Azarov: Thanks to well-coordinated work of Government Ukraine became less vulnerable to the influence of possible global crisis

The current Government during six months of work made Ukraine less vulnerable to the influence of possible global financial crisis, said Prime Minister of Ukraine Mykola Azarov at the Economic Press Club Meeting.

“The work carried out by the Government within eighteen months, allowed to reduce the budget deficit. And this is the most important anti-crisis measure, which allows us to say now that we are ready for a possible global crisis much more better than it was in 2008,” Mykola Azarov emphasized.

According to the PM, it is much easier to find funding for 2.5% budget deficit than for almost 20%, which were in 2009. “If we can not find in case of crisis foreign loans for 2.5%, we will close it at the expense of internal resources. And it is much easier to decrease the costs at 2.5% than at 20%,” he said.

Executive Director of the Bleyzer International Foundation Oleh Ustenko confirmed that, according to expert community, today Ukraine is ready for a possible global crisis better than some European countries.

Some of these days Kyiv commemorated Georgiy Gongadze ‘murder anniversary’ – 11 years. ForUm joined the action to learn the moods and opinions of the people.
 
September 17, the day of Gongadze’s disappearance, Vladimirsky Cathedral served requiem in the memory of 65 journalists, died because of their professional activity during all years of Ukraine’s independence.

 
About 200 people gathered on Maydan square, mostly journalists. Participants of the action held posters ‘Georgiy, we remember’, ‘Murderers, go to jail’, Ukraine, shame on you’. 

 
When everybody lit candles with names of the deceased, people went to the Administration of President, blocking one side of the street. However, police did not interfere.

During the march, people chanted ‘Criminals, go away’ and ‘Gia is in our heart’.

“It’s been 11 years we are yelling this and no result. we should invent something more creative,” someone from the crowed said.

Near the Administration of President the participants of the action expressed their doubts in the official version of murder contractor, as well as voiced their suspicions regarding political games around Gongadze’s case and demanded fair and transparent trial.

“For me this is a memorial day of a man I knew personally, and of a journalists I respected professionally, – Andriy Kulikov, the presented of ‘Freedom of Speech’ TV show told ForUm. – This data underlines that our profession is not only dangerous, but very needed.”

“For me this is a memorial day on that how a word can mean death and life at the same time – death for a person and new life for the whole country,” Svytoslav Schegolko, a presenter of Channel 5, shared his opinion with ForUm.

Ex-major Mykola Melnichenko, the main character of the Gongadze’s case, also appeared at the place, but refused to comment on his participation in this action, referring everybody to his lawyer.

Psychologists being trained for EURO 2012

Psychologists of the police, the Emergencies Ministry and the internal forces will be taught to work with fans in UEFA EURO 2012 host cities in case of emergency situations. Training will be held according to the methodology of the only in Ukraine scientific-research laboratory of extreme and crisis psychology under the National University of Civil Defense (Kharkiv).

As head of this laboratory Svitlana Lebedeva informed, training has already started in the majority of host cities.

“We attract all psychologists of host cities, who are working in the structures of the Interior Ministry, the Emergencies Ministry and the internal forces. We have held training with those specialists in Lviv, Donetsk and Kharkiv. Kyiv will be next,” she said, UKRINFORM reported.

According to Svitlana Lebedeva, only professional psychologists are attracted to work, having higher education on their specialty and experience of diagnostics.

Party of Regions: Opposition representatives block the Ukraine’s European aspirations

MP of Ukraine, Chairman of the Party of Regions parliamentary faction, Olexander Yefremov is sure that the opposition representatives block the Ukraine’s European aspirations.

“Last week I was actively working several days in the European Parliament, meeting with many representatives of practically all political factions working in the European Parliament. And all of them said that representatives of Ukrainian opposition always make a requirement before leaving Europe, which is not to sign anything with the leadership of Ukraine,” Olexander Yefremov said during the Conciliation Council of the Verkhovna Rada of Ukraine, according to ForUm’s correspondent.

He is convinced that it is an anti-state position. “I would ask the leaders of these factions to hold their horses, as eventually they are working against the state,” the politician said.

Olexander Yefremov also said that Ukraine has all opportunities to sign this year in December the Association Agreement and the Agreement on Free Trade Area with EU on visa regime liberalization.

Tomenko: Government refuses to work with opposition and makes budget for ‘their own people’

The opposition will seek a reduction in funding for the maintenance of the Presidential Administration, the Cabinet of Ministers and other pro-government structures, Verkhovna Rada deputy chairman and BYT MP Mykola Tomenko said.

“A preliminary analysis shows that funding for the maintenance of the government and parliament has been partially reduced, but it has increased for the maintenance of the president’s activities,” he told a briefing on Monday.

