President Yanukovych: Ukraine wants active dialogue with Poland

Ukrainian President Viktor Yanukovych has met with former Polish President and Special Representative of the Polish Presidency of the European Union Aleksander Kwasniewski.

Yanukovych noted the special importance of an active dialogue with Poland during its presidency of the EU.

Kwasniewski, in turn, confirmed close relations between the Polish presidency of the EU and Ukraine and the constant attention to what is happening in the country, UKRINFORM reported.

Yanukovych and Kwasniewski expressed hope for the forthcoming communication at the 8th Yalta Annual Meeting “Ukraine and the world: common challenges, common future,” which will be held on September 15-18 at the Livadia Palace in Crimea, where current problems will be discussed in more detail.

President:Economic crime legislation should be brought in line with European standards

Economic crime legislation should be brought in line with European standards, President Viktor Yanukovych said at a meeting on the humanization of punishment for economic violations.

The President stressed that the question of improving the legislation regulating punishment for economic crime is extremely topical.

Viktor Yanukovych said that overly harsh criminal responsibility for economic crime restricts the rights and freedoms of citizens and their entrepreneurial activity on the one hand, and does not bring any benefits to the state, which actually does not receive proper compensation for the caused damages on the other.

“Economic crimes corrupt law enforcement agencies, the courts system. Our goal is to ensure that economic crime law violators are made repay the damages they caused the state, and that they have the motivation to do so. If it is able to get back the money, the state should significantly mitigate punishment.”

The President stressed the need to approve these changes before the adoption of the new Criminal Procedure Code. “Our aim is to improve the legislation and bring it in line with European standards,” he said.

Presidential Adviser, Presidential Administration Main Office for Judicial System Affairs Head Andriy Portnov has informed the meeting on the elaborated proposals, aimed at improving the legislation regulating punishment for economic crime.

Poll: 40% of Ukrainians believe situation will not change if all officials are replaced

Poll: 40% of Ukrainians believe situation will not change if all officials are replaced

Forty percent of Ukrainians believe that the situation in their country will not change even if the entire staff of central and local government agencies is simultaneously replaced with other people, according to a survey conducted by the Razumkov Center, UKRINFORM reported.

Some 29.5% of respondents expressed the opposite view. Only 8.8% of respondents believe that the situation in Ukraine in this case would have worsened. Some 21.8% of those polled could not answer this question.

The survey was conducted in all Ukrainian regions on August 10-17.

Defense Minister: In four years Ukrainian army will 80% contract

In four years the Ukrainian army will consist of contract soldiers by 80%, defense minister Mykhailo Yazhel told a briefing.

“The government has adopted main strategic documents regarding the reformation of the Armed Forces till 2017. At the end of September the National Security Council will consider a number of military issues,” he said.

Yezhel also noted that the Defense Ministry plans to improve the functional structure of the Armed Forces. “By the end of 2015 it is planned to increase the number of contract soldiers up to 80%,” he assured.

Justice Ministry permits registration of entrepreneurs through Internet

The Justice Ministry approved general principles of presentation of electronic documents for holding the state registration of legal and natural persons-entrepreneurs through Internet. A relevant order was signed by Justice Minister Oleksandr Lavrynovych, the Justice Ministry press service informed.

For this, it is necessary to approach the State Registration Service of Ukraine, which will allow an access to a special website. It will be possible to fill in a registration card through Internet and to file documents, necessary for the economic entity.

A procedure also provides for possibility of filing the documents necessary for registration through a notary public. In this case, documents will be certified with an electronic digital signature of the notary public. A notification is automatically sent to an applicant, confirming the fact of receipt of an application.

Parliament allowed older people to adopt children

Parliament allowed older people to adopt children

The Verkhovna Rada of Ukraine has passed the law “On Amendments to the Family Code of Ukraine” (regarding adoption).

The law excludes the provision from the effective law, whereby the difference in age between the adopter and the adopted child can not exceed forty five years.

The law was supported by 256 MPs out of 332 registered in the parliament’s session hall.

Council of Europe vows to enhance international legal framework for combating terrorism

Ukraine’s Foreign Minister, Chairman of the Committee of Ministers of the Council of Europe, Kostiantyn Hryshchenko, Secretary General of the Council of Europe, Thorbjorn Jagland, President of the Parliamentary Assembly of the Council of Europe, Mevlut Cavusoglu, have pledged to strengthen the international legal framework to combat terrorism in all its forms, reads a joint statement on the tenth anniversary of the 9/11 terrorist attacks, UKRINFORM learned from the Ministry of Foreign Affairs of Ukraine.

“We reiterate our firm determination to continue fighting international terrorism, through strengthening the international legal framework, addressing the causes of terrorism and safeguarding the respect for fundamental values shared by the member states of the Council of Europe,” reads the statement posted on the official website of the Council of Europe Parliamentary Assembly (PACE).

Hryshchenko, Jagland and Cavusoglu stressed that terrorism in all its forms is a violation of the most fundamental human right: the right to life. Regardless of where, by whom and against whom terrorist offences are perpetrated, these crimes affect us all and target humanity as a whole.

“The purpose of terrorism is to induce fear and to create divisions. Our response must be based on human rights, democracy and the rule of law. Terrorists are set to destroy these fundamental values and by protecting them, we make terrorists fail,” says the document.

Apart from this, the officials also extended condolences to the victims of the 9/11 terrorist attacks: “On this day of the tenth anniversary of the 9/11 terrorist attacks we first and foremost pay tribute to the victims and their families”.

Ukraine to cancel annual time conversion from winter to summer time

Ukraine to cancel annual time conversion from winter to summer time

The Committee on science and education recommends the Parliament to adopt the  draft resolution on changing the order of computation of time in the territory of Ukraine

The draft resolution suggests establishing the second time zone in the territory of Ukraine with one hour added.   

The MPs  believe that annual time conversion from winter to summer time “causes time stress and has a negative impact on the psychological and physical conditions of people, which results in greater loss than an insignificant energy saving.”

The MPs informed that some countries had already refused from time conversion to winter and summer time.
