official said.

Refusal from "winter time" will complicate work of stock market

Refusal from transfer to the winter time will do an ill service to trading at Ukrainian exchanges. This opinion was expressed by Head of Ukrainian Exchange Board Oleh Tkachenko at the 14th international forum of capital market participants in Alushta (Crimea, Ukraine’s south).

He explained that the Parliament’s decision to refuse from the winter time will lead to the fall of sales activity at Ukrainian exchanges over this period due to an increase of a gap between trading on the U.S. trading floors.

“Do we understand that again the Ukrainian market will complete work by the time when the U.S. started to work,” he said, UKRINFORM reported.

Tkachenko specified that presently the Ukrainian market has an hour (from 16:30 p.m. to 17:30 p.m.) over which operators could react to the opening of the U.S. markets. In this connection he stood with an initiative jointly with regulators and the National Bank to think over possibility of prolongation of the trading session and the time for carrying out settlements.

Market participants also noted that the Parliament’s decision can create certain problems due to the fact that operation systems and some software products, as usual, envisage setting a clock back one hour on the last Sunday of October.