Tomenko said that the state budget for 2012 had been formed by the government “only for their own people.”

Mykola Tomenko was also surprised by the fact that the Government was ready to work together with the Party of Regions and other pro-authority parties, and did not wish to deal with the opposition.

“It is a strange approach, since the Government dealt only with the ‘right’ parties, while a ‘right’ budget is the one adopted by the authorities, the opposition, the local self-government and the whole society together”, deputy chairman emphasized.

In addition, Tomenko focused on the problems with financial support of the local self-government. “Local self-government will be in decline again. I am not sure whether they will be able to make both ends meet and how they will cover the social expenditures,” he admitted. 

“Budget expenditures were cut down in the sphere of education, physical culture, sports, and public health”, Tomenko noted.

Summing up, Tomenko stressed that the opposition is ready for a serious discussion of the budget. He hopes that the authorities will listen to them, not only to the pro-authority factions.

Farmers seeking abolition of grain export duties

Nongovernmental professional organizations of the agroindustrial complex appealed to President Viktor Yanukovych of Ukraine with a request to cancel export duties for cereals, the Ukrainian Agrarian Confederation reported, according to UKRINFORM.

The signatories to the appeal, including the Agricultural Union of Ukraine, the Association of Farmers and Private Landowners of Ukraine, the Ukrainian Union of Poultry Farmers, dairymen’s association Ukrmolprom and UkrSugar noted that in 2011 the situation in the country’s agriculture deteriorated.

On July 1, 2011, VAT refunds to exporters of grain and industrial crops were terminated. On the same date, export taxes were imposed on wheat, barley and corn, ranging from 9% to 14%.

“Allowing the use of such measures as temporary, we are extremely concerned about the recent reports that the extremely high fiscal pressure on the export of farm produce may continue in 2012. The point at issue is maintenance of export taxes on grains and their extension to other products, in particular oilseeds and sunflower oil,” the appeal reads.

The consequences of such a policy, in the opinion of the applicants, would be negative. This is, in particular, the loss of export markets due to a decrease of competitiveness compared to countries in which exports are not taxed (for example, Russia occupied Ukraine’s export markets in July-August 2011 by exporting almost 4 times more grain than Ukraine), loss of foreign exchange earnings and deteriorating trade balance, which could destabilize the situation in the foreign exchange market of Ukraine.

As reported, the Ministry of Agrarian Policy and Food stands for removal of export duty on crops, Minister Mykola Prysiazhniuk said. According to him, the fact that today Ukraine has the ability to export 24-25 million tons of grain is very positive, but it is necessary to remember that by limiting exports, “we may slow down the production of grain and reduce investment.”

Yefremov: The main task of the Parliament this week is to consider the draft budget for 2012

MP of Ukraine, Chairman of the Party of Regions parliamentary faction, Olexander Yefremov is sure that the fact of submission  of the draft state budget for 2012 to the Parliament by the Government in legislative deadlines will contribute to effective work of the Verkhovna Rada. He stated this on Monday, September 19, during the Conciliation Council of the Verkhovna Rada.

“The most significant event of this week is that the Government has submitted in time the program of socio-economic development and the draft state budget for 2012,” the politician said.

Olexander Yefremov emphasized that the task of the Parliament this week is to review these documents. “And if there are any questions, we still have time to talk with the Government and to submit appropriate amendments before consideration of this bill,” he added.

Besides, the MP said that some provisions of the 2012 budget raised questions, in particular, the document provides the instrument when the costs planned in whole by the state budget are less than the costs under main protected items. Olexander Yefremo said that, according the specialists, the gap is about 4.5 billion UAH. “And if we leave it in the budget, then we make local and regional organizations to cover the shortfall in primary payments due to sources that will form, or those that will be directed on the development of territories. We can’t allow this. We have to enter normal, civilized form of budget adoption,” he stressed.

Olexander Yefremov also announced the Party of Regions’ intention to continue work on the document, regulating financing of the regions, where coal mines were closed.

Nationalists demand to protect Sofia Kyivska from patriarch Kirill

The congress of Ukrainian nationalists has organized a protest action in order to protect the national sanctuary.

The action is being held on the eve of millennium of Sofia Kyivska. The participants of the action want to remind that the national sanctuary is not a bargaining chip in political games, ForUm correspondent reported from the place of events.

There were rumors that Sofia might be submitted to Ukrainian orthodox church of Moscow Patriarchy, as it happened before with Kyiv Pechersk Lavra.

According to unofficial information of the congress of Ukrainian nationals, it is planned to place residence of patriarch Kirill on the territory of the sanctuary.

The participants of the protest action threaten the authorities with laying out a tent town under Sofia walls in case their demands are not met.
