Tihipko: Calls to repeal pension reform "irresponsible and populist"

The efforts of the Federation of Trade Unions of Ukraine, aimed at abolition of the pension reform, are irresponsible and lead to destabilization of the society. Deputy Prime Minister, Minister of Social Policy Serhiy Tihipko thus commented the appeal of the Federation of Trade Unions of Ukraine to the President that he veto the pension reform law adopted by the Verkhovna Rada, UKRINFORM reported.

“Opposing the holding of the pension reform, trade unions oppose to increases in pensions for the most vulnerable Ukrainians, who can no longer work,” the Deputy Prime Minister said. He reminded that trade unions from the very beginning were called to discuss the draft pension reform, and many of their suggestions were included in the law.

Tihipko expressed confidence that the reform of the pension system is not only a tool for increasing pensions, but also a guarantee of economic sovereignty of Ukraine. “Other countries, whose power was slow to reform, were forced to cut wages and pensions, as well as sell off state property to avoid bankruptcy of the state,” he said.

Kliuyev instructs to equip all houses with utility meters

All houses in Ukraine should be equipped with water supply and heat meters till the end of 2012. A relevant instruction was given by First Vice Prime Minister and Economic Development and Trade Minister Andriy Kliuyev during a telephone conference with heads of regions on Wednesday.

“Before the end of the next year, utility meters should be on all territories in all the houses,” Kliuyev emphasized. He noted that this year, UAH 500 million was allocated for the purchase of utility meters and informed that close to UAH 3-4 billion will be allocated for next year.

“It is a task to all the regions, the Regional Development, Construction and Housing and Communal Service Ministry, the Industrial Agency and the Finance Ministry to work over this issue,” Kliuyev underscored.

He emphasized that the purchased utility meters should be made in Ukraine without fail. “This is budget money and it will be sent only to national production,” the First Vice Prime Minister said.

By the end of August, municipal heat energy supply enterprises should be provided with heat energy meters, Andriy Kliuyev said. At the same time, Kliuyev underscored that the National Electricity Regulation Commission will cancel licenses for those enterprises, which fail to set up meters till September.

“In all the regions, a license will not be available for those enterprises since September 1, which fail to work with utility meters,” the First Vice Prime Minister emphasized.

Economy rapidly recovering – Tihipko

Deputy Prime Minister, Minister of Social Policy Serhiy Tihipko states acceleration of Ukraine’s economic recovery.

“Together, the government and businesses ensured accelerated post-crisis recovery of the economy. Industrial production this year increased by 8.5%. This means reduction of unemployment, increased demand for skilled labor, wage growth and greater contributions to the Pension Fund,” he said commenting on the performance of the Pension Fund in the first half of the year, UKRINFORM reported.

Tihipko said that the growth of the fund’s own receipts was 21.1% compared to the same period last year, while revenues exceeded 66 billion hryvnia, which is even larger than originally planned.

“The measures to combat underground economy were not in vain either. In particular, VAT is now automatically compensated only to enterprises where average salary is more than two and a half times higher than the minimum. This prompted many owners to raise official salaries of their employees,” the Deputy Prime Minister said.

President: Railway passenger transportation in Ukraine should be radically improved

Railway passenger transportation in Ukraine should be radically improved, President Viktor Yanukovych said at a meeting with Vice-Prime Minister, Minister for Infrastructure of Ukraine Borys Kolesnikov.

The President has demanded to accelerate the reform of the Ukrainian railway “to carry it out in 5-7 years and ensure high quality passenger transportation,” Borys Kolesnikov said after the meeting with the President.

“We continued to discuss the concept of global changes in the passenger transportation. In 6 years Ukraine must completely upgrade the rolling stock, provide maximum comfort to passengers and, most importantly, at an affordable price,” he said.

The Vice-Prime Minister stressed that the national railway is already beginning to implement high-speed movement. According to Borys Kolesnikov, next year Ukraine will receive the first ten high-speed trains, and will be receiving another 15 further each year. “Our services will be no different from those in Western Europe,” Borys Kolesnikov said.

He also said the Ukrainian side would discuss with its Russian counterparts the idea of creating rail hubs such as those in aviation. “This concept is discussed, and it will be realized,” Borys Kolesnikov said.

President: Ukrainian Railways must provide top-quality services to passengers

President Viktor Yanukovych had a meeting with Director General of the State Administration of Railway Transport of Ukraine Volodymyr Kozak.

As Volodymyr Kozak said after the meeting, the President had instructed him to ensure that passenger railway transportation costs are reduced and travel comfort is maximum for passengers. The President also instructed to address all the enterprises’ needs in the transportation of goods. He said a relevant program would be elaborated soon.

“The country’s economy should work, and rail transport should not be a limiting factor in this process. In particular, it is necessary to develop a program of upgrading the stock of Ukrainian Railroads,” Volodymyr Kozak said.
