Prime Minister orders to prepare development program of every settlement

The Prime Minister of Ukraine Mykola Azarov said that the farming industry is undergoing qualitative changes which will determine the face of the village for decades ahead, and will overcome the gap between the quality of life in a village and a town.

“These changes happened with the support of State and private initiative,” Azarov said at the session of the government.

The PM pointed out some regions with new technologies in agricultural enterprises, including Poltava with its  samples of the cultivation of grain and reproduction of high- dairy herd, and Vinnitsa with its sugar factory that uses its own biofuels to reduce consumption of unacceptably expensive Russian gas.

Azarov has also charged the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine with developing a program for every settlement.

“Every village and town in Ukraine must have a perspective – Mykola Azarov said. – And people need to know about it, they should allow themselves to plan the development of the city.”

According to the Head of Government development projects need to be discussed at meetings of local communities, “to get the approval of development path.”

Azarov vows to ensure hryvnia stability

Prime Minister Mykola Azarov has reassured that Ukraine is not facing financial turmoil and stability of the national currency will be provided, he was speaking Wednesday at the Cabinet of Ministers meeting in Kyiv.

“There will be no financial turmoil in Ukraine, despite the intentions of some politicians to deliberately stir up anxious moods in the society. The government, together with the National Bank of Ukraine, strongly keeps the developments under control. Ukrainian citizens and businesses can count on financial stability in Ukraine, the stability of the currency. We have resources and economic potential, which will ensure the stability of the hryvnia, even at the stage of the crisis,” Azarov emphasized, UKRINFORM reported.

At the same time, the prime minister said that the events surrounding the U.S. government debt, whose increase could lead to default, are forcing Ukraine to be wary of foreign loans of the world issuing center, which the United States still remains.

“That is why the goal of our economic policy is to fully provide the domestic market with domestic goods, which are produced by the domestic advanced technology. That is, the government will implement a policy of self-reliance, a policy of national investment and innovation development,” Azarov underscored.

He also noted there are no the economic justification for price increases for bread, sugar, meat, vegetables.

Azarov also said he ordered the Ministry of Agricultural Policy and Food on a daily basis to monitor the situation on the market of agricultural products and prevent the seasonal price fluctuations and speculations

Batkivshchyna Party leader and former Prime Minister Yulia Tymoshenko says Judge Rodion Kireyev of the Pechersk District Court of Kyiv has given her new defense counsel Yuriy Sukhov absolutely not enough time to review the case file.

“It’s a day off in the trial. They gave my lawyer two days to become acquainted with the case (5,000 pages). It’s like trying to learn Chinese in 2 days,” Yulia Tymoshenko wrote on Twitter, reiterating that the government though the judge is trying to speed up the trial as much as possible.

“Can I ask your advice? What should one do in this situation? Clearly the lawyer can’t read all this in two days. They’re really in a hurry,” she asked her followers.

Prices in foreign currency may be banned in Ukraine

The government is planning to force out international money transfer system from the domestic market and to prohibit indication of prices pegged to foreign currency. The relevant draft law, on currency regulation and currency control, was published by the Ministry of Economic Development and Trade, UKRINFORM reported.

As planned by the legislator, the document is to protect the country’s economic security. Among other things, it will oblige setting commodity prices in the national currency in sales on the Ukrainian territory, and will ban the use of any equivalents in foreign currencies.

At the same time, the ministry proposes protecting the rights of banks issuing currency loans: with a general license of the NBU obtaining an individual license is not needed, although earlier jurisprudence recognized issuance of foreign currency loans under such conditions as illegal.

Experts call for outlining clear criteria for the introduction of obligatory sale of foreign currency, as the powers of the National Bank will expand after adoption of the bill.

In particular, in the event of balance of payments problems, the NBU will force all residents to sell up to 50% of the foreign exchange funds received from non-residents.

If the bill is adopted in the fall, the NBU will be able to take advantage of this norm in the near future, given that Ukraine’s balance of payments for the year is expected to approach zero, and getting a new tranche of the IMF is still in question.
