Alliance for Ukraine without Orphans proposes giving diaspora benefits for adoption

President of the Alliance for Ukraine without Orphans Ruslan Maliuta has told UKRINFORM  that the organization is planning to initiate legislative benefits for adoptive parents from the Ukrainian diaspora. However, such proposals will be made after the reform of the State Department for Adoption and the Protection of Children’s Rights.

The adoption of Ukrainian orphans by representatives of the Ukrainian diaspora could provide a strong impetus to solve the problem of orphanage in Ukraine and favor the upbringing in families of older orphaned children and children with special needs, he said.

Maliuta noted that the assistance being provided to Ukrainian orphans by the Ukrainian diaspora in the United States, Canada and other countries was “very significant”. And it is not limited only to the opening of childcare centers in Ukraine and the provision of financial and humanitarian assistance. There are many families of Ukrainians abroad who adopted orphans from Ukraine. Therefore, “we will consider at the national level the issue of introducing during inter-state adoption of special privileges or any special process of assistance, when adoption is carried out by the Ukrainian diaspora,” he said.

According to the State Department for Adoption and the Protection of Children’s Rights, child services have currently registered over 1,700 families wishing to adopt an orphaned child.

In 2005, Ukrainians adopted about 1,400 children, while in 2010, their number was over 2,200, whereas foreigners adopted 2,100 and 1,200 children respectively.

Naval exercises sign of close ties with Ukraine – U.S. State Dept.

The U.S. State Department on Monday said the Sea Breeze 2011 naval exercises, which have been decried by Russia, were a sign of close cooperation with Ukraine.

Russia’s Foreign Ministry voiced concerns on Sunday over the entry of the U.S. Monterey guided missile cruiser, equipped with the Aegis air defense system, into the Black Sea for naval exercises with Ukraine.

“They [Russians] are entitled to their opinion. I’m not going to parse the words of the Russian Foreign Ministry, and I’ll have to get more details about this exercise,” deputy State Department spokesman Mark Toner said when asked to comment on Russia’s reaction.

“But we have a strong bilateral relationship with Ukraine, and it’s in keeping with that kind of partnership that these exercises take place,” he said, RIA Novosti reported.

Russia has said on many occasions that it will perceive the appearance of U.S. strategic infrastructure elements close to its borders as a threat to its security.

In particular, it concerns the adoption of new pension reform and increases in gas tariffs for households and industial enterprizes.

During the negotiations with the IMF the Government will insist on postponement of implementation of relevant decisions up to complete stabilition the economic situation in the country, Prime Minister Mykola Azarov said. He believes the administrative decision to raise utility rates in the current circumstances will only result in increasing inflation.

Ex-president Yushchenko points to power’s errors

Ex-President Viktor Yushchenko has called a number of mistakes made by the current regime.

The biggest mistake, according to him, is implementation of the gas contracts signed by former prime minister Yulia Tymoshenko in 2009. Yushchenko said this to journalists during his stay in Sumy region, UKRINFORM reported.

In his opinion, the current power had good reasons to announce these agreements as illegal and advocate their repeal.

The first mistake caused others, including the signing of Kharkiv agreements, whose primary purpose was “to take away from Ukraine a piece of land for 25 years more.”

“This is a set of serious mistakes, which took away the most important trump cards from the current authority”, Viktor Yushchenko said.

In his view, it makes no sense today to hold discussions about gas, because unsuccessful negotiations on gas are a consequence of the ill, weak, Little-Russia politics. “Gas is an echo of politics. This is, unfortunately, not an economic category,” Yushchenko said.
